About this file

This is a Questions and Answers (Q&A) document for a federal contract opportunity identified as 140L1726R0005 issued by the Bureau of Land Management (BLM).

The Q&A addresses five key clarifications regarding a water system project. Regarding well performance, replacement-well drilling is outside the fixed-price scope; if the existing well proves insufficient, the BLM will make a project modification rather than requiring the contractor to drill a replacement. The two 500-foot pipelines to and from the storage tank may share a single trench. Pipeline design specifications—including sizes, materials, and pressure classes—are the contractor's responsibility per paragraph 2.7.1. For pump testing and well acceptance, the contractor must devise a test verifying the sustained yield is twice the required flowrate with no additional drawdown. Regarding payment protections, the contractor must submit either a payment bond or irrevocable letter of credit equal to 100 percent of the contract price within 10 days of award. The payment protection must cover the full contract performance period plus an additional one-year period.

Text version

1. Confirm replacement-well drilling is outside the fixed-price scope ie “what happens if award is made and well is determined insufficient?”

The BLM believes that the well will provide required water for the following reasons: The well pit is maintained full, exposed to the arid atmosphere, without a pump. The BLM wants a small fraction (less than 1%) of the previous sustained yield test. If the well cannot provide the required water, then a modification to the project will be made.

2. Confirm two 500-foot pipelines may share one trench?

The pipelines to and from the storage tank may share a trench.

3. Provide pipeline sizes, materials and pressure classes?

Contractor is responsible for the water system design (reference paragraph 2.7.1), including the pipeline sizes, materials and pressure classes.

4. Clarify pump-testing and well-acceptance requirements?

Contractor shall devise a pump test that verifies the sustained yield is twice the required flowrate with no additional drawdown.

5. Confirm excavation, fencing, wage and bonding requirements?

The Contractor shall submit one of the following payment protections: payment bond or irrevocable of credit.

The amount of the payment protection shall be 100 percent of the contract price. The submission of the payment protection is required within 10 days of contract award. The payment protection shall provide protection for the full contract performance period plus a one-year period.
