About this file

This document is a Prebid Site Visit Summary for the GAOA FY24 Bishop Campgrounds project, detailing a site visit on April 24, 2025, involving Bureau of Land Management (BLM) staff and four contractors. The summary outlines a general scope of work for three campgrounds (Crowley Lake, Horton Creek, and Tuttle Creek) that includes installing isolation valves, water meters, and new 4-inch drain lines at water tank locations. Specific site requirements include installing 2-3 isolation valves per campground, placing tank meters at existing system isolation valve locations, and creating drain lines ranging from 40 to 560 feet that terminate at designated wash areas.

The document includes a comprehensive Q&A section addressing technical specifications, such as pipe material options (must be 4-inch diameter and NSF 61 certified), drain line installation flexibility, and environmental constraints. Key clarifications include allowing pipe materials beyond PVC, permitting non-exact drain line lengths, and confirming that drain lines can be exposed within fenced well areas but must be covered outside these zones. The project involves minimum surface disturbances, with no specific burial depth requirements, and focuses on maintaining proper drainage, erosion control, and pipe stability across the three campground locations.

Prebid Site Visit Summary – Crowley Lake, Horton Creek, and Tu le

Creek Campgrounds

RFP# 140L1225Q0010- GAOA FY24 BISHOP CAMPGROUNDS

Summary:

Date: April 24, 2025

Time: 12:00 PM – 5:21 PM

A endees: Cheryl Parker and Jeff Coffman (BLM), Contractors-see a ached sign in sheet

The site visit began at 12:00 PM at the Crowley Lake Campground entrance with four contractors in a endance. A brief overview of the planned work at each campground was provided, with the following general scope applicable to all three sites:

General Scope of Work (All Campgrounds):

Isola on Valves & Meters:

Installa on of several isola on valves throughout each campground's distribu on system, as well as a water meter at each tank loca on. BLM staff will iden fy and mark the pipe loca ons for valve installa on and will either leave the area uncovered or include a note indica ng the pipe depth a er reburial.

Tank Drain Line Installa on:

A new 4-inch buried drain line will be installed beginning at the tank outlet. The line must include an isola on valve and a capped tee to allow BLM staff access for internal tank cleaning.

o All drain line materials must be 4-inch in diameter and NSF 61 cer fied.

o Burial depth is not specified; however, lines must be graded to drain properly and covered with stable onsite material to prevent erosion.

o The drain ou all must be installed with appropriate support, screened outlets, air gaps

(minimum of twice the pipe diameter), and erosion control. It must not cause erosion or flooding of nearby roads or campsites.

Exis ng Drain Lines:

All exis ng drain line materials are to be disconnected and le onsite in a secure loca on for BLM staff retrieval.

Site-Specific Details:

Crowley Lake Campground:

o Two isola on valves will be installed within the distribu on system. Loca ons will be marked by BLM staff using cones.

o The tank meter will be installed at the site of the exis ng system isola on valve.

o A new tank drain line of at least 40 feet will be installed. The ou all may discharge to a new loca on or exis ng drainage but must not lead to erosion of the adjacent tank access road.

Horton Creek Campground:

o Two isola on valves will be installed in the distribu on system, with BLM staff marking the loca ons.

o The tank meter will be installed at the loca on of the exis ng system isola on valve.

o A minimum of 200 feet of new drain line will be installed, termina ng at the wash where the current line ends.

Tu le Creek Campground:

o Three isola on valves will be installed and marked by BLM staff.

o The tank meter will be placed at the loca on of the exis ng system isola on valve.

o At least 560 feet of new tank drain line will be installed, termina ng at the wash where the current line ends.

o Up to two low points may occur along the line. Each low point must include an isola on valve, screened outlet, air gap, and erosion control measures at the ou all.

o There are two spots where the drain line crosses under a roadway. Sufficient cover shall be placed above the pipe to protect it from vehicle traffic.

The pre-bid site visit concluded at 5:21 PM.

Ques ons:

Q: The Scope of Work (SOW) states that one meter is to be installed at each campground (total of 4), but the specifica ons indicate two per campground.

A: Reference: SOW Sec on 11 – General Requirements (PDF page 37) I’ve corrected the specifica ons to align with the SOW, specifying only one meter per campground.

Q: The SOW Sec on 12 – As-Built Drawings (PDF page 56) includes the exis ng drain for the distribu on system at Crowley Lake Campground.

A: Please note that Sec on 12 contained as-built drawings of the sites, which were intended to provide contractors with sufficient informa on to prepare accurate bids. These drawings should not be interpreted as represen ng completed work required by the solicita on. They have been removed from this solicita on to avoid confusion but can be provided if requested a er the award.

Q: Can the pipe material be something other than PVC, such as HDPE pipe?

A: Yes, the contractor may u lize any piping material of their choosing so long as it 4-inch in diameter and is NFP 61 cer fied. See the amended statement of work for addi onal informa on.

Q: Do the drain lengths have to be exact lengths as detailed in the SOW?

A: No, the lengths quoted in the SOW of work are the minimum distance. Discrepancies were found in the original posted lengths compared to the SOW. The SOW has been amended to state new minimum approximate lengths for each campground as well as the KML data captured when the site party walked each line.

Q: Can a French drain or infiltra on chamber be placed near the well head to eliminate the long runs over the boulder fields at Horton Creek and Tu le Creek? For the campgrounds that have elevated tanks are we allowed to use infiltra on chambers for pipe protec on?

A: No, only minimum depth surface disturbances was contaminated in the NEPA, NHP, and Endangered species review for the campgrounds. There is no burial depth for the pipe (it can be laid on the surface with sufficient cover placed and stabilized as long as the line s ll maintains the minimum slope of 0.8%) and is not required to be a straight line. Low spots will be allowed at Tu le Creek where the line crosses over swells as long as they are supported to have an isola on valve to a drain out that is screened, maintains the air gap above the na ve surface, and has erosion control to prevent washout during discharge. See the amended statement of work for addi onal informa on.

Q: Can the drain line be angled instead of straight down a er the T?

A:Yes, as long as the pipe is supported/stable and does not inhibit the T endcap from coming off. See the amended statement of work for addi onal informa on.

Q: Does the drain line need to be buried within the fenced well and tank site?

A: No, the drain line can be exposed within the fenced area as long as it supported/stabilized but does need to be covered outside the fenced area.
