About this file

This document is a set of Special Contract Requirements (SCRs) for stream crossing improvements across the Bureau of Land Management's Glasgow Field Office in Eastern Montana. The project involves decommissioning activities at Gutshot Dam, including breach stabilization, outlet works removal, and an improved low water crossing. Additionally, the project will address replacement of failing culverts along Cactus Flats Road and Triple Crossing Road.

The document modifies and supplements the Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects (FP-14), providing specific technical requirements for the project. It includes detailed specifications for various construction elements such as aggregate base courses, soil and foundation materials, cellular confinement systems, and environmental protection measures. The SCRs specify technical requirements for material composition, compaction, testing, quality control, and installation methods, with particular attention to erosion control, noxious weed prevention, and environmental protection in the project area.

Special Contract Requirements Eastern Montana District, Montana Glasgow Stream Crossing Improvement Bureau of Land Management

Special Contract Requirements for Stream Crossing Improvements across the Bureau of

Land Management’s Glasgow Field Office

Description of Work

The project consists of decommissioning activities at Gutshot Dam, including breach stabilization, outlet works removal, and an improved low water crossing. The project will also address replacement of failing culverts along Cactus Flats Road and Triple Crossing Road.

Applicable Standard Specifications

The following Special Contract Requirements (SCRs) are only a portion of the specifications for this project. These SCRs amend and supplement the Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects, FP-14. The FP-14 is a separately published book. In order to understand the solicitation properly you need to have the FP-14 as well as this packet. Pay particular attention to the provisions of Subsection 104.04 in the FP-14 that explain how each of the many contract documents fit together.

One printed copy of the FP-14 will be distributed to the successful bidder.

To view the FP-14 electronically, go to: https://highways.dot.gov/federal-lands/specs A single paper copy can also be obtained from the Research & Technology Product Distribution Center (RTPDC) by e-mail report.center@dot.gov, phone 814-239-1160, or fax 814-239-2156.

Note: These Special Contract Requirements change, supplement, or modify the FP-14 specifications to make them more applicable to The Bureau of Land Management (BLM) low or very low volume roads and rural construction environments. Specifications are often changed to reduce their complexity, limit testing, and loosen tolerances. Specifications are called out in this way to call attention to where requirements are changed from the standard FP-14 specifications.

How to use the FP-14 specifications with the Special Contract Requirements and the contract’s bid schedule.

• Pay item no. 20401 means this work is defined in section 204 of the FP-14 specifications. For all pay items the first three digits correlate to the FP-14 section that describes that work.

• Next check Special Contract Requirements. If there is a matching section 204 then it modifies the

FP-14. If there is no section listed there are no changes, the FP-14 specification is utilized in its entirety. The change direction will be underlined and italicized; the specification text will be plain.

o Example: Section 204 is listed in the Special Contract Requirements with a direction to “Delete Section 204 in its entirety and replace with the following.”

Apply those changes. None of the original FP-14 specification will be used. Only use the content that is in the Special Contract Requirements.

PREFACE

Delete the Preface and substitute the following:

These Standard Specifications for the Construction of Roads and Bridges on Federal Highway Projects are issued primarily for constructing roads and bridges on Federal Highway projects under the direct administration of the Bureau of Land Management. These specifications are cited as "FP-14" indicating "Federal Project" Standard Specifications issued in 2014 and contain both United States Customary and Metric units of measure.

When designated in a contract, the FP-14 becomes part of the contract and binding upon all parties to the contract. Construction contracts of the Bureau of Land Management are also governed by the following regulations:

● Federal Acquisition Regulation (FAR), Title 48, Code of Federal Regulations, Chapter 1 The FAR regulations are not included in the FP-14. A complete copy of the FAR is available from the Superintendent of Documents, Congressional Sales Office, U.S. Government Printing Office, Washington, DC 20402.

U.S. Customary units of measure are used in the FP-14 as provided in the November 25, 2008 Memorandum from Jeffrey F. Paniati entitled Update on Metric Use Requirements for FHWA Documents. Metric units are noted in parentheses following the U.S. Customary Units. The references to Metric or Metric units apply only when the project or portion of the project expressly calls for Metric units of measure.

The Contractor shall take reasonable precautions to prevent the spread of known noxious weeds from the project area by cleaning

Glasgow Stream Crossing Improvement Bureau of Land Management all off-highway vehicles and equipment, before leaving infested areas and entering uninfested areas, when operating in areas infested with noxious weeds.

Numerous noxious weeds have been mapped in the area. Due to ground disturbance and continued road use, the following statements and stipulations apply:

1. Take care where vehicles are parked and where staff is working/walking;

2. Take care to check personnel, tools, and vehicles for plant parts before leaving the site, and wash vehicles if necessary;

3. Minimize soil disturbance outside of road prism as much as possible.

(e) Project specific Environmental Protection. Add this section:

The Government may direct the Contractor to discontinue all operations in the event that:

1. Threatened, or endangered plants or animals protected under the Endangered Species Act of 1973, as amended, may be affected by the operation, and a determination is made that consultation or reinitiating of consultation is required concerning the species prior to continuing operation, or;
