About this file
This document is a Questions and Answers file for a battery replacement project at Canyonlands National Park's Maze District. The site-specific details include a remote location requiring careful delivery logistics, with the last 45 miles accessed via a dirt road that can be challenging depending on seasonal conditions. The contractor must provide their own equipment for battery offloading and movement, with strict requirements for battery inspection and handling. Special delivery instructions mandate coordinating with facility staff, John Rhoades, and ensuring batteries are not damaged during transport.
Key technical and administrative requirements include: replacing battery leads with specific cable specifications, providing detailed connection calculations, using stainless steel hardware for connections, and meeting voltage drop and temperature derating standards. The project involves a government facility requiring Davis-Bacon Wage Rates, with a battery monitoring system already in place. Staging areas are near the maintenance area and battery/PV building, with multiple locations potentially usable with park approval. Additional site characteristics include no special access requirements, no special permits needed, and standard National Park Service policy for Certificate of Insurance.

Questions and Answers:
Site Survey Questions: (Government Response in Blue Font Color)
1. Pricing assumes no obstructions/stairs/elevators/steps/raised floors/curbs between standard loading dock/PO Delivery/PO Storage & ground level UPS. Are there any known site obstacles?
o NO OBSTRUCTIONS
2. Is there a standard loading dock?
o NO LOADING DOCK
3. Are there any truck size restrictions?
o Practical truck limits have to do with road condition as discussed in the SOW
– see below. Recommended – Straight truck not to exceed 25’
Delivery Location and Instructions: This remote battery work site is located in Canyonlands National Park, Maze District. To access the Maze District and Hans Flat Ranger Station from Moab go North on 191 for 30 miles and turn West onto Interstate I-70. Take I-70 west from Green River 11 miles to the Hwy 24/Hanksville exit and drive south towards Hanksville. Approximately 29 miles down Hwy 24 you will see a large brown sign for Goblin Valley State Park which is a turn off to your right. Do not turn there! Approximately 1/2 mile past that turn off is a dirt road on your LEFT which you want to turn on to.
There is a wooden sign as you make the turn that says Horseshoe Canyon and Hans Flat Ranger Station etc. so you will know you have the correct road.
Stay on the obvious main road until you reach a Y junction (25 miles) which will have a sign to turn right towards Hans Flat (left to Horseshoe Canyon).
Stay on that main road which will take you directly to the Hans Flat Ranger Station. Travel time from Moab to the Maze is 3 hours with good road conditions and no trailer, the last 45 miles are on dirt road.
Road Conditions – As noted in the project description the last 45 miles are on dirt road, the condition of this road varies with the season/ weather and road maintenance intervals. It is generally recommended to traverse this road with heavy vehicles before the monsoon season (June/July) or during winter for best conditions though this can vary and is periodically impassable and/or exhibits wash-boarding. A site visit is encouraged. Contact John Rhoades at 435-260-9635 for site conditions.
(Please list any restrictions)
4. Is there a pallet jack on-site or forklift?
o See Statement of Work (SOW)
Special Battery Delivery Requirements. The Contractor is required to provide a fork lift or other piece of equipment to off load and move all batteries. The Park will not provide any equipment for moving batteries. The Contractor shall schedule with facility staff, John Rhoades at 435-260-9635 for delivery and inspection of the batteries. Designated Park personnel must inspect the batteries before offloading of the batteries can begin. If upon inspection of the truck and batteries reveals that the batteries are not adequately secured, they are tipped over, they are banged up, or they are damaged in any way the Park will record the serial numbers of all batteries in the delivery and refuse acceptance of all batteries. The Contractor shall comply with Hazardous Materials cleanup procedures when dealing with any damaged batteries.
The Contractor shall provide all new batteries, re-furbishing of the damaged batteries will not be accepted. The new battery delivery will again be inspected for the same requirements.
5. How many feet is the battery room from the staging area? ___varies____ o Feet -per SOW can stage at PV building (directly next to existing batteries) or in the adjacent yard (within around 500’)
6. Single or Multi string access? SINGLE MULTI – o see images in SOW and layout schematic
7. Is the battery room ground level?
o YES
a. If not, is there a freight elevator?
o N/A
b. If not, are there stairs?
o N/A
8. Is floor protection needed?
