About this file
This document is an Amendment (Amendment 01) to Solicitation Number 140L3725R0002 for the NIFC 300 JWH Standby and Emergency Power project issued by the Department of the Interior Bureau of Land Management. The amendment provides updates to the original solicitation, including a site visit roster, responses to contractor questions, and revisions to technical drawings and specifications. Key changes include extending potential electrical service shutdowns from 8 to 24 hours, updating electrical sheets E101, E600, and E601, and modifying door hardware specifications for Door 22.1, which now requires a specific lever and exit device configuration.
The solicitation covers electrical work for standby and emergency power systems, with a performance period from 04/01/2025 to 12/15/2025. The amendment addresses multiple technical clarifications from contractors, such as conduit routing, generator installation details, and existing infrastructure considerations. Notable responses include confirming the use of existing conduit racks, explaining access to generator enclosures, and clarifying that wall outlets will not need to be replaced with red-colored units. The bid due date remains unchanged, and contractors are required to acknowledge the amendment according to the solicitation instructions.

CONTRACTOR QUESTIONS GOVERNMENT RESPONSE
1. AE101 notes states see specifications for door hardware schedule.
Please specify finishes of hardware and if a push pad is required for entry at room 010.
See Amendment item #5
2. Per E‐601 Keynote 1, are these accessible to extend or do they feed underground to the panel locations.
2. Refer to revised sheet E‐601 for clarification.
3. If they feed underground to their panel locations what is the solution to intercept them and extend.
3. Refer to revised sheet E‐601 for clarification.
4. Are there any red line drawing for the existing building? 4. There are original construction drawings available that will be provided upon request after award. Refer to the existing information from the plan sheets including the one line drawing.
5. The generator sits on a concrete slab, that extend under the termination cabinet for the generator. How are we going to install the new 3” conduits?
5. Exiting conduit and pull box may be reused. Refer to revised sheet E‐601 for clarification.
6. There is an existing conduit rack that the existing generator feeders are ran on, is it acceptable to utilize this rack? If so, can the tree be trimmed back so the new conduits can pass by?
6. Yes, conduit rack may be utilized. Refer to revised sheet E‐101 for clarification.
7. Will the chain‐link fence be taken down so there is accessibility to the generator termination cabinet?
7. The chain link fence has swing gates on the southeast side of the generator enclosure that can be swung out for access.
8. If there is room can the GDB be mounted next to the
MTS?
8. This is acceptable if space is adequate.
9. Is any concrete saw cutting required or anticipated for any part of the project?
9. It is not the intent of the design to require saw cutting beyond penetrations indicated on plan sheet E‐101 but means and methods may require otherwise.
10. On Sheet E‐601 Keynote #1 calls out to intercept the existing conductors and extend as required through a splice box. These feeds are underground and cannot be intercepted and extended through a splice box. Possible options would be to splice in the existing MSB and then extend to the new SDB, or we would have to completely install new runs to each panel/equipment being refed from SDB. Please advise on an approved solution.
10. Refer to revised drawings indicating to splice at the existing MSB as proposed.
11. The existing feeds between the exterior emergency equipment and the interior switchboards are run in rigid conduit above grade on a strut rack (See Attached Picture). Can this rack and installation method be used for the new feeds or does it need to be fed underground as called out on Sheet E‐101 Keynote #3.
11. Yes, conduit rack may be utilized.
Refer to revised sheet E‐101 for clarification.
12. Sheet E‐100 General note D calls out that shutdowns can only be for 8 hours or less. With the amount of work required to refeed existing equipment, it appears that this window will not be long enough to complete this work.
We would request a full 24 hours to complete this swap over.
12. See Amendment item #1
13. The existing devices backed up by emergency power in the building are red in color. Will all devices that will now have emergency backup be required to be changed out to red in color? IF so, we will need counts for all devices to be replaced as they are not shown on the bid documents for this project.
13. No, wall outlets won’t need to be replaced with red‐colored wall outlets.
14. Do you happen to have a picture of the door hardware/lock?
14. The door hardware and lock required are to comply with the plans and specs.
15. The hardware spec doesn't specify the lock type or style; it just says "Match Existing"
15. See Amendment item #5
16. Will the Government consider extending the bid due date 5 days after answers to the questions are released?
16. The bid due date is not being extended at this time.
