CONTRACTOR QUESTIONS GOVERNMENT RESPONSE

1. Access Control Notes state that, "SYSTEM SHALL BE

INSTALLED BY AMAG FACTORY TRAINED/CERTIFIED

TECHNICIAN AND BE A FACTORY AUTHORIZED

INTEGRATOR. ON SITE STAFF SHALL HAVE A CERTIFIED

SYSTEM ENGINEER ICAM PACS (CSEIP)."

I have reached out to an authorized AMAG Dealer and received the following “While we are an Amag Dealer, we currently do not have techs that hold that specification and will therefore not be able to provide you with a proposal for this project…. Honestly, I don't know another integrator that has that certification currently.”

Please evaluate and advise.

1. Our current PACS system is a FICAM Compliant PACS. CSEIP certified is required. Other project on the NIFC campus have been completed within the last year with this same security requirement.

2. Please provide direction regarding the existing furniture, accessories, and other items that currently occupy the space. There is no direction in the current drawings. If the Government wants the contractor to include this item it is imperative that this is addressed in a timely manner to afford time to solicit subcontractor pricing.

2. Construction contractor shall remove and dispose of existing modular furniture as part of this solicitation.

New furniture will be installed by a separate modular furniture contractor under the direction of the government.

3. Please consider reissuing drawings that cloud or remove all references to alternate “B” for the NICC. This will help the contractor and subcontractors clearly understand the Government’s design intentions and avoid confusion.

_Supplemental_Info lists specific sheets and notes regarding removal of Bid Alternate B, which refers to construction work that would create an exterior rooftop patio.

4. Please clarify the brand and model of the existing raised access flooring as called out on NICC Plans, Sheet AD101A, Keynote 9.

4. Raised floor panel system is a TECCRETE System (1250). Dynamic load rating is 900lbs at 10,000 pass.

5. Please clarify BABA requirements.

6. Spec Section 281000 Access Controls Specs state that SYSTEM SHALL BE INSTALLED BY AMAG

Our Suppliers are AMAG trained/certified technicians and factory authorized integrators, but do not have CSEIP Certificate. Is this acceptable?

7. Suite 206 – Server Room Flooring:

What is the floor load capacity for the server room flooring in this suite? We are considering bringing in a scissor lift and need to confirm whether the flooring can support it.

Additionally, we believe this area falls under Alternate B. If Alternate B is no longer being quoted, what is the intended scope for the window sills in that area? What finish should be provided?

All interior windowsills to be replaced, refer to Keynote 3/4 on sheet IN101A for windowsill finish.

8. Plan Reference – Yellow Area:

Are we able to obtain elevations for the yellow-highlighted area shown in the plans?

9. TV Wall Area (Photos Attached):

The photos below show an area behind the TV that needs to be covered. Can you confirm whether we need to provide acoustical material to match the panels on the left and right sides?

If so, is there a specific manufacturer or product you recommend to ensure consistency?

9.TV picture appears to be from conference room that is not in scope but was used as a waiting point during the walkthrough.

10. What is the load capacity of the raised access floor?

11. NICC - Specification section 096900 Part 2.1.A requires the contractor to engage a qualified professional engineer, as defined in section 014000 “Quality Requirements,” to design access flooring for seismic performance, including loads imposed on the access flooring by items and equipment install on the access flooring. Will this be required? It would seem there is already a design, and it seems more practical to match the existing system rather than have an engineer design one. Please advise.

11. Per sheet AE101A, the existing raised access floor remains with some modifications. The specification requirement for a qualified profession engineer to seismic performance is not required. See response to question 4 for floor type and loading.

12. Will either of these spaces be occupied while construction is taking place?

12. Each suite has its own separate construction schedule as outlined in the contract documents. During this construction schedule, the area will be unoccupied. The remainder of the building will be occupied during construction.

13. At the site visit it was discussed that the elevator would be available for contractor use. What are the dimensions of the elevator?

13. Elevator floor dimensions are approx.

64” x 78”

14. What is the load capacity of the elevator?

14. 3500 lbs max.

15. What are the dimensions of the elevator?

16. In the NICC plans, plan sheet AD101A keynote 9 calls for demolition of the existing framed raised platform. Is this platform constructed from below the existing raised floor?

16. All raised platforms are installed on top of raised flooring system.

17. Please provide a manufacturer for the existing raised flooring in the NICC area.

18. What are the dimensions of the existing can lights in the soffit of the MPR suite?

18. Existing can lights are 6” diameter.

19. The document titled “A06_NIFC_300-JWH_- _Supplemental_Info (1) states to remove all reference to Bid Alternate B in the plans and specifications. Please confirm the contractor is to disregard anything that references Bid Alternate B.

20. Who is responsible for moving the existing government modular furniture in the MPR and NICC areas prior to and after construction?

21. The SF1442 states the work in the MPR suite must be completed by 11/14/25. What date will the contractor be able to start work in this area?

21. MPR Suite construction can begin per line item “11. The contractor shall begin performance withing 10 calendar days…”

22. The current bid date is set for Tuesday 11/27/2025 at 10:00 AM. This is the day after Memorial Day. With the long weekend preceding the bid date, would the government consider extending the bid due date by a day or two to allow for more time to coordinate with subcontractors prior to bid?

23. In the NICC area, room 211 Huddle there is a section of exposed wood framed wall with electrical equipment inside. Is the contractor to leave this wall exposed?

23. Refer to sheet AE101A for wall framing. IT and cable items will be removed prior to award by Government.

24. Onsite working hours are 8 am to 4:30 pm. Are these hours not negotiable or is it possible for the contractor to work 10 hour days?

24. This will be decided on a case by case basis after award based on security requirements for the building and site.

25. Section 092216 2.2 Framing Systems do not provide a gauge metal thickness for the studs, top and bottom plates.

Please provide.

