Comments on Pre-Bid Meeting and Solicitation Issues
• Meeting Logistics: The pre-bid meeting began at the Roy Post Office at 10:00 AM. This ensured all attendees were assembled before the discussion started.
• Solicitation Review: At 10:05 AM, specific issues regarding the solicitation were addressed, giving contractors clarity on project requirements and expectations.
• Period of Performance: The project allows for a 568-day period of performance. This extended timeline is due to a 9-month lead time for tank procurement from local vendors, as well as the need to comply with wildlife stipulations.

• Bid Submission Process: Bids must be submitted to Jorge by September 7th. Contractors are advised to call or email Jorge before 1:00 PM to confirm receipt and completeness of their bids.
• Questions Deadline: All questions should be sent to Jorge before 1:00 PM on August 28, 2026, to ensure timely responses and avoid last-minute confusion.
• Estimated Quantities: Some contract quantities are estimates and will be measured in the field for payment. Contractors should be aware of this when preparing their bids.
• Wage Requirements: The Davis Bacon wage requirement was discussed, including where to find the prevailing wage rates applicable to this project.
• Contract Clauses: Key clauses such as disputes and differing site conditions were reviewed to clarify procedures for handling unexpected issues.
• Utility Marking and Access Restrictions: Contractors must call before digging to have utilities marked.
• No new roads can be built for site access, and entry onto private or State of Montana land requires permission.
• Section M Importance: Section M of the contract is critical. Contractors must follow instructions precisely, especially regarding best value evaluation and the two main criteria used in this contract.
• Construction Stakes: The government will set construction stakes. Contractors may deviate up to 25 feet on either side without approval; deviations beyond that require government authorization.
• Pipe Joints and Pressure Testing: Pipe joints must remain open until the government accepts the pressure test, ensuring compliance and safety.
• Pipeline Alignment: Contractors must not enter or cross private or state land without permission.
• Site Visit: Most of the pipeline alignment was visited, except for the Whiskers Coulee crossing and the WT-7 tank location.
• Specific Contractor Questions: Several contractor questions were addressed, including permitted work periods, bedding materials, construction practices, drainpipe placement, and mowing the alignment. Responses emphasized following current specifications unless an addendum is issued.
Additional Flow Restrictor Installation Specification: At each remote tap, the contractor shall install one flow restrictor, each with a diameter of 2 inches and a rated flow of 3 gallons per minute (gpm).
Acceptable products include Dole or equivalent approved alternatives. The purpose of these restrictors is to maintain uniform water flow and prevent excessive usage at individual tap locations. All installations must comply with manufacturer instructions and project requirements.
To address contractor questions about permitted work periods, a revised clause is proposed for inclusion in the addendum, replacing the existing contract clause.
Work on this project is permitted between July 15th and November 30 during any calendar year to accommodate wildlife concerns. See wildlife Protection Stipulations below.
Wildlife Protection Stipulations 01009 page 5 section b.1: Permitted work period (Revised): OMITT CLAUSE No. B1 from section 1.08 section 01009, and change to: To comply with wildlife requirements outlined in the environmental analysis, all construction activities must be suspended from March 15 through July 15 each year. This pause ensures minimal disturbance to wildlife during sensitive periods.
The BLM resource folks requested that the following conditions be added to the addendum
Soil and Equipment Use Construction and maintenance work must not be performed when soil conditions are inadequate to support equipment and vehicles. If soil ruts deeper than 3 inches are observed, all construction activities must stop until the ground conditions improve to meet this standard.
Equipment Cleaning and Weed Prevention All equipment brought onto the project site must be pressure washed prior to entry. This measure is required to prevent the transfer of weed seeds from other locations, protecting the project area from invasive plant species.
Wildlife Escape Ramps Install wildlife escape ramps at each tank. These ramps must be manufactured by Montana Fiberglass or an equivalent supplier. Submit product details for approval prior to procurement and installation to ensure compliance with project standards.
Construction Specification: Water Bar Spacing The chart on Sheet 12 of 14 will be superseded to include the following chart, which specifies the required intervals between water bars based on the slope percentage.
Slope %* Water Bar Interval (feet)
2–4 200
5–9 100
10–25 50
25+ 25
*Slope percentages refer to the grade along the pipeline alignment where water bars are required.
Intervals must be measured along the slope, and water bars installed at the specified spacing to ensure compliance with erosion control measures.
Construction Specification: Pipeline Access and Travel Travel along the pipeline alignment shall be limited strictly to construction activities. Whenever feasible, construction crews should utilize existing dirt roads or two-track roads for accessing the pipeline alignment, in order to minimize disturbance to the surrounding area.
Previous Questions and Answers
1. Domestic Sourcing Requirements: Could you please confirm if this project falls under the Build America, Buy America (BABA) Act requirements or American Iron and Steel (AIS) provisions?
Yes, see FAR 52.225-9 and FAR 52.225-10.
2. Tracer Wire / Marking: Do the 2-inch HDPE water lines require tracer wire or detectable/warning tape above the pipe in the trench?
For the Marcott Coulee Pipeline project, tracer wire is not required on any of the 2-inch HDPE water lines. Contractors are not obligated to install tracer wire or detectable/warning tape above the pipe in the trench. All installation practices should follow standard procedures, but the inclusion of tracer wire or tape is not necessary for this scope of work.
3. Curb Boxes / Stationary Rods: In the specifications and drawing details, some 1" and 2" curb boxes depict/call for a stationary rod inside, while others do not. Please clarify whether all curb boxes require internal stationary rods or only specific locations.
For all curb boxes installed as part of the Marcott Coulee Pipeline project, any curb box with a depth greater than 24 inches must be equipped with a stationary rod. The stationary rod shall be sized and positioned so that the operator interface is brought to within 24 inches of the top of the curb box, ensuring ease of access for maintenance and operation. This requirement applies to both 1-inch and 2-inch curb boxes as indicated in the project specifications and drawing details. The stationary rod must be securely installed and compatible with the curb box key provisions specified for the project.
4. Curb Box Keys: Are the requested curb box keys intended solely for the top pentagon nut, or should they operate both the top pentagon nut and the stationary rods? If certain curb boxes do not require internal stationary rods, are contractors required to supply additional curb valve keys designed to directly operate the curb valves without stationary rods?
All curb box keys provided for the Marcott Coulee Pipeline project shall be constructed with dual functionality: each key must include a pentagon nut wrench for opening the top of the curb box, and a long end specifically designed to securely engage the top of the stationary rod. The pentagon nut wrench must be compatible with the standard pentagon nuts specified for the curb boxes, ensuring reliable access and operation. The long end of the key should be of sufficient length and strength to interface with stationary rods installed in curb boxes deeper than 24 inches, as required by project specifications. Keys must be fabricated from durable materials capable of withstanding routine field use and environmental conditions. All keys shall be tested for proper fit and function prior to delivery and installation.
