About this file
This document is Amendment 0003 for Solicitation No. 140L3625R0011 for the GAOA Glasgow Stream Crossing project. The amendment provides several key updates, including site visit attendance records from July 2, 2025, a comprehensive list of questions and answers from potential contractors, and updates to three project attachments: Supplemental Specifications, Drawings, and the Price Schedule. The site visit was attended by representatives from RF Construction LLC, Gideon Contracting, Wyowak Energy Services, Youderian Construction, and Bishop Inc.
The Q&A section covers detailed technical aspects of the project, such as culvert replacements at multiple locations (Cactus Flats Road, Triple Crossing Road, Whitetail Culvert, West Triple Crossing Culvert), waste material handling, road rehabilitation, and construction specifications. Key clarifications include allowing coated metal pipes as an alternative to concrete pipes, adjusting invert elevations, filling plunge pools, and specifying that the BLM will provide seed for reseeding. The project involves stream crossing improvements in Valley County, Montana, with a focus on culvert replacements, road stabilization, and dam outlet works decommissioning.

Questions and Answers Q: Will the access road blading include material and ditch construction?
A: No, the access road blading will consist of scraping the existing two-track road, defining the edges, and defining the alignment on the western end of the embankment. If material is needed for construction.
Waste material from the dam stabilization should be utilized first.
Q: What slope should the breach face be graded to?
A: 3:1 slope to increase stability and improve chances of seed survival
Q: Where will the contractor be expected to haul waste on site?
A: The waste will be hauled in an area designated by the BLM outside of the natural flood plain. The location will be shown on the revised plans. There will be no haul site greater than 100 yards from the excavation point.
Q: Would you make an option to remove the entire embankment?
A: No, no option will be included for crest/embankment removal at this time.
Q: Would we be able to add waste material to the small retention structure on the west side of the embankment?
A: Possibly. This will be determined on-site between the field office and contractor.
Q: Would it be possible to waste material on the bench downstream of the embankment?
A: Possibly. This will be determined on-site between the field office and contractor.
Q: Is the contractor expected to remove the entire outlet works?
A: No, the contractor will be expected to remove and dispose of the drop pipe (Approximately 20’ deep, by 5’ diameter). The remaining conduit may be left in place. If exposed during construction, the contractor will be expected to remove and dispose of th portions of pipe. This will be reflected in the revised plans.
Q: Will you add any approved alternatives to the low water crossing construction.
A: Yes, the contractor will be allowed to provide approved alternatives to the low water crossing construction. This will be revised in the plans to reflect the changes.
Cactus Flats Road
Q: How big are the original culverts? When were they installed? What would you like the contractor to do with them?
A: The original culverts were 48” in diameter and were installed in 2018 or 2019. They failed in 2022.
The culverts should be removed from the site and returned to the Glasgow BLM Office at 5 Lasar Drive Glasgow, MT 59230
Q: Will the contractor be expected to rehab the user created bypass that currently exists at the site?
A: Yes, the contractor will be expected to scarify the existing roadway and reseed. This will be reflected in the plans.
Q: Where will the contractor be expected to waste material?
A: The contractor will be allowed to waste material in areas above the high-water mark near the site.
Possibly adding material to the small retention structure nearby. Designated locations will be decided in the field with the field office and contractor. There will be no haul site greater than 100 yards from the excavation point.
Q: Would it make more sense to reduce the low water crossing cut just enough to balance the earthwork?
A: Yes, this will be revised in the plans to reduce waste material on site.
Q: Would it be alright to use a coated CMP instead of a concrete pipe in this location?
A: Yes, a coated metal pipe or approved alternative would be allowed in this location and will be reflected in the plans.
Upper Triple Crossing Culvert
Q: Would it be alright to use a coated CMP instead of a concrete pipe in this location?
A: Yes, a coated metal pipe or approved alternative would be allowed in this location and will be reflected in the plans.
Q: Visually the pipe looks to be holding up fairly well with a bit of corrosion and a decently sized plunge pool at the base. Would it make more sense to fill in the plunge pool and not upsize the pipe?
A: The pipe has been upsized slightly and sunk on the upstream end. Review the revisions to the bid schedule and plans.
Q: Is there an expectation to recontour the plunge pool?
A: Yes, the plunge pool should be filled with waste material and a riprap apron to the invert elevation with any excess material from the site.
Whitetail Culvert
Q: Would it be alright to use a coated CMP instead of a concrete pipe in this location?
A: Yes, a coated metal pipe or approved alternative would be allowed in this location and will be reflected in the plans.
Q: The design invert elevations seem low. Will these be revised?
A: Yes, the invert elevations will be raised to match the stream profile better.
West Triple Crossing Culvert
Q: Would it be alright to use a coated CMP instead of a concrete pipe in this location?
A: Yes, a coated metal pipe or approved alternative would be allowed in this location and will be reflected in the plans.
Q: The downstream end section is sunk. Will this be raised in the revised plans?
A: Yes, this will be reflected in the plans.
Q: On the upstream end the culvert is already close to the roadway. Upsizing this culvert would require additional roadway elevation to gain cover. Is this your plan?
A: No, the culvert will be sized to minimize adjustments to the existing roadway profile. This will be reflected in the plans.
General Questions
Q: Will the BLM provide seed?
A: Yes. The BLM will provide seed for the contractor to use in reseeding operations.
Q: Will the contractor be able to utilize existing riprap material along the Triple Crossing Roadway? If so, how much is available?
A: No. all material will need to be imported by the contractor for this project and be inspected to meet material specifications.
Q: Where is the closest water source for these sites?
A: For Cactus Flats and Gutshot Dam the closest water source for construction would be the Itcana Reservoir located at (48.005652, -106.980003). Approximately 5.5 miles from Gutshot Dam and 11.8 miles from Cactus Flats Road Crossing. For the culverts on triple crossing road, the closest water source is Triple Crossing Reservoir. If contractors are aware of closer drafting sites they may use them at the discretion of the BLM.
Q: Do we need permits for drafting from these water sources?
A: No, no permits are needed for drafting from these public sources. Just verify with the BLM prior to drafting. A 124 permit for each site has been acquired by the BLM and will be given to the contractor upon award. The contractor will be expected to adhere to all permitted practices as described in the 124 permit throughout the project.
Q: Will the BLM provide survey for this project?
A: No. The contractor will provide their own survey for the project. This should be incorporated in the Survey bid item. The BLM can provide CAD files, identify control points, and point files in various formats for the contractor to use at award. If there are questions/discrepancies found in the BLM point cloud. The BLM should be notified and consulted prior to construction.
Q: Is the contractor responsible for 3rd party materials and compaction testing?
A: No. The contractor will provide submittals for all materials imported to the site. Materials and compaction testing will be done by the BLM in accordance with specification section 209.10 in FP-14.
