About this file

This is a Questions and Answers document for Solicitation 140L3926Q0012, issued by the Department of the Interior Bureau of Land Management Nevada Region for seasonal fire housing in the Winnemucca District. The document clarifies housing configuration requirements, occupancy standards, and pricing structure for the contract.

Key requirements include: each firefighter must have a private bedroom, with shared common areas acceptable; "units" are defined as individuals needing housing, priced per person per day; single occupancy is mandatory for all hotel/motel rooms regardless of bed count; multi-bedroom properties (houses, apartments, modular homes, or park models) are acceptable for housing multiple employees, with one parking spot required per bed; the 12-month term employees must be housed in houses, apartments, mobile homes, or park models—not hotels, motels, or triplexes; cleaning services are required only for hotel, motel, and triplex units, not for apartments or houses; and vendors may use hotels as subcontractors or propose alternative accommodations. The contract includes four Contract Line Items (CLINs 00010-00040), where CLINs 0010 and 0020 can be hotels but CLINs 0030 and 0040 cannot. The government may make multiple awards depending on available housing options. Award is intended within two weeks of solicitation closure, and a tax exemption certificate will be provided to the selected vendor.

140L3926Q0012 SEASONAL FIRE HOUSING FOR WINNEMUCCA

Questions and Answers Questions are in Black, answers are in red.

1. Due to the limited availability of apartment and hotel units in the Winnemucca area, we wanted to ask for clarification regarding acceptable housing configurations under the Statement of Work. Specifically, would the Government consider single-family homes with multiple bedrooms and bathrooms, where each firefighter would have their own private bedroom, while sharing common areas such as the kitchen, living room, and laundry facilities? Yes, each employee must have their own private bedroom but all other common areas can be shared, including restrooms.

2. When the solicitation refers to “units”, should a unit be interpreted as one bedroom/room, or as one lodging property (e.g., apartment or house)?Units should be viewed as individuals needing housing, so 9 units would mean 9 single occupancy rooms are needed.

3. For hotel or motel accommodations, should each unit be single occupancy per room, even if the room contains two beds? Regardless of the number of Beds per rooms it must be a single occupancy room.

4. For apartments, houses, or modular homes, should occupancy be interpreted as one employee per bedroom? Yes, as specified above.

5. Would multi-bedroom units (e.g., 3–4 bedroom apartments or houses) be acceptable, provided that each employee has their own private bedroom? Yes, as specified above.

6. The SOW references pricing “per person per day”, while the pricing schedule references units. Use units interchangeably with person.

Could the Government please confirm whether pricing should be submitted per person or per unit/property? Per Person. Multiple people could potentially share a property.

7. For multi-bedroom housing, should parking requirements be calculated per employee (per bed) or per housing unit? Parking should be calculated as one spot per bed, if it is a residential home street side parking is acceptable, as long as it is allowable.

8. The 12-month term employees should not be quoted as a triplex, hotel or motel? Correct the 12-month term should be a house, apartment, mobile home, or park model or equivalent.

9. Item #00030 on the SF1449 indicates 3 units, should they be 1-bedroom units each or will you accept a 3-bedroom unit to house all employees? A 3 bedroom house would be acceptable.

10. Are cleaning services required for the rental apartment or housing units? No, Cleaning is only required for hotel, motel, triplex units where these services are typically offered.

11. For housing in the House-Apartment-Modular Home-Park Model or equivalent, will there be housekeeping required? No, as specified above.

12. Will there be frequent changes in personnel for the rental apartment or housing units, if so, is there a requirement for cleaning after personnel rotates out? There is no requirement to clean after an employee vacates.

13. Will you accept a proposal that includes the 9 Hotel accommodations only but no rental apartments or houses? Yes, the Government may have to make multiple awards off of this solicitation depending on what is available.

14. Will you provide a tax exemption certificate to the awarded vendor? Yes, this is tax exempt.

15. Is there an incumbent? If so, what is their name and the contract number? Is the Statement of Work the same size and scope? There have been similar requirements in the past, but none identical to this, you can search SAM.gov for more information.

16. Is the government only interested in working directly with hotels? Can a third-party company like ours, which provides hotel lodging, also bid on this contract? Vendors are allowed to use hotels as subcontractors.

17. How soon after the deadline for submission will the contract be awarded? The intent is to award this contract within 2 weeks of the close of the solicitation to give the selected vendor opportunity to make arrangements.

18. Does everyone have to be in the same hotel? No this is not required.

19. If hotels are provided instead of a house, apartment, or modular home, does it mean only 9 single occupancy rooms will be needed? If hotels are provided instead of a house, apartment, or modular home, does it mean that only CLIN 00010 and 00020 will be considered, while CLIN 00030 and 00040 will be waived? CLINS 00010 through 0040 are dependent of each other. CLINS 0010 and 0020 can be hotels, CLINS 0030 and 0040 cannot be.
