About this file

This is Amendment 0003 to a Bureau of Land Management (BLM) solicitation (140L3626Q0048) issued by the BLM MT-STATE Office in Billings, Montana. The amendment extends the solicitation due date to 16 September 2026 at 1:00 PM MDT and incorporates a new question and answer clarifying roofing tile specifications and installation requirements.

The project involves building improvements at Fort Missoula with a performance period from 28 September 2026 to 31 December 2027. Key scope clarifications include: the existing roof uses Monier Concrete Tiles in "Villa" profile (not Ludowici clay tiles as previously specified); the contractor will replace broken tiles using BLM-provided tiles per manufacturer specifications; ridge and hip tiles will be reinstalled without mortaring per manufacturer specifications; the contractor must identify moisture penetration areas and replace all flashing in valleys and ridges; fascia board replacement will be expressed as linear footage; downspout sizing can be reduced to match stormwater inlet or necked down at connection; carpet installation must be completed within 21 days with furniture moved by the contractor while BLM consolidates electronics and personal items; baseboard replacement throughout the building must match existing material; fire safe cabinets must be moved during carpet installation; and no plumbing improvements are included despite being mentioned on front documentation. The amendment also references 11 previous questions and answers addressing contractor responsibilities for damaged plywood painting, fascia replacement quantities, downspout sizing, roof tile replacement, BLM property removal, stucco repairs, carpet installation timeline, measurement approximations, and plan corrections regarding the front entrance flooring material.

New Question and Answer

1Q: The current specification references Ludowici clay tiles, but the existing roof consists of Monier concrete tiles in the "Villa" profile. I do not recommend installing clay tiles on a concrete tile system. I can source matching ridge tiles from the original manufacturer and complete the scope of work accordingly.

Additionally, mortaring all the ridge and hip tiles is unnecessary when using the specified ridge and hip bracket system. This system uses a secondary sealant over the bracket to create a watertight seal, which also allows for individual tile replacement in the future without breaking mortar.

Could you please confirm if we may use the matching concrete tiles from the same manufacturer for this project, or if clay tiles are strictly required?

A: I apologize for the confusion. Yes, after looking closer, the existing tiles are Monier Concrete Tiles in the "Villa" profile. There is a discrepancy between this building and the other buildings at Fort Missoula which was missed. That said, the tiles will be provided by the BLM, as there are numerous replacement tiles on site for repairs.

The contractor will be responsible for identifying areas of concern for moisture penetration, replacing broken tiles with BLM provided tiles per the manufacturer's specifications (This should be Monier and not Ludowici), and resetting all ridge and hip tiles where flashing should be replaced. The contractor will not be expected to mortar the ridge and hip tiles, and will be expected to reinstall the tiles per the manufacturer's specifications.

Previous Questions and Answers

1Q: Is the contractor responsible for replacing the damaged plywood under the eave or will they just be responsible for painting?

A: The contractor will just be responsible for painting the plywood in the eaves. If it is deemed necessary to replace the plywood, it will be a modification to the contract. This will be reflected in the plans and specifications.

2Q: If the fascia replacement is a lump sum, what is the chances it will vary greatly from the estimates on the front page of the plans and is there a possibility the contractor will be expected to replace fascia boards if deemed necessary upon further inspection?

A: The bid will be rewritten to express fascia board replacement in a linear footage quantity to minimize confusion.

3Q: Will the downspout size be 6” if the outlet is still 5” from the previous system? This size differential could cause issues when the downspout exits to the stormwater system.

A: The downspout can either be sized down to match the stormwater inlet or it can be necked down at the connection point.

4Q: Will the roof tile be new or replaced?

A: The roof tile will not be new it will be replaced with existing tiles stored at the BLM Office. The contractor will be expected to perform a thorough inspection of the existing roofing system, replacing all flashing in the valleys and ridges, and reinstalling the ridge, valley, and field tiles (where necessary) per the manufacturer’s specifications. This will be reflected in the plans and bid schedule.

5Q: Will all BLM property adjacent to the building be removed prior to work that will be impacted?

A: Yes, the BLM will be responsible for moving all exterior materials adjacent to the building that will impede roofing, painting, or gutter installations.

6Q: Is there anything mounted that would be removed, and holes that need to be filled prior to painting?

A: No, there are sections of stucco that need to be repaired, but there are no holes that need to be filled prior to painting at this time. If there are discrepancies found, the contractor will be able to negotiate a change order for the changing conditions.

7Q: Can you give clarity on what percentage of the office can be impacted during carpet installation?

A: Yes, the contractor will be expected to move all furniture, perform all carpet removal/replacement, and reinstall furniture in a 21-day time period. This will be reflected in the plans and specifications. It is recommended that the contractor performs the installation across the entire building at the same time to minimize the time duration that employees are impacted. The BLM will be responsible for consolidating all electronics, books, and personal items to shelves and boxes prior to the contractor moving the furniture.

8Q: Are all measurements in the contract approximate?

A: Yes, they are an approximation of the government. If there are large discrepancies between what work is shown in the plans and what work is completed on the ground the contractor will be granted the ability to renegotiate the work through a change order.

9Q: The front entrance is shown as carpet in the plans, but is actually tile. Is this area planned to be carpeted?

A: No, this was an error in the plans and will be reflected in the revised documents

10Q: Is the contractor expected to replace the baseboard in the entire building and match the existing material?

A: Yes, the contractor is expected to replace the baseboard in the entire building, and match the existing material. This will be reflected in the plans and specifications.

11Q: Are the fire safe cabinets included in the moving efforts for carpet installation?

A: Yes, this will be reflected in the plans and specifications.

12Q: There are plumbing improvements mentioned on the front page. Are there plumbing improvements in this contract?

A: No, there are currently no plumbing improvements incorporated in this contract scope of work. This will be corrected in the plans.
