Description of Changes - This amendment incorporates the following information to the solicitation:
1. The Government is providing the attached Questions from interested offerors received after the Organized
Site Visit and before the question due date of July 22, 2021, and the associated Answers provided by the
Government.
Acknowledgement - See Block 11 above regarding how to acknowledge this amendment. The Government must receive the acknowledgement at the place designated for receipt of offers (See Block 8 of the Standard Form
1442).
Question Response Date - The hour and date for receipt of questions remains unchanged. The Government will not accept any additional questions related to this solicitation.
Proposal Response Date - The hour and date for receipt of proposals has been extended to 5:00 pm Mountain
Time on August 4. 2021.
Third Party – If you have given a copy of the solicitation to someone else, please forward this amendment accordingly.
QUESTIONS AND ANSWERS
AMENDMENT NUMBER 0002
Offerors for this RFP, including subcontractors and teammates, shall consolidate questions related to this solicitation in a Request for Information (RFI) formatted Word document. Any RFI is to be emailed as an editable attachment to Christine Mundt (cmundt@blm.gov) with the subject line: RFI – 140L3621R0002 Middle Two Calf Road Reconstruction. Only written RFI’s will be considered and responded to. The hour and date for receipt of questions remains unchanged at 5:00 pm Mountain Time on July 22, 2021. Questions submitted after this date and time will not be accepted.
Note - Question/Answers numbers 1 through 11 were included in Amendment Number 0001.

Q12. Just to clarify, seeding is only required in Additive Schedule B. There is no seeding or mulching needed for the base Schedule, correct?
A12. Yes; there is no seeding required in the base schedule. All seeding is contained in Additive Schedule B.
Q13. Will there be any proctor testing needed for the road bed or culverts? Is that at the cost of the contractor?
A13. See answer to Question 6 from Amendment Number 0001.
“Government reserves the option to do soil testing and require testing to 95% of maximum dry density”. In the event proctor testing was done, cost would be borne by the Government.
Q 14. What are the typical flows of the creek?
A14. The normal flow condition of the creek is no flow unless rainfall or snowmelt cause runoff. Weather has the potential to produce precipitation at any time.
Please reference FAR Clause 52.236-3, Site Investigation and Conditions Affecting Work, which states in part, … “The Contractor acknowledges that it has taken steps reasonably necessary to ascertain the nature and location of the work, and that it has investigated and satisfied itself as to the general and local conditions which can affect the work or its cost, including but not limited to … (3) uncertainties of weather, river stages, tides, or similar physical conditions at the site; … (b) The Government assumes no responsibility for any conclusions or interpretations made by the Contractor based on the information made available by the Government….”
Q15. Can you provide additional specification/gradation information on the granular filter/cushion listed in Detail 2 on Sheet C2.01?
A15. Trenching Specification 31 2316.13 2.01 Fill materials can be used. Intent is to have all the ¾” material be the same for all uses on the job.
“Type 1 Pipe Bedding - Gravel: Angular crushed washed stone; free of shale, clay, friable material and debris, per plans.
Graded in accordance with ASTM C136/C136M, within the following limits: 3/4:” sieve: 100 percent passing”.
Q16. Can you please clarify what the Survey Staking Requirements are for this project? Section 01 1000 - 1.01.A.6.C of the technical specifications says that it is an “alternate”; and this is not listed in the 1442 or the price schedule.
A16. BLM is pursuing the responsible design firm to do the construction staking as stated in Question 2, which was addressed in Amendment Number 0001. This has progressed to where the separate order for staking is on schedule to be the way the project is staked.
Q17. Section 01 7000 – 1.04.A It states that we must employ a licensed land surveyor for survey and construction staking, or an individual with demonstrated experience that is acceptable to the BLM. We are not a licensed surveyor with the state of MT and cannot survey property boundaries such as section corners and property lines; will there be any property boundary work needed on this project? We can, and do, a ton of construction staking on most all of our projects. Will you be providing a CAD file for the successful offerors use in GPS equipment?
A17. The project is expected to be staked by others as noted in previous questions/answers. The BLM will make a CAD file available to the successful offeror for any equipment control systems.
Q18. There are a few cross sections shown on the plans that do not show the entire surface line. The following stations are affected: 0+10, 0+50, 18+33, 18+50, 19+00, and 37+00. Are these areas requiring the contractor to use blending or best fit measures?
A18. Yes, however, once staking commences, these areas may be clarified and staked.
Q19. Note 5 on plan sheet C1.10 states; “staked waste areas”. Can you please give us more information regarding these areas, i.e. how large is the disturbance, many small areas or along the entire length of the abandoned roads. Will it be in areas that will require more topsoil stripping, compaction of fill, SWPPP, seeding? There are many other costs that could be incidental to this work that is not defined.
A19. The note refers to four or less areas of fill in the existing road that need to be removed, sloped back and topsoil replaced on top of that area to preclude future erosion. Slopes will be as staked for areas needing sloped back and no water shall be impounded behind the old roadbed. Wasted material can be placed on the new roadway. The volume moved can be recorded and will be measured by volume of excavation or moving equipment. None of this work is large enough to be measured by surveying and calculating yardage.
Q20. Is there construction water nearby?
A20. No. BLM water sources are available, and water is not required for conditioning fill. Only compaction of excavated earth fill material is required.
Q21. Section 01 5713 – 1.02.D requires a performance bond for sediment and erosion control. Is this required if we are 100% performance bonded per the requirement in the solicitation section I.7?
A21. All bonds required for any parts of the activity shall be obtained and be included in the contract award price.
Q22. Does Additive Schedule B include just the decommissioned road area or all other disturbances around the new roads as well?
A22. Reseed decommissioned road beds and all disturbed areas outside of roadway means all decommissioned road beds and all disturbed areas on the newly constructed road and any other disturbed areas.
Q23. The definition of seeding is unclear within the solicitation documents. For example: When the contractor gets a SWPPP permit from MDEQ they will be responsible to maintain the requirements of the permit until 70% of the permanent vegetation is covering the disturbance area before filing the notice of termination to MDEQ. I am unsure how this would work if the BLM chooses to seed the project in lieu of the permit holder. What portion of the seeding, based on the example, would not be included in the base bid?
A23. At the end of work included in the Contract, the Contractor shall transfer the permit to the BLM and pay any transfer fees. The BLM would assume all responsibilities for SWPPP inspections and maintenance until revegetation was complete. No requirement for seeding is included in the base schedule. BLM would also file the notice of termination.
Q24. Where there any attendees at the site visit and if so are there any minutes from the meeting?
A24. Attendees, Questions and Answers from site tour are in Amendment Number 1. Questions received since 7/8/2021 are contained in this amendment.
