About this file
This is a Performance Work Statement (PWS) for vehicle repair services issued by the Bureau of Land Management, Colorado State Office. The government seeks restoration of two collision-damaged vehicles to Original Equipment Manufacturer (OEM) specifications through a firm-fixed-price purchase order under FAR Part 12 (Commercial Items).
The specific vehicles requiring repair are a 2022 GMC Terrain and a 2016 Ram 1500. For the GMC Terrain, repair scope includes replacement and installation of the front bumper assembly with associated components (energy absorber, impact bar, upper support, front brace, left and right absorbers, and guard), bumper cover without park sensors, lower cover, right bezel, right molding extension, grill assembly, lower grill, right headlamp assembly with aiming, hood replacement with latch and weatherstrip, and engine/transaxle components (front air baffle and cover). For the Ram 1500 (VIN 1C6RR7KGXGS244616), work includes right cab door opening panel repair to the lower left corner, right front door shell repair, right rear door panel repair, right-rear pickup bed side panel repair with hazmat removal, tailgate shell replacement, and right rear pickup bed rail cover replacement. All sheet metal and body work requires clearcoating, color sanding and buffing, feather edging, priming, and blocking for uniform appearance. The contractor must also provide freight and transportation costs for shipping repair parts and quote towing expenses to transport the GMC Terrain from Craig, Colorado and the Ram 1500 from Kremmling, Colorado to the contractor's facility. Pre-approved changes are required for any additional work identified during inspection. The contract requires the contractor to furnish all personnel, equipment, supplies, tools, materials, and facilities necessary for performance, with the work performed at the contractor's location. The contractor must maintain all necessary licenses, permits, and certifications, safeguard government property, implement key control procedures, and comply with security and organizational conflict of interest requirements. Performance standards require zero deviation from OEM specifications with direct observation surveillance methodology for both vehicles.
