The Contractor must provide all labor, equipment, transportation, supplies, and disposal services, maintain proper equipment and vehicles suitable for site access, comply with all federal, state, and local wastewater handling and disposal regulations, use appropriate personal protective equipment, prevent spills, and coordinate the work schedule with the BLM Contracting Officer's Representative (COR). Upon completion of each service, the Contractor shall submit documentation confirming services performed, service dates, and notifications of any significant damage or maintenance needs. Payment will be made upon satisfactory completion and acceptance of work in accordance with the resulting purchase order or contract, with invoices submitted after each toilet is serviced. Statement of Work

Pumping and Recharging BLM Vault Toilets

1. Purpose

The Bureau of Land Management (BLM) requires pumping, and recharging of nine (9) vault toilets located at BLM-managed recreation sites. Eight of them will be done twice a year and one of them once a year.

2. Scope of Work

The Contractor shall provide all labor, equipment, transportation, supplies, and disposal services necessary to service the nine (9) BLM vault toilets.

For each vault toilet, the Contractor shall:

• Pump and remove accumulated waste from the vault.

• Transport waste to an appropriate, authorized disposal facility.

• Recharge the vault with an appropriate treatment product, as approved by BLM.

• Inspect the toilet for obvious damage or maintenance issues and notify the BLM Contracting O icer’s Representative (COR) of any deficiencies.

• Leave each toilet and surrounding work area clean and free of waste or spills.

3. Locations

The work shall be performed at nine (9) BLM vault toilets at locations identified by the BLM COR. The BLM will provide the Contractor with site specific access information prior to beginning work.

4. Contractor Responsibilities

The Contractor shall:

• Provide properly maintained pumping equipment and vehicles suitable for accessing the identified sites.

• Comply with all applicable federal, state, and local laws and regulations concerning wastewater handling, transportation, and disposal.

• Ensure waste is disposed of only at an authorized facility.

• Use appropriate personal protective equipment and follow applicable health and safety requirements.

• Prevent spills and promptly report any spill or release to the BLM COR.

• Coordinate the work schedule with the BLM COR before mobilization.

5. BLM Responsibilities

BLM will:

• Identify the nine (9) vault toilet locations.

• Provide available site access information and any known site-specific requirements.

• Coordinate access with the Contractor as necessary.

• Designate a COR to coordinate and inspect the work.

6. Deliverables

Upon completion, the Contractor shall provide the BLM COR with:

• Confirmation that all nine (9) vault toilets were serviced.

• Date each toilet was serviced.

• Notification of any significant damage, maintenance needs, or site conditions observed during servicing.

7. Period of Performance

Work shall be completed during the period specified in the resulting purchase order or contract. The Contractor shall coordinate the specific service dates with the BLM COR.

8. Acceptance

Work will be considered complete when all nine (9) vault toilets have been pumped, appropriately recharged, and left in a clean and serviceable condition, and required documentation has been provided to the BLM COR each time and for each toilet (twice a year for 8 toilets and once for one toilet; details provided in contract).

9. Payment

Payment will be made upon satisfactory completion and acceptance of the work in accordance with the resulting purchase order or contract. The Contractor shall provide an invoice identifying the services performed and applicable quantities. An invoice may be submitted after each toilet is serviced at any time during the year that it occurs.

10. Point of Contact

The BLM COR will be Heidi Jensen 970-826-5000 and will be identified in the resulting purchase order or contract and will be the Contractor’s primary point of contact for billing and questions concerning performance. Scheduling, site access and liaison with COR will be Pamela Vitt 970-826-5008 or another recreation program lead.
