Continuation of SF 30 – RFQ 140P1426Q0012 – Amendment A00001 Vendor Questions & NPS Answers

1. Access Conditions: Please confirm whether access to all insulation work areas will be unobstructed and readily accessible using existing hatches, doors, or openings. If access limitations exist (e.g., restricted crawlspaces, limited attic clearance, or removal of finishes), please clarify whether such conditions are included in the scope.

a. There are access hatches that are accessible from the exterior along the foundation stem wall. The stem wall sits on grade and is fully exposed. One cabin has two access hatches that are accessible from the outside and the other cabin has one access hatch that is accessible from the outside. The crawlspace underneath the cabins is 2’ tall and there is plenty of room to move around.

2. Demolition and Removal: Please confirm whether removal and disposal of existing insultation, debris, or obstruction materials are included in the scope of work, or if insulation is to be installed over existing materials where encountered.

a. There will be no removal of debris. The crawlspace is clean and free of debris.

3. Code and Compliance Requirements: What R value is necessary and what type of spay foam are you searching for? Open cell vs Closed Cell.

a. We do not have a specified R-Value to achieve. Whatever R-Value is achieved by the specified depth of spray in the stud bays and along the rim joist is what it will be. If the specs it calls for full stud depth spray (3.5”) and spraying along the rim joist. The rim joist spraying can be 2-3” spray depth. In the specs it calls for Closed Cell Foam.

4. Unknown or Hidden Obstructions: Please confirm how concealed conditions such as wiring, mechanical systems, structural obstructions, moisture intrusion, or other unforeseen conditions are to be addressed, and whether remediation of such conditions is included in the scope of work.

a. There is no mechanical in the area under the cabins. All electrical is located above the work area and does not obstruct movement around the area. The area is sealed off from moisture intrusions other than typical air humidities. The only obstruction is a stem wall that runs down the center of the foundation. It is primarily open framing and there are access areas in it to be able to move from one side to the other. This wall will not be sprayed.

5. The specifications refer to a full stud bay fill. Can you confirm whether the spray foam is required to be shaved flush to the face of the studs, or if it can remain proud of the studs given that the area is a crawlspace and will remain unfinished?

a. It is not necessary to shave flush.

6. Since we are unable to perform a site visit, based on the Google image below are you able to inform us of where the cabins are located?

a. See the 2nd photograph – The location is off picture immediately to the left of the roundabout located in top left corner. See cross hair on the photo beneath the immediate one below, just below it is the first cabin. The cabins specific to this contract were not set at the time of imagery but are set in the adjoining vacant gravel areas. What is relevant is that a truck or trailer can be easily driven and parked immediately in front of either cabin.

Park has also provided the following information and photos

1. There is also a waterline and the main plumbing drain that extends down into the ground under the cabins, but they are easily worked around.

2. Photo 1 below is of one of the cabins without the lower siding panel on it. This shows how the stem walls are and their access.

3. Photo 2 below is of the foundation prior to the cabin being set on top of it. This shows what the area looks like.

4. The diagonal bracing was removed after the cabin was set so there is no bracing under the cabins. The foundation that is not shown only has one access hatch and that is in the right front corner of the foundation similar to the one in the photo.

EVALUATION PROCEDURES

This procurement will use Simplified Acquisition Procedures (SAP) in accordance with FAR 13.106-1(a)(2) and FAR 13.106-2(b). Evaluation procedures in FAR 13.106 provide broad discretion in establishing suitable evaluation procedures. Using price and other related factors listed below the contracting officer shall ensure that eligible quotations can be evaluated in an efficient and minimally burdensome fashion using comparative evaluation procedures. Comparative evaluations encourage the use of “best value,” and are not required to state the relative important of evaluation factors or subfactors. This solicitation will evaluate:

1. Price.

2. Technical Capability: A narrative that addresses in the quoter’s own words how they will meet the state requirements of the Statement of Work. This narrative shall contain sufficient information to conduct meaningful evaluations and be based on the requirements and type of work being solicited. Copying the government’s SOW, simply stating your firm can meet the requirements, or just providing a capability statement shall cause the firm’s quote to be ineligible for award and not further considered.

a. At a minimum the quoter shall provide:

i. How the quoter will meet the requirements of the SOW in detail.

ii. How the quoter will meet the required delivery date.

iii. Warranty information

iv. Documentation on the product being installed.

