About this file
This is a Questions and Answers document for BLM's federal contract opportunity 140L1726Q0004-BLM-CO for janitorial services at the SWDFMU facility. The document addresses vendor inquiries regarding contract terms, scheduling flexibility, pricing benchmarks, and evaluation methodology rather than specifying detailed service requirements.
The previous contract (140L5421P0001) with Aspen Enterprises LLC had a total value of $78,000 for the base year and four option years combined. The requirement remains designated as a Total Small Business Set-Aside and will be evaluated using a best-value tradeoff methodology considering past experience, past performance, and price, with all option years evaluated at time of award for total evaluated price. Site visit attendance was not mandatory. The applicable wage determination is the current Montrose County version from SAM.gov. Regarding schedule flexibility, the government will accommodate religious observance adjustments if there is no additional cost, no missed cleanings, and minimal staff disruption, with the awarded vendor working with the Contracting Officer's Representative (COR) to establish an approved schedule. Work is expected to begin April 1, 2026, with the government anticipating award issuance prior to that date to allow approximately 30 days for background checks and badge processing; during this transition period, work must be completed within business hours specified in the Statement of Work.
