Offerors without recent or relevant references must submit a statement to that effect to receive a "Neutral" rating; all others will be rated unacceptable. Price evaluation requires submission of an attached price schedule and assessment for reasonableness, with award going to the lowest-priced offeror rated Technically Acceptable under all non-price factors.

Evaluation Criteria

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered on a Lowest Price Technically Acceptable (LPTA) basis. Technical acceptability is defined as meeting or exceeding the non-cost evaluation factors. The evaluation factors listed below will be used to select the LPTA offer.

1. Technical Approach

Offerors shall describe their approach to performing the required janitorial services. Evaluation will consider:

• A proposed cleaning schedule that addresses required service frequencies and locations.

• Staffing and supervision plans.

• Quality control and inspection procedures.

2. Staffing Qualifications

Offerors must describe the following:

• Ability to meet background requirements.

3. Past Performance

Provide a list of at least three (3) services of similar in type, complexity, and magnitude, that have been completed within the last five (5) years. Include a brief narrative of the projects to show relevancy to the work described in the attached Statement of Work. It is desirable, but not required, that references be from other Federal Agencies.

Provide past performance references including, at a minimum, the following information:

1. Name of Project

2. Location of Project

3. Contract Number

4. Period of Performance

5. Total cost for Project

6. Name of Agency/Entity

7. Point of Contact for Agency/Entity (including Phone Number and Email Address)

Offerors WITHOUT RECENT OR RELEVANT REFERENCES shall submit a statement to such effect in order to be considered as having "Neutral" Past Performance history. All others will be rated unacceptable for past performance.

4. Price

Offerors must submit the attached price schedule. Price will be evaluated for reasonableness.

Award will be made to the lowest‑priced offeror whose quote is rated Technically Acceptable under all non‑price factors.
