About this file

This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for the National Park Service. Amendment 3 extends the quote reply due date to 8/7/2025 at 1100 Mountain Daylight Time for a project to relocate historic railroad equipment and restore a historic locomotive cab at Curecanti National Recreation Area (PMIS328635A). The amendment includes responses to four contractor questions regarding site preparation, fall protection requirements, railroad rail installation, equipment weight, and project timeline.

Key project details include preparing a temporary bridge span, installing track sections, moving railroad equipment (including a locomotive, tender, boxcar, and caboose), and removing equipment from a trestle by 10/31/2025. The locomotive will be taken off-site for cab rebuilding and ideally returned to storage tracks around August/September 2026. The period of performance is 08/11/2025 to 08/10/2026, with Billie Thomas (406-599-4402) as the contracting contact. An updated wage determination dated July 15, 2025, is also included, and a site visit is scheduled for 8/6/2025 at 1000 Mountain Daylight Time.

Questions/Responses:

1. Aside from moving the components into place, what handwork is necessary to secure the temporary bridge span and supports into place?

o Are any fall protection certifications required for individuals performing these tasks? (SPRAT or other)

NPS Response1: Preparation of ground including temporary removal and reinstallation of a couple of boulders and a section of guardrail will be needed to place the temporary bridge. Fall protection would be wise considering the trestle is about 100ft above Cimarron Creek. Contractor is responsible for covering this in their own safety plan.

2. Are the railroad rails for rolling equipment over the temporary span already installed, available on site but require installation, or need to be provided by the contractor?

o Are provisions for offloading at the storage facility

NPS Response2: The track section to be used on the temporary bridge is on-site and available but would need to be installed on the bridge by the contractor. Offloading at storage facility is the contractor's responsibility. The park will not provide provisions for the transfer.

Contractor is responsible for transferring cars and locomotive from transport vehicle to the storage tracks. As mentioned in the specs, the temporary bridge does need repairs, and this would be the contractor's responsibility to complete before the span is used.

3. The SOW states a trailer with a 70,000 pound capacity. However according to the engineering drawings in Appendix ¿C¿ the total weight of the locomotive is 71,000 Pounds, do we have data from the last Crane pick of the locomotive(done by

Winslow crane) of actual weight of the locomotive?

NPS Response3: We do not have the data from the last crane pick available. As far as we know, the total weight is approximately 71,000lbs.

That should be considered the minimum just to be on the safe side.

4. What is the expected timeline of the moves and expected completion date of the cab portion?

NPS Response4: It is our hope to complete the

10/31/2025 as weather conditions will become unstable any time after this. The tender, boxcar and caboose would be placed in storage at this same time. The locomotive would be taken off-site for the cab rebuild and ideally returned and placed on the storage track around

August/September of 2026 if not earlier that summer.
