About this file
This is Amendment 0001 to solicitation 140L3626R0002, issued by the Bureau of Land Management (BLM) Montana State Office. The amendment updates the solicitation due date to September 10, 2026 at 1:00 PM Mountain Time and provides supplemental information regarding pipeline construction routing and seasonal water flow considerations. The period of performance runs from September 25, 2026 to April 15, 2028.
The amendment includes detailed information on pipeline construction along ridgelines and roads with emphasis on creek crossings. The primary route includes one significant crossing at Whiskers Coulee and several minor tributaries, all classified as intermittent streams that flow only during snowmelt or substantial precipitation events. These creeks are expected to remain dry for nearly the entire year, with water flow typically confined to winter months when construction activities are naturally limited. The maximum possible distance with conceivable surface flow is approximately 1,500 linear feet. The government expects contractors can schedule pipeline construction around brief surface flow events given the extended performance period. For perched groundwater encountered during excavation, the government's expectation is that dewatering can be adequately managed by bailing with bucket equipment on backhoes or excavators. Offerors must acknowledge receipt of this amendment prior to the specified deadline using one of the prescribed methods outlined in the solicitation.

Supplemental Information on Pipeline Routing and Seasonal Water Flow
This addendum provides further clarification and supplemental information regarding the construction of pipelines along the ridgelines and roads, with particular attention to creek crossings encountered on the route.
Additional Details on Creek Crossings The primary route of the pipelines follows ridgelines and roads situated at their summits, minimizing environmental impact and facilitating access. The route includes one significant creek crossing at Whiskers Coulee, as well as several minor crossings of unnamed tributaries. All these creeks are classified as intermittent, meaning they flow only in response to snow melt or substantial precipitation events.
Timing and Flow Considerations It is further anticipated that these intermittent creeks will remain dry for almost the entire year, barring a few days when water flow is present. These occurrences are typically confined to the winter season, a period when construction activities are naturally limited due to weather. Additionally, the region’s most substantial precipitation typically falls within the wildlife closure window from April 15th through July 15th, which further restricts conflict with pipeline work during these months. The maximum possible distance with conceivable surface flow is estimated at approximately 1,500 linear feet.
Mitigation Measures for Construction Scheduling To address potential weather-related delays and intermittent water flow, contractors could be provided with additional time and flexibility to ensure work is performed when drainages are not flowing. Given the extended performance period and the limited expected duration of flow, it is believed that contractors can effectively schedule pipeline construction around these brief surface flow events, minimizing impact on both the environment and project timelines.
If perched ground water is encountered the government’s expectation is the excavation at that location can be adequately dewatered by bailing with the bucket on a backhoe or excavator.
