Amendment 1 Questions and Answers

1. Section C.2.1, Contract Pricing Guide, states “All SABER task order pricing and estimates shall be developed and produced, using the combination of the R. S. Means Master Composite Cost Database, and the e4Clicks Professional Estimator software; hereafter referred to as the SABER Contract Pricing Guide (CPG).”

a. Question: Can we use R.S. Means OR e4Clicks? Or are both necessary?

Answer: SABER task orders shall be priced using e4Clicks software.

2. Section H.2B.1 , Key Personnel Senior Project Manager, states “The SPM shall have at least 3 years’ experience as a Project Manager or SPM in SABER / JOC / MATOC, or similar IDIQ contracts. The SPM must have a minimum of an undergraduate degree in architecture, engineering, or construction management.”

a. Question: Can the qualification for the SPM be SPM shall have at least 3 years’ experience as a Project Manager or SPM in SABER / JOC / MATOC, or similar IDIQ contracts OR have a minimum of an undergraduate degree in architecture, engineering, or construction management? The requirement that the SPM needs to also have an undergraduate degree in architecture, engineering, or construction management eliminates a high number of small businesses from responding to this solicitation.

Answer: Both are required as stated in the solicitation

3. Regarding the required coefficients to be bid, are contractors to include all varying degrees of

TX, NM or OK Gross Receipts Taxes (GRT), sales or use taxes, municipal taxes, county taxes and all other required State, Federal and Tribal taxes within the proposed contractor coefficients? Or are these taxes to be added as a separately charged lump sum line item total outside of the coefficient for all Task Orders including the seed task order?

Answer: Section 4.2 of Section of the RFP states: “The coefficient must be formulated to include all contractor costs, including but not limit to the following:…….Expenses, charges, claims, fines and/or fees incurred for compliance with any Federal State, County, City and/or Tribalcode, standard, regulation or law (including environmental and/or tax laws)….

4. Regarding the Seed Task order submission, as stated page on page 62..”offeror shall submit a completed copy of price schedule/proposal form and a seed price proposal using RS Means with application of coefficients and a seed bid guarantee”, Are we to also submit the minimum requirements in section 3.3 “contractor’s initial/preliminary proposal package” which consists of items A-F in addition to the RS Means price schedules for initial review?

Answer: Yes, the seed task order to be included in the proposal shall include all information required in the solicitation and all attachments, that any future task order would require.

Offerors are encouraged to thoroughly review the entire solicitation and attachments to ensure a complete seed task order package is submitted in their proposal.

To further clarify, Section L is amended to add the following statement under Technical

Approach and Management Plans:

Offerors shall include a complete response to the seed task order included in this RFP in accordance with all terms and conditions in the Solicitation and Attachments, to demonstrate an understanding and the ability to respond to a typical task order.

Section M is amended to add the following statement under Technical Approach and

Management Plans:

The government will evaluate the seed task order proposal for purposes of the contractor’s representation of future task order proposal responses. The government will review the seed task order proposal for responsiveness to the solicitation requirements, and the contractor’s understanding and ability to meet the task order proposal requirements.
