Question No. Sheet or Reference Question Response Amendment Answered
During the site visit it was stated that the
National Park Service had data regarding the peak visitor times, and presumably seasons. Since the technical proposal is to address public access, can this information be provided?
Total Visitation per year:
2015 ‐ 2,501,106
2014 ‐ 2,433,944
2013 ‐ 2,641,808
2012 ‐ 2,412,663
2011 ‐ 2,129,116
Reference the park website at this address for more information:
https://www.nps.gov/pore/planyourvisit/hours.h tm
Can the proposal submission date of
March 7th be delayed until at least
March 14th so that a comprehensive proposal can be provided?
The proposal due date remains unchanged as
March 7, 2018 at 2pm Mountain Time.
At at least two locations it was noted during the site visit that there were overhanging trees at the road at several locations that were sufficiently low enough to prevent the use of most trucks(see photo below). Note 6 on sheet L‐1 specifically notes that these branches cannot be cut, and that written permission will be required for bringing trucks or equipment within 18” of the branches. Can a plan be submitted for general use to bring the clearance within
18” or will individual requests be required for each vehicle move?
A Truck Transit plan will be required as a Division
1 Submittal and will be reviewed by the Park for compliance for the protection of the trees.
Specification 01 50 00 paragraph 2.2.a
Specification 01 50 00 paragraph 2.2.a references that the contractor is to supply a 300 square foot office trailer.
There is no area visible on the plans where a trailer this size can be accommodated without impeding the work. Is a trailer required, and if so, can it be located at the main parking lot?
Contractor's means and methods, the park has offered the garage as a potential location for a construction office
Section H, Special Clause 2 Section H special clause 2 of the solicitation references key personnel, Superintendent/Safety Officer and
Quality Control. If the superintendent is qualified, can the role of Quality Control
Manager be included within that position?
No, the QC needs to be separate from the
Superintendent and Safety Officer. Reference
Spec Section 01 40 00, QUALITY REQUIREMENTS, 1.5B
Can the Fog Signal Equipment Building be used to store the lens during the lighthouse restoration and during restoration of the lens itself?
The Fog signal building is available for the contractor to coordinate with the lens and clockworks scope with any renovation work that will be conducted in the building. 0001
Can the pedestal and clockworks remain in place during restoration of the lighthouse?
This should be described within the proposal criteria for project approach i.e. means and methods. 0001
What is the anticipated start date for this project?
Proposals are due on March 7, 2018. Anticipate
30 days for review and award. Division 1
Submittals from the selected contractor will be due within 30 days of award. Notice to Proceed will be provided upon completion of approved
Division 1 Submittals.
Is there a last day to submit questions for this project?
The question deadline is March 1, 2018 at 12noon
Mountain Time. All questions shall be submitted in writing to sarah_clemmens@nps.gov and jason_longshore@nps.gov. Contractor questions and Government responses will be posted via an amendment to FBO.GOV.
It was mentioned in at the Pre‐Proposal
Conference that use of the Park's wench
& trailer may be possible.
PLEASE NOTE: The wench and trailer will not be available for use by the selected contractor.
Government furnished equipment will not be provided under this contract.
It was mentioned at the Pre‐Proposal
Conference that the options would be exercised in a particular order of importance.
PLEASE NOTE: Per the Contract Price Schedule in
Section B (page 12) of the RFP, "Options may be exercised in any combination, order, or grouping deemed in the judgment of the Contracting
Officer to offer the best value to the
Government."
Please confirm the large equipment in the Fog Signal Equipment Building can remain in place during their restoration process. These items include:
Air Compressor Tank
Generator & Batteries
Two Air Compressors
Panel Board
Diaphone Amplifier with Stand
Yes, they may remain in place.
Will the light source replacement be a part of this project?
Contract documents require that contractor
"survey and assess (e) conditions to verify scope of necessary repairs." To "clean and restore historic lens, lamp, and clockworks. At project completion objects shall be restored and fully operational. Reference Drawing A8.1.
Is the Bid Bond form required? Yes, as indicated in the RFP on page 1 of the
SF1442, Block 13B, an offer guarantee is required.
Please see the provided SF24_Bid Bond form and coordinate with a surety company to provide a bid bond with your proposal package.
Are there any forms that are not required as part of the submission package?
Correction to Amendment 0001 via Amendment
0003: All forms provided are required. Please refer to Question 28 below for additional information.
Section 09 96 50 paragraph 1.5.a.1 calls for the metallizing applicator to be certified to SSPC QP3, while paragraph
1.5.a.2 calls for certification to SSPC QP6 for the supervisor. Companies are certified, not individuals, and there are only three companies in the United
States with SSPC QP6 certification.
Additionally, the SSPC QP3 certification references shop applied coatings, given the intent is to recoat the lighthouse in place this requirement is contradictory, should this be changed to QP1 for field applied?
Please replace items 1 and 2 under 09 96 50, 1.5
QUALITY ASSURANCE, A. Thermal Spray
Applicator Qualifications with the following revised text:
1. Metallizing applicator executing metallizing work shall have minimum of 5 years documented previous experience in providing surface preparation for metallizing and metallizing application services in shop and field, with minimum history of 3 successfully completed similar projects. Metallizing applicator shall be certified per requirements of SSPC QP1.
