Questions and Answers General:
1. Will floor plans for building be provided? (i.e. – Construction plans, mechanical, electrical) Yes
2. Does the warranty service within 48 hours need to be for one year only?
· Does this need to be separated by system or all in one?
Yes, 12-month warranty. Warranty can be all in one or separated by system.
ACS:
3. Is the ACS server to be installed into IDF along with badging equipment or will a client machine need to be provide elsewhere for badging purposes?
The ACS server is to be installed into IDF along with badging equipment. A separate client machine for badging is not required.
4. Will a camera for badging need to be provided?
No
5. Will access control cards need to be supplied?
· Any specific format?
Yes. Thirty (30) access control cards to be supplied by contractor. No specific format.
6. Doors do not have ACS door position sensors or request to exit motions, will these be required?
· Existing cabling does not support the addition and will have to be installed to allow for those functions.
No. Door position sensors or request to exit motions are not required
7. If existing electronic hardware works, are new locks requested?
The existing electronic hardware for the upstairs sliding doors does not need to be replaced. The electronic hardware for the other three (3) controlled doors shall be replaced. Additionally, the downstairs double doors currently have electronic hardware on only one door; electronic hardware shall be installed on the second door as well so that both doors automatically lock and unlock.
CCTV:
8. Are multi sensors acceptable to wide the covered areas with utilizing the same camera locations?
Yes
9. Multiple camera manufacturers are compatible with Milestone, would Hanwha cameras be acceptable the cameras are both NDAA & TAA compliant?
If the specific Hanwha cameras used meet all policy requirements, yes.
10. Verify that only one view will be monitored by upstairs and downstairs workstations.
Yes, only one camera view is required for upstairs and downstairs workstations.
11. Will a new pathway to the roof be required or are we to follow existing pathways?
The contractor may use existing pathways when possible. New pathways may be used if needed.
12. Cables are free ran on the rooftop with no conduit, will we conduit pathways on the roof be required?
If conduit is required by code or manufacturer recommended, yes.
13. Will any other client machines be needed for full camera access?
· If not the NVR in the IDF will be the only spot to monitor all cameras, or they can log onto one of the welcome desk clients with admin credentials.
No. Additional client machines are not needed for full camera access.
14. If interior cameras need to be relocated, who is responsible for replacing ceiling tiles or repairing sheetrock?
The contractor shall restore the work site to its original condition following installation, including repairing sheetrock and replacing ceiling tiles as required.
Intrusion:
15. Can we get the zone list from the current monitoring station? This will provide all of the zone that are currently programmed.
Yes Fire Alarm:
16. Can we get the current inspection report? This will tell us every device that is being inspected currently and the state of that device.
Yes
17. The approved plans should’ve been updated and left onsite after completion of the initial installation. Are these still on the site or available? These should’ve been kept somewhere on the site in a document box Additionally, the contractor is to submit their proposed plan to our fire program for review/approval. (the excerpt from the PWS 4.1-4.4) is below) What is the expected turnaround time for reviewing such a plan?
· "The contractor shall prepare and submit complete shop drawings, calculations, and system documentation for review and approval by the Fire Code Official (FCO) prior to installation. No installation work shall begin until written approval of shop drawings is received."
Survey:
18. Is Milestone a mandatory VMS requirement, or may equivalent DOI-approved alternatives be proposed?
Yes. Supplied cameras must be compatible with Milestone VMS. Any camera that is Milestone compatible, NDAA Compliant, and compliant with U.S. Department of the Interior (DOI) approved CCTV equipment requirements can be used.
19. Who is the AHJ authorizing fire alarm system reductions, and are device removals permitted?
The IMR Regional Structure Fire Marshal is the AHJ and will review and approve fire alarm system plans. Device removals will be permitted if code allows.
20. Please provide the latest fire alarm inspection report referenced by the site
Report has been provided.
21. Main Entrance (Sliding Door) Scope: Is this contract required to provide infrastructure only for future door replacement, or integrate DACS into the existing sliding doors?
Integrate DACS into the existing sliding doors.
22. Is the use of multisensor cameras acceptable for CCTV coverage?
Yes.
23. Does the site require PTZ cameras and PTZ camera control?
No, pan/tilt/zoom cameras and pan/tilt/zoom control are not required.
24. Are there any dedicated circuits available for ESS equipment and UPS systems?
Unknown
25. Please confirm the required credential bit or card format for the replacement DACS system.
Standard industry credential bit or card format. New keycards will be issued to staff.
26. Which entity will be centrally monitoring the IDS system?
HIGH-TECH-TRONICS
27. Does the site require the DACS system to monitor door forced and door held open events?
No.
28. Can the site provide the current set of floorplans or As-Built Drawings?
Yes.
29. Will the Government consider an extension to the proposal due date to allow for sufficient review of the amended FAS inspection report?
Unable to locate the current approved fire alarm system plan that has been requested by the contractors.

30. This section lists backup power and batteries as a system component, how long does the battery backup need to last for the ACS,VSS,IDS?

