1. Executive Summary This report presents the results of groundwater sampling and gauging performed by ppB enviro-solutions (PPB) on behalf of the National Park Service (NPS) at the Colter Bay landfill area in Grand Teton National Park. Groundwater sampling activities were performed by PPB in September 2020.

The Colter Bay Landfill (landfill) is located approximately 18.3 miles northeast of Moose, Wyoming, accessible by vehicles by way of a gravel road north of Highway 191 prior to entering Colter Bay Village. The Landfill was historically used for the disposal of solid waste associated with park operations. NPS has been working with the Wyoming Department of Environmental Quality (DEQ) to monitor groundwater conditions associated with the former landfill. These activities have included the installation of a groundwater monitoring well network and periodic sampling of site wells for various parameters.

PPB’s gauging and sampling activities indicate that hydrologic conditions can vary significantly from year to year. Many of the site wells exhibited drastically lower groundwater elevations, further complicating site groundwater hydrogeology. In general, groundwater elevations in September 2020 were 15 to 25 feet lower than in in June 2019. Likewise, flow patterns exhibited variations, flow in a south-southeasterly direction in September 2020.

Analytical testing identified 1,2-dibromoethane (EDB), cobalt, iron, manganese, lead, and chloride in groundwater at concentrations exceeding federal and state screening levels for drinking water. Except for cobalt and lead, this is consistent with previous findings. It should be noted that groundwater in the immediate site vicinity is not used as a source of drinking water, therefore, there are no eminent health risks posed by contamination on the site. No other analytical parameters were detected at concentrations above or approaching regulatory screening levels.

A statistical analysis was performed which confirmed that groundwater concentrations associated with the landfill exceed background conditions.

Based on the results of this assessment, PPB recommends continued monitoring of the landfill.

3. Field Sampling and Analysis PPB mobilized to the site on September 18, 2020 and performed groundwater sampling from the seven monitoring wells. Upon arrival, PPB performed a general site-wide inspection to identify any security concerns and document the physical nature of the site, current uses, and any changes in site conditions from previous events. Sampling was performed in good weather conditions and without any limiting conditions or access restrictions.

3.1. Field Team

For the September 2020 sampling event, the field team included ppB Managing Partners Chris Carey, P.G. and Ryan Weiser, P.G. Mr. Carey is the Project Manager for PPB’s activities at the site and was onsite for the duration of field activities. Mr.

Carey is a Wyoming-licensed professional geologist with more than 15 years of experience in the environmental field. Mr. Weiser is a Kansas-licensed geologist with more than 18 years of experience in the environmental field. Mr. Weiser was onsite for the duration of field activities and served as PPB’s Fieldwork Site Manager.

3.2. Wellsite Inspections

PPB visually inspected each monitoring well on the site. Well site inspections were performed to note any significant issues, which could potentially affect the sampling integrity. Inspections included an evaluation of the condition of each well pad, protective housing, lock, casing, and well cap. The findings of PPB’s well inspections are summarized in Table 1.

3.3. Monitoring Well Gauging

Depth to water measurements were taken from each well prior to sampling by PPB in September 2020. An electronic water level indicator was used to measure the depth to groundwater from Top of Casing and well depth to nearest 0.01-ft.

Measurements were taken from a permanent mark on the well casing (if present) or the north side of the casing to ensure consistency between gauging events.

Groundwater static water level and elevation measurements are presented in Section 2 and Table 2.

3.4. Monitoring Well Sampling

Low-flow sampling methods were employed for sampling the majority of site monitoring wells using a properly decontaminated submersible low-flow pump (backup method due to decreased groundwater elevations) and multi-parameter water quality meter with flow-through cell (Horiba U-50), in accordance with PPB’s groundwater sampling SOP and EPA’s guidance for Low-Flow Sampling1. Each well

The EDB concentrations are only present in monitoring wells MW-4, MW-5, and MW-6, which are located hydrologically downgradient from the landfill. The highest levels of inorganic constituents were detected in monitoring wells MW-2 and MW-3 located to the north of the landfill, which have been designated as background wells for the project. As previously noted, MW-2 is screened significantly deeper than the remaining monitoring wells and within a different water bearing zone.

Furthermore, due to the MW-2 well condition, an alternate sampling method was utilized to collect the sample. Based on the sampling observations, both wells MW- 2 and MW-3 exhibited higher turbidity than any of the other wells, which likely introduced bias into the inorganic and geochemical parameters. This field observation is further supported by the high total dissolved solid concentrations in 2020. In 2019, wells MW-2 and MW-3 also exhibited the highest TDS of any of the wells.