3. Past Experience: Quoter shall provide relevant past performance via factual documentation or narrative of a firm’s experience, qualifications, and capability, along with providing two examples of their firm’s most recent projects within the past three years of similar size and scope.

All eligible quotes shall be evaluated in accordance with the factors described herein. The evaluation factors used in this RFQ are technical, past experience and price. Award will be made to the quoter who is determined to be the overall best value to the Government by using comparative evaluation. A comparative evaluation is where each quote will be compared side-by-side with other quotes to determine the overall best value to the Government.

Quoters are reminded to include their best technical and price terms in their initial quote and not to automatically assume they will have an opportunity to participate in discussions. or be asked to submit a revised quote. Revised quotes will not be accepted.

Quoters may submit more than one quote submission or withdraw in writing the previously submitted quote. All quotes shall be submitted to the CO by the due date and time listed below. As a reminder any quote that is date/time stamped by the CO’s email will determine the date and time received (not date and time sent by the quoter).

Quotes will receive a preliminary review to determine whether the quote contains sufficient information, as required by the solicitation to be eligible for evaluation. If the results of the preliminary review indicate that the quote lacks sufficient information to allow a meaningful evaluation to be conducted, the Contracting Officer, as the sole deciding authority, may determine a quote as ineligible and may remove the quote from further evaluation and consideration for an award.

Please Note to All Quoters: Adjustments are not allowed to the quote once received. Unless the submitted quote is withdrawn in writing prior to the new quote being submitted. It is not the responsibility of the CO to hunt for information requested in a given order. This procurement follows FAR Parts 12 & 13.

Quoters shall not copy the Scope of Work and state the firm can meet the requirement. Nor shall the Quoter copy the Scope of Work and add comments to specific areas. Quoters should submit in their own words their technical approach in how they will complete and comply the requirements of the SOW.

The contracting officer shall conduct the price evaluation, and the technical evaluator(s) will evaluate the technical and past experience portion of the quotes and make a recommendation of award to the contracting officer. If all quotes are determined to be technically equal, the award will be made to the lowest priced quote. Additional details on the evaluation process are detailed below.

In accordance with FAR 9.104 a determination of contractor responsibility or non-responsibility will be made by various systems including but not limited to SAM, CPARS, and FAPIIS.

The following factors shall be used to evaluate quotes for technical and past experience:

Factor 1: Technical Capability

Technical Capability will be initially rated by the technical evaluator(s) as either “Acceptable” or “Unacceptable.” An “Unacceptable” rating shall deem the quoter ineligible for award.

Acceptable
Information provided demonstrates the quoter has the technical capability of all contractual requirements of the solicitation, portrays a clear and technical understanding of the project requirements, and has provided all the submission requirements.
Unacceptable
Information provided does not demonstrate that the quoter has the technical capability of all contractual requirements of the solicitation, does not portray a clear and technical understanding of the project, and did not provide all the required submission requirements.

The technical evaluators will take the remaining technically acceptable quotes and compare them to one another to determine what quote is the overall best value to the government and make their technical recommendation for award based on this side-by-side evaluation based on the established requirement and information provided in the quoters quote. If all remaining quotes are determined to be technically equal, the award will be made to the quoter with the lowest priced quote upon the contractors fair and reasonable price determination.