2. A Quality Control Supervisor shall be on the thermal spray company’s staff and provide a
Quality Control Plan to NPS Contracting Officer prior to onset of Work. Quality Control Supervisor shall have a minimum of 5 years’ experience with satisfactory performance in abrasive blast cleaning of steel surfaces according to SSPC
Standards.
Is there any requirement for California
SHPO review of plans per section 106?
If so which plans will need to be reviewed and approved by SHPO?
All communication with the SHPO will be conducted through the park staff. The contractor will not be involved with any issues related to
SHPO communications.
Amendment 1 RFI 8 response indicated that the notice to proceed would be based upon approval of the Division 1 submittals. Given that for items such as the lenses, historic concrete, metals, and clockwork, condition reports need to be provided under this contract, restoration plans created, provided, and approved by the National Park Service and possible
California SHPO, it is likely that several months could pass before work could be performed. Can the notice to proceed be based upon approval of those plans?
The items identified in the question are not part of Division 1 submittals from the Contractor.
Please refer to the Submittal Checklist after
Submittal Procedures 01 33 23. SHPO review will not be within the contractors SOW.
Section 01 33 23 lists no submittal requirements for the lens and clockwork restoration, and no specifications are provided for any of these items. Can a list of required submittals and requirements be provided for these items?
The scope of work for the lens and clockworks will follow the description and criteria provided on sheet A8.1, but will be coordinated with the
Contracting Officer (and NPS museum staff) overseeing all other components of the construction project. Anticipated necessary submittals will include: ∙ A pre‐treatment assessment report ∙ A work plan confirming the scope of work agreed upon by all parties following the pre‐treatment assessment report.
The work plan will cover the contractor’s plan both for treatment of the lens and clockworks and related work such as protection, moving, storage conditions, and reinstallation. ∙ During the work, product submittals and mock‐ups/test panels shall be provided, based on plans identified and approved in the work plan. ∙ A final treatment report. ∙ A maintenance manual.
Amendment 1 RFI response 1 did not provide any information on peak traffic flows and seasons in order to help address the technical proposal requirement regarding planning for public access. Will this information be provided before the bid?
Oct to March are the peak times due to whale watching, as shown on the website provided. In addition, yearly visitation was provided in the response to Question 1, Amendment 0001.
A conditions report was provided that indicated an array of possible repairs to the fog signal equipment, but the plans only reference removal of paint and providing new coatings. What is the scope of work for the fog signal equipment?
Refer to drawing A2.3 for Fog Signal Equipment scope of work.
Project boundary: During the pre‐bid visit, NPS suggested a forthcoming amendment to the current solicitation documents would be provided showing this project’s start location was at the new ADA parking area and westward. All scope east of the of the new ADA parking area was not included in this contract.
a. Please confirm project boundary and scope.
b. Please provide construction schedule for the project (by others) to assist in access, coordination, etc.
a. The base project is only the Lighthouse, Lens, and Clockworks. Bid Alternate A contains the Site
Work identified on drawings C1, C2, and C3.
b. The contractor must provide a construction schedule as part of your proposal
Quality Control Supervisor duties:
Specification section 01 40 00, paragraph
1.5B.1 states the Contractor’s designated
Quality Control Supervisor may also perform other duties. Amendment 1, question 5 states the QC needs to be separate from the Superintendent and
Safety Officer. Please clarify conflicting statements.
The Quality Control Supervisor and the
Superintendent must be separate roles.
However, the Quality Control Supervisor may assist in other tasks.
Subcontractor Reference Sheet: The provided “Subcontractor Reference
Sheet” says to use form to list certain subcontractors identified in Section L.
Section L does not state key subcontractor requirements. Please confirm key subcontractors shall be in accordance with Section M (lens and clockwork personnel).
Correct, Section L instructs offerors to include the subcontractor reference form in Volume I of the proposal. Correct, key subcontractors shall be identified in Section M of your proposal.
Bid date: The Questions and Answers element is important each bidder’s proposal. Per Amendment 1, questions are due Thursday, 3/1. The proposal due date did not change with Amendment 1.
As an effort to provide a responsive proposal, please provide an extended bid due date to allow for bidder’s to incorporate responses into the proposals.
The Q and A deadline was Thursday, March 1, 2018 at 12noon Mountain Time (MT) and has passed. Per Amendment 0002, the proposal due date is hereby extended to March 13, 2018 at
10:00am Mountain Daylight Time (MDT).
Is registry in the System for Award
Management (SAM) required with submission of the proposal?
Offerors shall be registered in SAM no later than the time of award.
Does the SF30 form for each amendment have to be signed?
Please see the SF1442 document in the RFP package. The first half of Page 2 is the Offeror section to be populated. Specifically, Block 19 is where each amendment shall be listed. The offeror shall sign Block 20a on the SF1442 which shall be considered authorization of the proposal amount (Block 17) as well as acknowledgement of the amendments issued during the solicitation process.
Section L, Volume II, #6 ‐
