About this file
This document is a Response to Bidder Questions for federal solicitation 140L2626Q0006, issued on March 25, 2026, for carpet replacement services at the GAOA Boise District Fuels Building. The government clarifies that bidders must provide pricing for both sheet carpeting (line item 3A) and tile carpeting (line item 3B), with the final selection dependent on available funds. The specification for sheet carpet has been revised to require direct glue-down installation of woven nylon broadloom carpet (12' wide) with no rubber pad. For matching existing materials, the government does not have prior manufacturer information but has provided photos showing typical gray heathered flooring and base trim currently installed; bidders should assume standard running-line solid or heathered colors with no custom color selections required.
The specification mandates true woven carpet construction at 9,000 density with 100% nylon fiber, low-VOC commercial-grade products, and standard commercial options are acceptable for colors. Additional clarifications address site logistics: temporary waste containers are permitted on-site with periodic hauling, physical presence of the prime contractor is required during all on-site work, and all floor preparation for new carpet must be included in the base bid with no separate change orders for sticky glue residue or minor subfloor issues. The government requires a payment bond within 10 days of award for contracts exceeding $35,000. Sustainable design certifications and product data sheets are reviewed post-award during the product submittal process with no additional reporting required. All carpet sample submissions and proposed schedules must be submitted post-award during a pre-construction meeting with the awarded contractor.

GAOA BD Fuels Bldg Carpet Replacement
Solicitation 140L2626Q0006
Date: 03/25/2026
Response to Bidder Questions:
1. Is it acceptable to substitute tile carpet?
a. We have included 096813 - tile carpet specification. The bid schedule has a separate line item 3A for Sheet carpeting and 3B for Tile Carpeting.
Please provide pricing for both. Depending on government available funds, Item 3A or 3B will be selected.
2. It would be to the benefit of the Bureau of Land Management to eliminate the rubber pad, eliminate the stretch in style of installation, and instead install a direct glue-down nylon broadloom carpet (12’ wide ).
a. We have revised specification 096816 Sheet Carpet to reflect the following: No rubber pad, installation of direct glue down woven nylon broadloom carpet.
3. "Match Existing" Details: The Summary of Work (Section 011000, 1.3.A) and the Resilient Base specifications (Section 096513, 2.2.G) require the new carpet, trim, and base to "match existing carpets and trim as closely as possible." To ensure we price the correct equivalent tier of materials, could you please provide the manufacturer name, style, and color code of the existing carpet and wall base currently installed in the building?
a. We do not have previous manufacturer information. Here is a photo to show typical flooring and base currently installed in the building. Due to age we will select standard available color and patterns.
4. Woven vs. Tufted Carpet: Specification Section 096816 (Part 2.1) specifically calls for "Woven Carpet" with a 9,000 density and 100% Nylon fiber. True woven carpet is a premium commercial product. Can the government please confirm if a true woven construction is strictly required, or if a standard commercial tufted broadloom carpet that meets the 100% nylon, 9,000 density, and environmental requirements is acceptable?
a. Woven Carpet
5. Color/Pattern Selection: Section 096816 (2.1.A) states that the color will be "As selected by Architect from manufacturer's full range." For pricing purposes, should we assume a standard, running-line solid/heathered color, or should we anticipate a patterned/custom color selection?
a. A standard running line solid / heathered color. No custom color / special order. Standard commercial options
6. Could you please clarify the required frequency for disposing of waste from the site?
Specifically, are we permitted to stage a temporary waste container (e.g., a dumpster) on-site and haul the waste away periodically, or does the government require the contractor to remove and haul away demolition waste on a daily basis to prevent any accumulation?
a. We have locations on site available for temporary waste container.
7. Regarding the implementation of FAR 52.236-6 for the GAOA Boise District Fuels Building Carpet Replacement project, could the Government confirm whether a direct employee of the Prime Contractor must be physically present on-site at all times work is being performed, or if the requirement for 'active superintendence' can be satisfied through a combination of robust oƯ-site coordination, and direct management of the subcontractor’s performance to ensure all project objectives, safety, and quality standards are met?
a. During the on site work, we do require physical presence of prime contractor to oversee and direct all subcontractor work activities.
8. Regarding the bonding requirements for Solicitation 140L2626Q0006, could the Government please confirm that if both Performance and Payment bonds are required or if a single form of protection (such as a Payment Bond or Irrevocable Letter of Credit) for 100% of the contract value is suƯicient per FAR 52.228-13?
a. A payment bond is required within 10 days of award for contracts greater than $35,000
9. "Regarding the sustainable design requirements in FAR 52.223-2 (Biobased Products) and Section K.9 (Recovered Materials), could the Government clarify the specific documentation required for compliance and at what stage of the project these certifications must be submitted? Specifically, will product data sheets showing ANSI/NSF 140 Silver certification satisfy these requirements, and should they be included in the initial product submittal package due within 5 days of award, or is there a separate reporting portal required for the annual reporting of bio-based product values.
a. This does not apply until after award. During the product submittal process, we review the product data sheets. We will not be requiring additional reporting data.
10. Specifications call out low VOC commercial grade carpet. Are there any preferred manufacturers?
a. We will accept commercial products that meet or exceed the minimum specification requirements for carpet, adhesives and base trim.
11. Disposal of old carpet, can it be recycled locally or do you require any documentation / proof of recycling or landfill disposal.
a. All materials that are disposed of must be done in accordance with all local laws and regulations. We do not require any disposal receipts at this time to track solid waste removal.
12. If we encounter sticky glue residue or minor subfloor issues during removal, will that be handled as a change order or included in the base bid.
a. All floor prep for new carpet shall be included in the base bid. Please review related specifications for appropriate pay items.
13. When would you like carpet samples and our proposed schedule submitted for approval.
a. All submittals are post contract award. Once the contract is awarded, a pre-construction meeting will be scheduled with the awarded contractor.