31. The NVR is required to retain 7 days of footage. What is the required frame rate and resolution for the recorded video feed? Does the Government want video to record continuously or limit recording to record upon motion?
1080p (2MP) or 4MP Frame rate: 10–15 FPS Recording: Motion-based.
General:
32. Will the Government provide a secure workspace in which the contractor can store tools, equipment, and materials?
Yes. The contractor may use the conference room for a workspace.
33. Will the Government permit the contractor to utilize existing dumpsters or trash removal services to dispose of packaging and construction debris, or does the contractor need to source those services for using during project execution?
The contractor shall remove and dispose of all debris generated from the removal and installation of the systems at an off-site location in accordance with applicable federal, state, and local requirements.
34. Will the Government allow contractor personnel to utilize restroom facilities or are contractor-provided portable units needed during project execution?
Yes, restroom facilities will be available to the contractor.
35. If a job trailer is required for contractor use, will the Government please confirm whether or not an appropriate laydown area has been identified? If so, will that laydown area have access to electricity or is a generator required?
The use of a job trailer is not necessary.
36. Does the Government intend to print badges for the ACS system?
No. ACS cards will not be printed just programmed for each employee.
37. How many blank ACS cards does the Government require?
Thirty (30) ACS cards are to be supplied by the contractor.
38. Are there any specific requirements for safety or quality personnel to be on site throughout the installation effort?
No.
39. Can the Government confirm whether all existing fire alarm devices, wiring, and panels are to be removed and disposed of, or if selective retention of components (e.g., conduit or backboxes) is preferred where code compliant?
All existing fire alarm devices are to be removed and replaced. Wiring, cabling, conduit, and backboxes may be reused where code compliant.
40. Should the new fire alarm system be locally monitored only, or is the contractor required to provide offsite monitoring and connection to a central monitoring station?
The existing monitoring service provider will be utilized.
41. If FAS offsite monitoring is required, will the Government provide the monitoring service, or shall the contractor include monitoring equipment, setup, and coordination in their proposal?
The existing FAS monitoring service provider will be utilized.
42. Are there any preferred or required communication methods (e.g., cellular, IP, radio) for alarm signal transmission for the FAS?
The existing FAS monitoring service provider will be utilized.
43. Can the Government confirm whether shop drawings and calculations must be submitted to both the NPS Fire Code Official (FCO) and the local Authority Having Jurisdiction (AHJ), or only the NPS FCO?

44. For the FAS in the Visitor Center gallery with approximately 30 foot ceilings, does the Government have a preferred detection strategy (e.g., spot smoke detection, beam detection, or alternate technologies), or should the contractor propose the most code compliant solution?
Contractor to propose the most code compliant solution.
45. Will fire watch services be required during system outages, and if so, should bidders include this as part of their price?
No.
46. Should the new fire alarm control panel be sized to allow for future expansion, and if so, is there a target percentage of spare capacity the Government prefers?
No future expansion needed.

47. Can the Government confirm whether all existing fire alarm devices, wiring, and panels are to be removed and disposed of, or if selective retention of components (e.g., conduit or backboxes) is preferred where code‑compliant?
All existing fire alarm devices are to be removed and replaced. Wiring, cabling, conduit, and backboxes may be reused where code compliant.
48. Should the new fire alarm system be locally monitored only, or is the contractor required to provide offsite monitoring and connection to a central monitoring station?
The existing FAS monitoring service provider will be utilized.
49. If offsite monitoring is required, will the Government provide the monitoring service, or shall the contractor include monitoring equipment, setup, and coordination in their proposal?
The existing FAS monitoring service provider will be utilized.
50. Are there any preferred or required communication methods (e.g., cellular, IP, radio) for alarm signal transmission Contractor to propose the most code compliant solution.
51. Can the Government clarify whether wireless fire alarm devices are acceptable throughout the facility if approved by the FCO, or only in limited areas where wiring is impractical?
Wireless fire alarm devices are acceptable if approved by the FCO.
CCTV
52. Which 15 cameras in Appendix E (18 cameras listed) are part of this effort, and which are the cameras that will be installed at a future date?
Contractor to propose where to install new cameras. Cameras may be installed in existing locations if current location is logical. The CCTV control system must be capable of accommodating four (4) additional cameras for future use.
53. We currently have multiple standalone CCTV system DVRs that are utilized for these types of requirements in DoW environments. There is a brand name requirement for milestone listed in the PWS. Is this due to a specific reason, or would a suitable alternative brand such as Bosch /Axis/Hanwha for example, be considered acceptable?
Supplied cameras must be compatible with Milestone VMS. Any camera that is Milestone compatible, NDAA Compliant, and compliant with U.S. Department of the Interior (DOI) approved CCTV equipment requirements can be used.
54. What is the maximum distance between these cameras? We were planning to use one twenty-four (24) port network switch to consolidate the camera connections, but we need to be sure all cameras will be within range of the network switch location.
The Contractor shall design and replace the existing CCTV system with a surveillance system consisting of indoor and outdoor fixed cameras.
55. What is the distance between the two (2) CCTV viewing locations?
Approximately 100 feet.
IDS
56. There is a requirement in the PWS for a non-proprietary system. Do you have any specific suggestions for systems that the end-user would find acceptable? Advantor designs, manufactures, sustains, and installs over the full project lifecycle. If we have a solution that we could potentially monitor for the customer, would there be a possible exception made for this requirement?
We will use our existing monitoring service provider. Systems must be non-proprietary so any monitoring service provider can monitor the systems.
