About this file

This is a Questions and Answers (Q&A) amendment to a federal solicitation for sanitation and water delivery services at Grand Canyon National Park. Amendment 0002 clarifies key contractual and operational details for Solicitation 140P1526Q0086, issued by the National Park Service Contracting Operations - Central office. The Contracting Officer is Taylor Jones (Taylor_A_Jones@nps.gov, 520-780-9294).

The amendment addresses ten substantive questions concerning service requirements and pricing methodology. Key clarifications include: bi-weekly invoicing is approved; overhead and profit may be presented as separate line items or incorporated into unit prices at the contractor's discretion; 11 vault toilets (not 12) require servicing under CLIN 30; Option 5 septic tank pumping assumes weekly service from approximately June 1 through November 30 or road closure due to winter conditions; mobilization is scheduled for 10 days after contract award; six shower stalls will be operational by June 1; CLIN 20 portable toilet servicing (22 units over 27 weeks with minimum twice-weekly visits) may be priced either separately per visit or on a weekly basis; all 22 portable toilet units will remain within one mile of Highway 67 regardless of relocation; all service locations including CC Hill, Cabin Area, and Administrative Area are physically accessible with cleared and stabilized roads; and CLIN 3 requires three pump outs of all 11 vaults over the season. No other solicitation clauses or dates are modified by this amendment.

Sanitation and water delivery – GRCA

Questions and Government Responses listed below:

Question # Question Answer/Response

1. Does the government require monthly invoicing or may the contractor submit invoices on a bi-weekly basis to support subcontractor payment obligations?"

Bi-weekly is approved.

2. Can the government confirm whether overhead and profit should be included as separate line items on the bid schedule, or rolled into unit prices? The bid schedule template shows separate Overhead & Profit rows but provides no guidance on how to calculate or present them.

They may be presented according to the contractor’s preferences: as separate line items or incorporated into the unit prices

3. The vault toilet pumping CLIN 30 lists "Twelve (11)" in the description — is the correct quantity 11 or 12 vaults?

This discrepancy between the bid schedule and the SOW needs to be resolved before pricing.

There are eleven vaults to service.

The twelve vault was removed as it is inaccessible at the time of solicitation.

4. For Option 5 septic tank pumping, the SOW states weekly or every-other-week service but the bid schedule shows 26 weeks. Can the government confirm whether pricing should assume weekly service for all 26 weeks or an alternating schedule, and whether the 26-week quantity is fixed?

If contract is awarded in late May, servicing would start approximately

June 1. Servicing will need to end on

November 30th or when the government closes the road due to winter conditions prior to that date.

Weekly service is expected to be reasonable at this time based on expected operational demand.

5. Can the government confirm the actual anticipated mobilization date and whether May 10 is still a target given the current solicitation timeline?

10 days after award

6. The SOW references six shower stalls across two locations for the base period. The Q&A confirmed six stalls at time of award. Will all six stalls be operational and in place when the contractor mobilizes, or is there a phased installation schedule the contractor should plan for?

The government expects the shower stalls to be operational on approximately June 1st. Pricing should assume all units are operational.

7. For CLIN 20 portable toilet servicing, the SOW states servicing shall occur no less than twice per week. The bid

Contracting Officer: Taylor Jones, Taylor_A_Jones@nps.gov, 520-780-9294 schedule prices this at 27 weeks with 22 deliverables. Is the unit price expected to cover both weekly service visits, or should the contractor price each service visit separately?

separately or weekly.

8. The SOW states toilet locations may change during the period of performance with two weeks advance notice. Can the government confirm that all 22 units will remain within one mile of Highway 67 regardless of relocation, as this directly affects routing and service cost?

The government can confirm that the units will remain within 1 mile of

Highway 67.

9. Given the post-fire recovery context described in the SOW, can the government confirm the current physical condition and accessibility of each service location, particularly CC

Hill, the Cabin Area, and the Administrative Area? Have any access roads been cleared and stabilized following the

Dragon Bravo Fire?

All locations are physically accessible, in a reasonable condition, including CC Hill, the Cabin Area, and the Administrative Area. The roads are cleared and stabilized.

10. On CLIN3 how many vaults are required to be pumped out for event?

Three pump outs over the season of

11 vaults.
