About this file
This document is an Amendment of Solicitation/Modification of Contract for Horning Seed Orchard Janitorial Services at the Oregon State Office. The contract is solicitation number 140L4325Q0115, with a performance period from 09/01/2025 to 08/31/2026. The amendment includes a Questions and Answers document dated 12 August 2025, which clarifies several key details about the contract.
Key clarifications include: the official start date is confirmed as 9/1/2025, with a discrepancy in Section F to be corrected; work is authorized for 1 day per week, with after-hours work requiring COR approval one week in advance; the contractor performing onsite work must have required insurance, bond, and licenses; site visits can be arranged by contacting Jay Torland; and past performance references from federal projects will be given greater weight, though commercial references are acceptable. The average daily site occupancy is 6-12 people, and there has been no previous contract for these services.

12 August 2025
1. Section F.1 (Deliveries or Performance) states a contract period commencing August 15, 2025 – August 14, 2026, whereas the CLIN schedule on pages 2–4 specifies September 1, 2025 – August 31, 2026.
▪ Please confirm the official contract start date and applicable base period for pricing and mobilization.
Start date is 9/1/2025. Discrepancy in Section F will be corrected in an amendment to the solicitation.
2. C.5.2 provides night/weekend windows for required tasks; H.2 limits work to daylight hours and prohibits weekend/holiday work unless authorized. Which provision governs routine weekly/monthly/quarterly tasks, and what is the process/timeline for COR authorization of after-hours or weekend work?
C.5.2 is the correct language. Only authorization needed is an email or a verbal discussion and approval with the COR. The COR would need to know a week in advance.
3. Could you please clarify whether it is mandatory for the prime contractor to obtain the required insurance ,bond and licenses, or if it is acceptable to submit the subcontractor’s insurance and licenses, given that they will be solely responsible for performing the services onsite?
Whoever is preforming the work on site needs the required insurance, bond and licenses.
4. Would it be possible to arrange a site visit (job walk) to allow our subcontractor to gain a comprehensive understanding of the scope of the work?
Site visits can be arranged. Please contact Jay Torland, jtorland@blm.gov, 503-630-8410.
5. If available, kindly provide the Purchase Order number and total contract value of the incumbent vendor.
There has not been a previous contract for this.
6. Is a bond a mandatory requirement for janitorial services?
Proof of Financial Responsibility is addressed on page 7: BUREAU OF

7. Could you please clarify if the contractor is expected to provide services daily
(Monday through Friday), every day on Saturday and Sunday, or if they are to select one day per week during the designated times (either Monday through Friday or Saturday and Sunday)? Essentially, how many days of the week is the contractor expected to come for the weekly service calls?
The contractor is expected to come 1 day per week.
8. What’s the average daily number of people onsite?
