• Provide a completed Bid Schedule (Attachment 2). The total proposed price must include all labor, materials, supplies, equipment, travel, overhead, etc.
• Pricing will be evaluated for fairness and reasonableness to include assessment of skill mix, level of effort, and hourly rates.
• The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. To account for the option periods possible under FAR clause 52.217-8 Options to Extend Services (maximum of six months), the Government will evaluate the option by adding six months of the offeror’s Option Year 4 price to the offeror’s total price. This amount will be the total evaluated price.
• The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced.
• It is anticipated that price reasonableness will be established through competition, comparison with the IGE, and recent historical prices. Evaluation of options shall not obligate the Government to exercise the option(s).
The Government will evaluate quotations in accordance with the factors above. All quotations will be evaluated on a Pass/Fail basis under Factor 1 Technical Approach. Quotations that “Pass”
Factor 1 will continue to be evaluated under Factor 2 Past Performance and Factor 3 Price; all other quotations that “Fail” Factor 1 will not be further evaluated or considered for award.
For the quotations proceeding to Factor 2 and Factor 3 evaluation, the Government will perform a best value tradeoff where Past Performance is approximately equal to Price.
