About this file
This document contains questions and answers regarding solicitation number 140P1323Q0097 for a brand name Avaya VoIP phone system with option years for Lynden B. Johnson National Historic Park. The park seeks to install a new IP Office phone system at its headquarters administration building and ranch locations, connecting 9 buildings at the ranch via existing fiber. The network between the two sites currently uses a T1 connection but will be upgraded to Starlink. Phones are needed at the hangar, secret service command post, pool house, ranger station and show barn. The requirement includes 7 analog phone lines for fire alarms and 2 for fax machines, as well as eventual installation of a PRI circuit. Clarification was provided on power supplies, trunk configurations, and the intention to utilize SIP trunking with one port once the PRI is active.

VoIP Phone System RFQ 140P1323Q0097 Lynden B Johnson National Historic Park Questions and Answers
The following questions were received regarding the subject RFQ:
July 27th:
1. Does the Park want to 3 digit dial between Administrations IP Office and the Ranch’s new IP Office? If so what is the network bandwidth between the two locations? There is not any IP office out there at this time. The HQ Ip office is on another subnet(network) than the Ranch so I believe it would need the full number but if a 3-digit dial is possible then that would be great. I asked if we could use the same IP office we have at the HQ but I dont believe it was possible since its a different network or campus some refer to them as.
1. Which buildings at the Ranch will get VoIP phones and how are they connected back to the Klein Shop? If so what is the network bandwidth between the locations? Klein shop is where the equipment will be installed, phones will be installed at buildings that have fiber running to them from the Klein shop which would include, Hangar, Secret service Command post, Pool house, Ranger Station, Bus Bar, Show Barn at this time. Bandwidth depends on the current T1 but will soon be upgraded to Starlink bandwidth which is getting about 200-400Mbps from the current T1 of average 400Kbps-3Mbps
1. In the SOW, a statement said there are 9 analog lines dedicated to alarms and in another location it states 4 Private business lines for alarms. Are there 9 total analog lines and 4 are dedicated to alarms? We have 7 fire alarms currently are using the analog and 2 more that we would like to move to analog. so A total of 9 lines or fire alarms. We would need to keep the other 2 for Fax, so instead of 4 business lines it would be just 2.
1. There is optional software called “Small Community Networking (SCN)” that will allow the two IP Offices to communicate via 3 digit dialing. It would be an ethernet connection at the Administration Building and at the Ranch end into the NPS data network. We could build the“SCN” with 4 paths that would only allow 4 consecutive VoIP calls between the two locations at any given time, the talk paths woulduse either 16K or 32K per path on an active call. It would also reduce the number of calls between the sites over the public networkand reduce the number of analog lines or channels on the PRI to save on monthly billing. The Park does not request this SCN.
1. When this system is installed will the PRI or SIP circuit be available and if not how many analog trunks will the IP Office need. If the cutover will be on analog trunks would the park want the PRI card and licenses in the initial purchase not to incur additional costs later. It is the Park’s intention to have the PR installed prior to the award of this contract
1. The SOW mentioned that you want the 18x J159 phones with the external power supply, just confirming the reason that external power supplies are being requested, is it because there is no PoE/PoE+ infrastructure? External power supply for the server itself, each desk has its
1. Specifically, what quantity of analog trunks (POTS) lines are required that will interface directly to the phone system? IMPORTANT, this quantity does not include POTS lines that bypass the phone system and connect directly to devices such as alarm systems, credit card readers, etc? Only requiring 7 phones lines for fire alarms and 2 for fax
1. The SOW seems to indicate that the new phone system needs to be equipped to support analog trunks (POTS), PRI, and SIP Trunking – please confirm that is a correct statement? Is the intention to have the PRI installed before this project begins but if not, we will need to ba able to support the analog until the PRI is installed.
1. IF the answer to question 3 is yes with respect to SIP Trunking, how many SIP trunk ports are required? These are licensed on the Avaya IP Office by number of ports required. Should just be 1 if there are 23 lines available per trunk.
