Issued by
Department of the Interior Bureau of Land Management California Region

About this file

This is Amendment 1 to a federal solicitation for fee collection services at the Imperial Sand Dunes Recreational Area (ISDRA) operated by the Bureau of Land Management (BLM) in California. The amendment updates the wage determination to WD 2015-5607 Rev. 29 and adds the RFO 52.222-90 clause addressing discrimination by federal contractors regarding diversity, equity, and inclusion (DEI) activities. The solicitation number is 140L1226Q0007, with an effective date of April 23, 2026.

The requirement is a follow-on contract to the incumbent contract 140L0621C0019 previously awarded to Urban Park Concessionaires in 2021. The period of performance runs from July 1, 2026, through June 30, 2031, with four option periods included. This is structured as a firm fixed price purchase order with all shipping and travel costs included in line items under F.O.B. Destination terms. Quotations must be submitted to lehlinger@ios.doi.gov and must comply with all attached solicitation documents, contract clauses, specifications, requirements, provisions, terms, and conditions. The amendment addresses vendor questions regarding roving operations, payment technology requirements (mobile POS with Wi-Fi capability to be contractor-furnished), and safekeeping of passes during roving sales, with detailed guidance provided on secure storage, access control, inventory accountability, vehicle security, and incident reporting procedures for passes maintained in BLM-issued vehicles. The RFO 52.222-90 clause prohibits racially discriminatory DEI activities and requires contractors to report compliance information and subcontractor violations to the Contracting Officer, with potential contract termination, suspension, or debarment consequences for noncompliance.

Safekeeping Provisions for Passes While Roving

(Internal Guidance)

Based on internal policy¿including the BLM

Personal Property Manual (MS¿1520) and established Government¿Furnished Property (GFP) safeguarding requirements¿the following provisions are recommended for securing passes and permits during roving fee¿collection operations:

Secure Storage Requirements

All passes must be stored in a lockable compartment within the BLM¿issued vehicle

(e.g., lockable center console, cargo lockbox, secured storage drawer). This aligns with BLM requirements for safeguarding government property.

Access Control

Access to the secured compartment should be limited to authorized fee¿collection personnel.

Keys or digital access codes must be managed in accordance with GFP safeguarding procedures to ensure accountability and prevent unauthorized access.

Inventory and Accountability

A daily inventory log should be maintained documenting: ¿ Beginning¿of¿shift pass count

¿ End¿of¿shift pass count

¿ Serial numbers (if applicable)

Any discrepancies must be reported immediately to the supervisor or Contracting Officer

Representative (COR), consistent with BLM sensitive¿property management requirements.

Inventory may be completed at the Cahuilla

Ranger Station or the temporary ranger station prior to roving sales, with all materials consolidated and secured with the fee contractor at the end of each shift.

Vehicle Security

Vehicles must remain locked whenever unattended, and passes should never be visible from outside the vehicle. When parked in remote locations, staff should take additional precautions to reduce theft risk, such as
