Q1. Do you have a GPS file for this project?
A1. Yes, maps and technical drawings are all in the drawings section.
Q2. When will the project be staked?
A2. BLM is pursuing the design firm to do the construction staking and we expect to receive a proposal by July 16, 2021. If this is delayed, the Government would entertain any option to allow the project to proceed. One obvious option would be to modify the construction contract if within the scope of work.
Q3. When is the intent to start and stop the project?
A3. Government intends to award the contract this fiscal year, on or around August 19, 2021. If this is delayed, the Government will work with the contractor regarding time constraints and restrictions. The work in the creek channel must be stopped December 1. The December 1st deadline will not apply to the Upper Road section.
Q4. Is there a concrete spec in this contract?
A4. Yes, it was too windy during the site visit to read it off. Reference to the details below.
On Drawing sheet C2.00 Low Water Crossing Notes 1. : Concrete Shall be M-4000 with ¾” maximum aggregate, minimum 28 day strength of 4000 PSI, 6%+/- 1.5% Air Entrainment, and maximum slump of 4”.
Q5. Is there concrete testing with this contract?
A5. Yes, all concrete will be tested at the point of moving it into the forms and the Government intends to do that under quality assurance. There was a question about testing at batch plant and that could be done if desired but testing regulations require testing when it is poured. Additionally, the time and primitive roads to the site will have a great effect so testing on site is required.
Q6. Is there a high compaction percent we need to achieve?
A6. Section 31 2323 Fill details requirements
PART 3 EXECUTION
3.02 PREPARATION
A. Scarify and proof roll subgrade surface to a depth of 6 inches ( 150 mm ) to identify soft spots.
B. Cut out soft areas of subgrade not capable of compaction in place. Backfill with general fill.
C. Three (3) passes minimum with a sheepfoot roller approved by the BLM will be acceptable for compaction.
1. The maximum lift shall not exceed 6 inches.
D. Unless in areas noted on drawings, maintain a traffic pattern of all equipment to evenly compact subgrade.
E. Until ready to fill, maintain excavations and prevent loose soil from falling into excavation.
F. Government reserves the option to do soil testing and require testing to 95% of maximum dry density.
Q7. What do we need to do with brush and organic debris left over? (Haul away or can we spread out and leave?)
A7. Due to the land status, brush will be spread over the disturbed area as a natural aid to reduce erosion in addition to the Stormwater Pollution Prevention Plan (SWPPP).
Q8. What is happening with the old roadbed?
A8. This needs to be scarified possibly re-seeded if the additive schedule for seeding is awarded. If the additive schedule is not awarded, BLM will do the re-seeding. A seeding plan and approval of equipment is required.
Technical Specifications, 32 9219 Seeding, Part 1.03 details this information.
Q9. How much rip-rap does the project entail?
A9. Estimated Quantities by crossing are as follows: Existing Concrete Middle Crossing requires 387 tons.
The two New Crossings require 1,119 tons of riprap in total.
The amount required plus up to 250 additional tons in additive schedule. The Government encouraged everyone to make an offer on all additives and fill everything out that is required.
Q10. Can we request a topo (and or surfaces) to calculate yardage?
A10. We normally don’t publish that information. The order to do construction staking contains a requirement to recalculate the yardage after staking. The successful offeror would receive all the staking notes and could get more drawing information.
Q11. Is there an estimated time of award for this contract?
A11. Please refer to the closing date of 07/29/21 in solicitation and all other requested information needs to be attached. If additional questions come up, deadline is 7/22/21.
Proposals shall be put together in accordance with the information within the solicitation, paying specific attention to Section L.18 through L.23. Section M details how all proposals to be evaluated to ensure there is a common understanding of required work, qualifications, work plan and equipment are adequate to complete the work. The Government encourages all attendees to use the solicitation to ensure all questions were answered and to watch the page limitations for proposals.
