About this file
This is a Questions and Answers (Q&A) document for federal contract opportunity 140L1726R0005 addressing clarifications on a water well construction and solar pump installation project.
The Government will not disclose an order of magnitude or anticipated contract value due to adoption of an RFO Part 36 deviation. Unaccompanied site visits are available using coordinates provided in the Performance Work Statement. Licensed well contractors must comply with Colorado Board of Examiners of Water Well Construction and Pump Installation Contractors regulations (Colorado Revised Statutes and 2 CCR 402-14), though this requirement applies only to well investigation and improvement work; the prime contractor may self-perform excavation, piping, tank installation, and related water system work. For drop pipe materials, any material complying with Colorado 2 CCR 402-2 is acceptable, including galvanized steel, HDPE, or PVC. The contractor has discretion on piping selection from the well to storage, with 1-1/4" HDPE SDR11 confirmed as acceptable. HDPE burial tanks are acceptable for storage. Pump depth will be determined by the contractor following pump testing to ensure long-term project success, regardless of historical depth records. The pump test must be designed by the contractor to verify sustained yield at twice the required flowrate with no additional drawdown; duration is contractor-determined based on achieving this verification standard.

Q&A 140L1726R0005
1. What is the Government's estimated construction magnitude or anticipated contract value for this project?
We no longer provide an order of magnitude since the RFO Part 36 deviation has been adopted.
We also can not provide an anticipated contract value.
2. Is a site visit available or recommended before proposals are due, and if so, how should we arrange one?
There will not be a formal site visit. Unaccompanied site visits are available. Please utilize the coordinates in the PWS to properly locate the site.
3. Does the licensed well-contractor requirement apply only to the well investigation/improvement portion, allowing the prime contractor to subcontract that specialty work to a properly licensed well contractor while self-performing the excavation, piping, tank installation and related water-system work?
Yes, well contractors shall be licensed in accordance with Colorado Board of Examiners of Water Well Construction and Pump Installation Contractors, as outlined in the
Colorado Revised Statutes and the Board’s rules (2 CCR 402-14). Other work except for well contracting does not require a Colorado license including a well driller.
4. Downhole Piping: due to the depth and flow, the preferred piping would be 1-1/4" to 2" galvanized. However, this can be done in HDPE as well as PVC joints. The contract does not state what material is to be used. If it is up to us, we would use 1-1/4" galvanized. Do you have a preference?
Any drop pipe material that complies with Colorado 2 CCR 402-2 may be used.
5. Conduit depth: Well logs show a pump originally set at about 240' deep. Is this the desired depth of the new solar pump? We will certainly know after test pumping either way.
Contractor shall determine the pump depth, after pump testing, that ensures long term success of the project.
6. Well to storage: material not specified, the best pipe to use for this run is 1-1/4 HDPE SDR11. Is this acceptable?
Yes, 1-1/4” HDPE SDR11 is acceptable.
7. Storage Tank: material not specified, but we would prefer to use an HDPE burial tank. Is this acceptable?
Yes, HDPE burial tank is acceptable.
8. Static water level and pump test: While test pumping, a proper test can take 2 - 3 days. Would a
24hr test suffice? Or should we plan to test for 48 - 72hr?
Contractor shall devise a pump test that verifies the sustained yield is twice the required flowrate with no additional drawdown.