Quoter shall provide the following:

The following factor shall be used to evaluate price fair and reasonableness:

Factor 3: Price

All line-item Pricing shall be a firm fixed-price, shall be valid for a minimum of 180 days, and include at minimum supervision, all labor, materials/supplies, travel/transportation/delivery, and other direct costs.

Quoters shall submit their quoted pricing using the Price Schedule found in the checklist below and attach a detailed breakdown for all line-items. Failure to submit pricing and a breakdown for all items will remove the quote from further consideration for award.

The Contracting Office will review the pricing for fair and price reasonableness. For price to be reasonable, it shall represent a price to the Government that a prudent person would pay in the conduct of competitive business.

Service Contract Labor Standards:

The Service Contract Labor Standards Act applies to this procurement. Wage Determination 2015-5397 for Glacier County is attached.

Site Visit:

There will not be a site visit. Quoters are encouraged to review Google Maps, or any other way to understand the area and work prior to submitting their quote. Modifications to adjust pricing shall not be entertained as related to the work required in the SOW.

INSTRUCTIONS TO QUOTERS

Quotes shall be in accordance with and must be in the order detailed in this section. Failure to submit quotes according to the instructions provided within the solicitation may result in the respondent’s quote being determined ineligible and not being considered further for evaluation and award.

Please note the time listed is the time by which all quotes shall be received by, not sent by. Emails will have a received date and time that will show when the quote is received into the contracting officers email box. Quotes submitted after the closing date and time may not be accepted.

Please Note to All Quoters: Adjustments are not allowed to the quote once received. Unless the submitted quote is withdrawn in writing prior to the new quote being submitted. A quote that merely reiterates or promises to accomplish the requirements of the RFQ will be considered incomplete and not considered further for award. A Quote that is orderly, provides all required items in the submission checklist, and is sufficiently documented will enable the Government to perform meaningful and fair evaluations. Quotes that fail to address any of the items listed in the submission checklist shall be deemed incomplete, and the Quote will not be further considered for award.

If a Quoter believes that the requirements in these instructions contain an error, omission, or are otherwise unsound, the Quoter shall immediately notify the Contracting Office in writing (email is the preferred method) and shall include supporting rationale. All concerns shall be submitted to the Contracting Officer, Sally Leitch at Sally_Leitch@nps.gov. The contracting officer shall make the decision whether or not, based on supporting evidence, if a change is needed.

By submission of its Quote, the Quoter accepts all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. Quoters with any “Incomplete” and/or “Unacceptable” technical ratings will not be considered for award. Quoters shall clearly identify any exception to the solicitation and conditions and provide complete accompanying rationale.

Redlines or changes in Terms and Conditions shall not be accepted.

Quotes shall be valid for a minimum of 180 days.

Questions:

All questions shall be submitted in writing by Noon (12:00 PM, Mountain Time (MT)) on 2/11/2026, via email to the CO, sally_leitch@nps.gov. Phone calls shall not be accepted.

Quote Due Date & Time:

Quoters shall submit a quote to the CO via email to sally_leitch@nps.gov by the closing date and time of 2/26/2026, at 2:00 PM (MT). Late quotes may not be accepted.

Late Quotes:

Quotes received after the closing date and time may not be accepted. The determination in accordance with FAR 52.212-1(f)(2)(ii), Late Submissions to accept a late quote will be made solely by the Contracting Officer. It is the responsibility of the quoter to ensure that the entire quote is received, not just sent. If attachments do not open may render the quote unacceptable and may not be further considered for award. All quotes received have a date and time received into the contracting officer’s email. This date and time will be the determination if a quote is late.

Notice: Pricing is all-inclusive and shall be a firm fixed price, shall be valid for a minimum of 180 days, and shall include at minimum supervision, all labor, materials/supplies, travel/transportation/delivery, and other direct costs.

Contractor shall include a breakdown of all associated costs in the total price to assist with fair and reasonable price determination.

In case of error in summation, the total of the corrected amounts governs. Round totals and extended prices to whole dollars.
