PROJECT DESCRIPTION: GAOA Marshall Dam Solicitation No. 140L3624R0003

Description of Changes - This amendment incorporates the following information:

1. The Government is providing the Questions received from interested offerors and the associated Answers provided by the Government.

Acknowledgement - See Block 11 above regarding how to acknowledge this amendment. The Government must receive the acknowledgement at the place designated for receipt of offers (See Block 8 of the Standard Form 1442).

Third Party – If you have given a copy of the solicitation to someone else, please forward this amendment accordingly.

Questions and Answers Offerors shall submit questions by 11 December 2023, at 1:00 pm, Mountain Time. Questions submitted after this date and time may not be answered. Offerors for this RFQ, including subcontractors and teammates, shall consolidate questions related to this solicitation in a Request for Information (RFI) formatted Word document. Any RFI is to be emailed as an editable attachment to Jorge Alvarez (jalvarez@blm.gov) with the subject line: RFI – 140L3624R0003 GAOA Marshall Dam. Only written RFI’s will be considered and responded to. BLM responses to the RFI will be posted as an amendment to the solicitation on https://sam.gov.

Solicitation Number: 140L3624R0003 Project Title: GAOA Marshall Dam

• Will the Contractor be able to prepare and make slight improvements, modifications, etc. the access road to the dam?

o See Specifications 01010-2, Section 1.06 – “Improvements for road access including fill, culverts, and fencing to remain after project completion as approved by

GOVERNMENT.”

o The Government will consider and approve reasonable efforts that will be needed to haul large equipment and materials into the site, including minor cut/fill, minor reroutes, culverts, etc.

• Could cattle guards be temporarily installed in place of existing gates?

o Temporary cattle guards are an acceptable means of preparing the access road.

• Will the Contractor be required to reclaim the access road?

o See Specifications 01010, Section 1.06. Improvements to remain after project completion as approved by the Government.

• On sheet 4, will the new Auxiliary Spillway area at crest stationing 2+05 to 3+07 be required to be stripped?

o Strip all areas that will be graded. Strip all areas of equipment and material storage. Strip consistently with plans and specifications.

o Sheet 19 indicates “1’ Strip” in the Profile View. The Contractor shall strip and store topsoil as indicated in plans and specifications for the New Auxiliary Spillway Construction.

• What locations are designated for borrow material?

o Soil near test pits TP-3 and TP-6, located downstream of the dam, will be suitable for compacted embankment.

• Has the borrow material locations been quantified?

o The amount of soil available for borrow around test pits TP-3 and TP-6 has not been quantified.

• Will Proctors be required for new borrow material?

o The Contractor shall provide a Moisture-Density (Proctor) Test for each soil type per

Specifications 02300, Section 3.06. The soil type may vary even in similar location(s), the Moisture-Density Test shall be representative of the material being used.

• What is the flow rate for June-November into the reservoir?

o The reservoir is located in an ephemeral watershed where there is no regular flow, but runoff occurs due to snowmelt or rain.

• What is the static level of reservoir?

o The reservoir's normal high water elevation is up to 2,447.9 ft. The reservoir water surface was surveyed at 2,446.5 in October 2018.

• Is there a designated discharge point?

o The Contractor shall plan a dewatering discharge point as part of the site use requirements in Specification 01010, Section 1.02 & 1.04. The Government shall approve of the site use plan. Dewatering must meet local, federal, etc. laws for dewatering activities.

• Is there a designated stockpile and mixing location for lime treated soil?

o See Specifications 01010, Section 1.02 for requirements.

o The Contractor shall be responsible for site use planning of equipment and materials. The

Contractor’s site use layout shall be approved by the Government.

• How will excess debris be handled (trees, CMP, etc.)?

o See Specifications 02050, Section 3.02 for concrete and CMP disposal requirements.

o See Specifications 02110, Section 3.01 – “Dispose of trees onsite as directed by the

Government at no additional cost to the Government.”

• Who will set new control monuments?

o The Government will provide any new control monuments after completion of construction and outside of this contract.

• Who does the initial survey work?

o As stated in Specification Section 01050, the Contractor is responsible for all construction surveying, including verifying confirming the existing control, and construction staking.

• Will the Contractor have access to the CAD/survey files?

o The Government will provide electronic CAD/survey data.

• Could the Contractor review the original Geotechnical investigation/report? The dam appears to be leaking.

o Original Geotechnical Investigation/Report is not on file for the BLM.

• The period of performance appears to be too short to complete all submittals and material orders.

o Period of performance shall be adjusted to be 530 days. From 8 February 2024 to 8 September 2025.

• Could construction start prior to 7/15?

o Construction activity and surface disturbance would be prohibited from March 15 to July

15 to protect sage grouse strutting activities and migratory birds.

• Will 3rd Party Testing be required with the Quality Control process and plan?

o The Contractor shall employ an Independent Laboratory to provide onsite quality control services. All testing (e.g. In-Place Density, Cast-In-Place Concrete, etc.) specified in the plans and specifications shall be performed by an Independent Testing Laboratory/Agency.

• It appears that we have a choice of either using a grouted riprap (sheets SB1 – SB2) OR use a Gabion Basket System (sheets SB3 – SB4). Please confirm this is the intention of the plans on these sheets.

o Yes.

Specifications 01150 Section 1.07 states:

L. Item 12 – Outlet Basin: CONTRACTOR has the two options for constructing the basin either (1) gabions or (2) riprap. (1) Item includes furnishing and installing gabion baskets for the gabion outlet stilling basin and gabion headwall structure in accordance with the Contract Documents. This item includes gabion baskets, fasteners, gabion rock fill, gabion rock fill for the apron, drain gravel, and geotextile fabric. Excavation and backfill necessary for construction of the Gabion Outlet Basin is considered incidental to this item. Measurement and payment will be made at the Contract lump sum price.

Which confirms the Contractor having either option for the Stilling Basin.

• The BLM access road from the intersection of Whitney creek rd to the job site needs to be improved to allow material, redi mix, and aggregate deliveries. Can the road be improved? Can a staging area at the intersection of Whitney Creek Rd and the BLM access trail be utilized for intermediate staging? It will be utilized for materials not easily delivered to the location.

o Improvements may be accepted. See previous questions detailing acceptance of improvements to the access road and leaving the improvements after construction is completed (no reclamation or restoration to previous conditions).

o The intersection of Whitney Creek Rd and the Access Road on BLM property may be used for temporary storage of materials not easily delivered to the location. The area used for storage shall be approved by the Government prior to placement and the area shall be leveled and left in a condition that the area may return to similar previous conditions.

• Pay item 15: Stabilization Fabric – is the intention of this pay item to cover ALL Geotech fabric required for the project (such as under all rip rap)?

o Yes. All Geotextile Stabilization Fabric shall be paid for and covered by Pay Item 15.

Therefore, the effort and costs associated with Geotextile Stabilization Fabric in Pay Items 9 and 12 (or any other Geotextile Stabilization Fabric locations) shall be included in Pay Item 15.

• Can the ASR requirements be waived for this project?

o Although ASTM C1260 is listed in Section 03300 Reference Standards, a relevant requirement is not listed in Section 03300, Part 2, so there is no ASR testing requirement for the concrete aggregates on this project.

• Would the attached testing be approved to pass project requirements?

o The ASTM C1012 preliminary nine-month test results indicate that the Montana City

Type IL cement and Coal Creek fly ash will likely meet the project requirements for less than 0.10% expansion at 18 months. Final approval of a proposed concrete mix design, including the cement, would occur during the submittal review process after the construction contract is awarded.
