About this file
This file is an Amendment 0002 containing Questions and Answers for solicitation 140P1426Q0092, a residential fencing repair and installation project at Dinosaur National Monument in Utah. The National Park Service (NPS) issued clarifications addressing eight contractor inquiries regarding project specifications and execution methods. Key clarifications include: stain color requirements (darker stain acceptable if it matches housing unit fascia and includes a five-year manufacturer warranty, subject to NPS approval); vegetation removal along fence lines including tree trimming at Unit 4-5; permission to use heavy equipment such as mini excavators or skid steer augers for post hole excavation; NPS handling of dead tree removal at Unit 4-7 anticipated by September 1, 2026 under a separate hazard tree contract; preferred fence size of approximately 180 linear feet at Unit 4-7 matching Unit 4-5 configuration; and flexibility in fence construction methods (either commercially manufactured panels or site-built individual pickets, with site-built potentially necessary to align with existing post holes). The NPS confirmed that two housing units require complete fence replacement while two require repair and staining. The amendment also indicates that photos of the current fence conditions were attached as supporting documentation.

Amendment 0002 Solicitation No. 140P1426Q0092 Utah Residence Fencing Repair and Installation Dinosaur National Monument Question 1: Would a darker stain be acceptable to match the fascia of the housing units?
Response: Yes. The National Park Service (NPS) requests a solid stain that closely matches the fascia color of the housing units. The stain shall include a manufacturer's product warranty of at least five (5) years. The NPS will review and approve the color prior to the contractor's purchase of the stain.
Question 2: Does the tree at Unit 4-5 on the southeast corner need to be trimmed to allow for fence repair and staining?
Response: Yes. The tree will need to be trimmed. As stated in the Statement of Work under Contractor Installation, the contractor shall "remove vegetation and debris along the fence line."
Question 3: Is the use of heavy equipment, such as a mini excavator (Mini-X) or a skid steer with an auger attachment, permitted?
Response: Yes. The NPS will allow the use of equipment such as a mini excavator (Mini-X) and/or a skid steer equipped with an auger attachment for excavating fence post holes.
Question 4: There is a dead tree at Housing Unit 4-7. Will the NPS remove it before the fencing work begins?
Response: The dead tree is currently included under a separate NPS hazard tree contract. If the fencing project is performed later in the fall, the NPS anticipates the tree will have been removed under that contract. If earlier removal is necessary, the NPS may be able to remove the tree by approximately September 1, 2026, depending on staff availability, hazard tree contract scheduling, and required bird nesting inspections.
Question 5: What is the required size of the new fence at Housing Unit 4-7? Should it match the larger fenced area at Unit 4-6 or the smaller fenced area at Unit 4-5?
Response: The preferred fence size is approximately 180 linear feet, similar to the fence configuration at Housing Unit 4-5.
Question 6: The solicitation references cedar fence panels but also mentions individual pickets. Should the contractor install commercially manufactured pre-built fence panels or construct the fence on site using individual pickets?
Response: The NPS has no preference between commercially manufactured fence panels and site-built fencing. However, to align the fence posts with the existing post holes, the contractor may find it necessary to construct the fence on site using individual pickets.
Question 7: Can you provide photos of the current fence?
Response: Photos are attached to this amendment.
Question 8: How many posts, pickets and 2x4’s require replacement?
Response: Two housing units require complete replacement and two require repair and stain.