25. Specifications state thickness is per performance requirements for horizontal deflection. Refer to 092216 2.1 for requirements.

26. I would like to verify that the owner will be removing and storing all cubicles. Please advise.

27. AD101B Keynote 3: remove all acoustical panels. What is to be done with the acoustic panels?

28. The existing carpet in the multi-purpose room, is that rolls or squares?

29. Who will be responsible for removing the tables, chairs, and cabinets out of the multi-purpose area? If the contractor is responsible, where will it be taken and will they be required to store it?

30. The acoustic ceiling in the multi-purpose has 2 long black steel looking plates in the ceiling. What are they?

31. Sound-Absorbing Wall Units AP2 on the material list size is 3’x5’ but in the specs 2.3, A. 13 & 14 states panel width 48” and panel height 10”. Please advise what the correct sizes are.

Install with 2” standoffs-stainless steel. Turf wall panels do not sell standoffs. Please provide standoff manufacture, type, model number that you want as the prices vary.

33. Multi-purpose building, the equipment room has ACT but the plans show gyp board ceiling. Sheet AD102B keynote 3 states existing ceiling to remain. I want to confirm that no ceiling work will be required in this room?

33. All ACT ceiling tile to be removed and replaced, including in Equipment room 157.

34. MPR gyp board finish specs calls for level 5 finish, but the existing walls are textured. The NICC gyp board finish specs calls for level 4 finish, but the existing walls are textured. Would you like contractors to match textured finish and not the spec?

34. Finishes shall match existing textured walls.

35. MPR & NICC - Specification section 015000 Temporary Facilities and Controls subsection 1.4 E requires the contractor to provide a water pollution prevention plan not less than 30 days prior to the start of construction. Will this be required?

35. No, a plan is not required for the interior work areas.

36. MPR & NICC - Specification section 015000 Temporary Facilities and Controls subsection 1.4 F requires the contractor to submit a Spill Prevention Control and Countermeasure plan and have the plan reviewed and certified by a registered professional engineer. Will this be required?

36. Contractor to provide safety plan to include spill prevention control and countermeasures. Certification by a registered professional engineer is not required.

37. MPR & NICC - Specification section 015000 Temporary Facilities and Controls subsection 3.4 A2 states “Utilize designated area within existing building for temporary field offices.” Please identify the designated area for the contractor’s temporary field office inside the building.

37. Area will be coordinated between contractor and government after award of contract.

38. MPR & NICC - Specification section 015000 Temporary Facilities and Controls subsection 3.4 G states “Safety Facilities: Provide safety showers, eyewash fountains, and similar facilities for safety and sanitation of personnel.” Will this be required?

39. MPR & NICC - Specification section 015000 Temporary Facilities and Controls subsection 3.6 D states “Temporary Egress: Provide temporary egress from existing occupied facilities as indicated and as required by authorities having jurisdiction. Provide signage directing occupants to temporary egress.” Please confirm this requirement.

45. MPR & NICC - Specification section 013100 Project Management and Coordination subsection 1.4 A & B require the contractor to prepare coordination drawings for individual sections. We do not anticipate any conflicts as all the new mechanical equipment is going back to a similar location to what is existing. Please confirm the contractor will need to provide these coordination drawings throughout the course of the project.

45. Contractor to provide and review shop drawings, and provided drawings from government to ensure conflicts do not arise during construction amongst different subcontractors and trades.

46. In the NICC plans, plan sheet AE101A keynote 2 calls for the contractor to build out walls at panel as part of alt A in room 211 Huddle.

b. What is the electrical equipment mounted on the walls in this room?

c. Is the contractor expected to cover the equipment inside the newly framed walls?

47. Do the Superintendent, SSHO and QC Manager need to be 3 separate individuals?

47. No, however each person identified for these roles shall be qualified for the role.

48. (If building is occupied) Are there any phasing requirements? How many people will be in the building?

Are there any temporary heating/cooling requirements?

49. Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project?

49. Period of performance cannot be extended due to operational needs in support of wildland fire season. Material lead time has been taken into account for scheduling.

50. Are soil boring reports available? If not, it will be assumed that excavation will be clear of rocks and obstructions.

95. The HVAC control system is being modified with new units and new controllers and new graphics, refer to specifications and plans for extent of work. Existing control system does have elements tied into the existing fire alarm system, those elements should not be changed as part of this solicitation.

96. Are emergency light fixtures to remain or be upgraded? 96.Refer to sheets E102A and E-601A for the NICC and to sheets E-101B and E- 601B for MPR.

97. What is the scope of reuse vs. new for the existing communications cabling?

97. Refer to drawing sheets NICC – ED101A and Keynotes, E-101A and Keynotes, MPR ED101B drawings and keynotes, E-101B and Keynotes

98. "Section 230923 outlines the performance and certification requirements for the Direct Digital Control (DDC) system, including adherence to BACnet protocols and use of BTL-certified devices. However, no specific DDC controls manufacturer or installer is named in the specifications.

Please confirm if the Government has a preferred or pre-approved controls vendor or system (e.g., Johnson Controls, Siemens, Honeywell, etc.) for this project.

If no specific vendor is preferred, would the Government accept any BTL-certified system provided the installer meets the training and certification requirements listed in the specification?"

99. "Specification Sections 230800 and 019113 indicate that commissioning is to be performed by a third-party Commissioning Authority (CxA) not employed by the Contractor, the Government, or equipment manufacturers.

Please confirm:

Is it the Contractor’s responsibility to retain and manage the independent Commissioning Authority (CxA)?

Will the Government be providing its own commissioning agent, or should all commissioning be included in the Contractor's scope?"
