QUESTIONS AND ANSWERS
Offerors shall submit questions by February 24, 2025, at 9:00 am, Mountain Time. Questions submitted after this date and time will not be accepted.
Amendment Number 0001 serves as BLM’s responses to the questions received prior to the cutoff.
Q1: We are requesting the following information:
Planholders list/bidders list or mandatory prebid list A1: Offerors can see the “Interested Vendors List” by selecting “Follow” the project on SAM.GOV. After vendors follow a project, they should see an option to select “Interested Vendors List.” Below is a sample screenshot of what you can see on SAM.GOV:
Confirm that the bid date and time listed above are unchanged A1: The hour and date for receipt of quotations remains 3:00 pm Mountain Time on Monday, March 10, 2025.
Any addenda that have been released, please attach them to this response A1: Amendment 1 has been released and is available to all interested offers on SAM.GOV.
Construction Cost estimate or a construction cost range for the project A1: The estimated magnitude of this project is between $100,000 and $250,000.
Q2: In the solicitation package for the above listed job it states that no bonds are needed, yet the package included a sample payment bond. Please advice that bonds are not needed.
A2: Given the estimated magnitude for this project, a Bid Bond is not required to be submitted with the offeror’s quotation. However, Federal Acquisition Regulation (FAR) Clause 52.228-13 does require the successful offeror to submit an appropriate alternative payment protection withing 10 days after award. One of the available options for the alternative payment protections is the Payment Bond.
Additionally, the Government may require additional payment protection if the purchase order price is increased. The successful offeror shall promptly furnish additional security in accordance with FAR 52.228-2.
Q3: In regard to the color of the sidewalk: concrete places say they need to know the shade the existing concrete is to match it. Could we get a picture of it by chance?
A3: Color - Davis Sandstone #5237 - 1lb. Per Sack.
Q4: In regard to the potential underground power: is it in the way of the vaults? Are we supposed to bid this as we are planning on moving it or are we going to have a change order? The correct way to relocate a power is from its point of origin to its destination. If we need to plan on moving it, could we get a wire size and type along with a footage and if it is in duct.
A4: Yes, include the relocation of existing power (if needed) in the price of the vault toilet.
Q5: In regards to the CXT Vault Toilets: the Double Rocky Mountain is an almost perfect match minus the siding; it has kind of a rock finish on the bottom few feet. Would this substitution be allowed?
Q5: The Double Rocky Mountain would be an approved alternate.
Q6: When is deadline for bid?
A6: The hour and date for receipt of quotations remains 3:00 pm Mountain Time on Monday, March 10, 2025.
Q7: Do you guys have a plan to relocate or terminate the underground power that runs under the new location of the vault toilet?
A7: Include the relocation of existing power (if needed) in the price of the vault toilet.
Q8: The plans currently do not indicate where doweled joints at to be used. Please indicate where doweled joints are desired.
A8: Doweled joints shall be installed at the two locations where matching existing sidewalk.
Q9: The drawing of the location for the new vault toilet shows it going over an existing power line. Does the BLM desire to have the powerline relocated as part of this project? If so, please provide information on the power line to include size, type, and connection points.
A9: Please include the relocation of existing underground to in the price for the vault toilet. This shall be routed on the southern end of the vault toilet. Contractor to verify.
Q10: The manufacture of the Double Rocky Mount Vault Toilet recommends bedding the vault using sand.
Is the governments preference to utilize timber sills instead of sand?
A10: If the manufacture recommends bedding the vault toilet with sand, then we can substitute sand vs.
timbers.
Q11: The vaults themselves are 11’11” x 6’6” x 4’4”. We do not see any way around not having to relocate the electrical services here for this installation. Even if the depth of the electrical line is below 5’ the weight of this building and toilet vaults combined are more than 36 tons. Are we certain that the electrical line would not need to be relocated here?
A11: Include the relocation of existing power (if needed) in the price of the vault toilet.
Q12: The Solicitation 1442 states the contractor is not required to prepare payment and performance bonds.
Section I.5 52.228-2 states a payment bond is required after award. Could you please clarify for me if a bid bond needs to accompany this proposal and if payment/performance bonds are required after award.
A10: Given the estimated magnitude for this project, a Bid Bond is not required to be submitted with the offeror’s quotation.