6. Statistical Evaluation of Groundwater Data

An analysis of Colter Bay groundwater data set from September 2006 through September 2020 was performed using EPA’s ProUCL ver. 5.1 statistical software package (EPA, 2015) to evaluate the data in accordance with Chapter 2 of the WYDEQ Solid Waste Rules and Regulations. Consistent with previous assessments, nonparametric hypothesis testing of medians was used to evaluate the groundwater data set for elevated chemical concentrations. The statistical summary and ProUCL output are provided in Appendix D.

Initially, PPB performed a one-way analysis of variance test for each analyte, Kruskal-Wallis, to determine which parameters indicated a statistical difference in the population (i.e., between the background (MW-2 and MW-3) and downgradient (MW-1, MW-4, MW-5, MW-6 and MW-7) datasets). As shown in the summary table in Appendix D, this test identified 13 parameters for which there was a statistical difference in the medians of the populations.

• Based on the initial Kruskal-Wallis test, the following parameters were determined to be consistent with background in all site wells: 1,2-dichloroethane, mercury, arsenic, chromium, copper, iron, lead, nickel, zinc, chemical oxidation demand, and ammonia.

• There were insufficient data available for statistical analysis to evaluate the following parameters: aluminum, beryllium, cadmium, cobalt, selenium, silver, thallium, and vanadium.

• The following parameters exhibited a difference between background and downgradient data sets: 1,2-dibromoethane, barium, calcium, magnesium, manganese, potassium, sodium, chloride, nitrate, sulfate, alkalinity, total dissolved solids, and total organic carbon.

For these 13 parameters, PPB compared the medians of each downgradient well to each background well to determine where potentially significant exceedances were possible. If the median concentration in any well exceeded the median concentration in either background well, a one-sided Gehan test was performed against each background well to evaluate the null hypothesis that downgradient concentrations were less than or equal to the background concentrations. Those comparisons (with p-values less than 0.05, indicating that the null hypothesis is rejected) indicated that site concentrations are elevated compared to background concentrations.

• Chloride was the only parameter for which no one-sided Gehan tests were not performed based on the median concentrations in downgradient vs.

background wells.

• Groundwater samples from downgradient wells did not exceed background concentrations for magnesium, manganese, nitrate, and sodium.

• 1,2-dibromoethane concentrations in groundwater samples from MW-4 and MW-5 exceed concentrations in both background wells.

• Barium concentrations in groundwater samples from MW-1 and MW-5 exceed the background concentration in MW-2, but not MW-3.

• Calcium concentrations in the groundwater sample from MW-1 exceeds the background concentration in MW-2 but not MW-3.

• Potassium, alkalinity, and total organic carbon concentrations in groundwater samples from MW-1 and MW-5 exceed concentrations in both background wells.

• Sulfate concentrations in the groundwater samples from MW-1 and MW-5 both exceed the background concentration in MW-2. Only MW-1 exceeded the background concentration in MW-3.

• Total dissolved solids concentrations in the groundwater sample from MW-1 exceeded the background value in MW-2, but not MW-3. The total dissolved solids concentration in MW-5 was below both background values.

7. Findings and Recommendations

The well inspections and sample results support the following findings:

• Significant fluctuations (decreases) were observed in groundwater elevations between the June 2019 and September 2020 events.

• Groundwater flow at the time of sampling is south-southeasterly at the site.

This flow direction is not consistent with that in June 2019. This is likely because groundwater elevations in 2020 were between 15-25 feet lower than in June 2019.

• Most analytical parameters were either not detected, or not detected at concentrations approaching or above applicable screening criteria.

• 1,2-dibromoethane, cobalt, iron, lead, manganese, and chloride were detected in groundwater samples at the Colter Bay Landfill at concentrations above EPA MCLs/SMCLs and corresponding Wyoming DEQ groundwater standards for domestic use. Based on available records, contaminated groundwater is not used as a source of drinking water in the vicinity of the Colter Bay Landfill.

• Statistical evaluation of the site data confirms that downgradient monitoring wells contain higher levels of certain constituents than background monitoring wells.

• PPB’s wellsite inspections identified a bulge in the casing at monitoring well MW-2 which does not allow a pump to go down the casing. The bulge is in the portion that is above the ground surface (see photo 4, Appendix C).

• MW-3 was repaired between the 2019 and 2020 sampling events. The current top of casing elevation is unknown, which further complicates evaluating hydrologic conditions. Additionally, monitoring well MW-3 experienced extreme turbidity. Redevelopment of MW-3 along with obtaining accurate top of casing elevation data would provide a more accurate snapshot of current geochemistry and hydrological parameters.

Based on these findings, PPB recommends that NPS work with the Wyoming DEQ as necessary to optimize the sampling program and address any monitoring well integrity conditions, if possible, prior to the next scheduled groundwater sampling event.
