Questions and Answers – Amendment 0002
1. Will the bonding requirements only be necessary for the amounts of each phase and not the contract entirety?
Answer: Bonding requirements apply to the total base and all options amount of the contract.
2. Considering the terrain, further define the permission to exit the 30-foot buffer zone in order to gain fence line access.
Answer: This will be very limited and on a case-by-case basis. Any deviated routes must be the shortest with the least resistance as possible. On-site inspectors will take deviation requests or other issues to the Contracting Officer for acceptance after award.
3. Please further define the payment schedule.
Answer: Payments will be made in accordance with FAR 52.232-5 Payments Under Fixed- Price Construction Contracts based on accepted progress under an approved Schedule of Values.
4. The end date on the period of performance is incorrect, it should read 5/22/2026.
Answer: The resultant award period of performance is 455 after the issuance of the Notice to Proceed. The end date has been corrected to 05/22/2026 in this amendment.
5. How much funding is currently secured for this contract?
Answer: The estimated magnitude has been provided pursuant to FAR 36.204. Please note that in no event shall the statement of magnitude disclose the Government’s estimate.
6. Bid schedule: How is this to be quoted, by phase, per foot, by item?
Answer: The price provided to the Government shall be a lump sum price for each item defined in the Section B, Bid Schedule. The means and methods for obtaining this lump sum are up to each bidder.
7. What is the minimum quantity of phases to be awarded?
Answer: The base award will be awarded at time of award. The optional items may be awarded at time of award or within 90 days after contract award in accordance with H8 Special Requirement 1: Option for Additional Services – Separately Priced Line Items.
8. Plans call for galvanized or raw pipe paint, can either be used?
Answer: Raw pipe is acceptable. Galvanized is not needed. Used pipe must be of 80% or better as described in written specifications.
9. Posts to be driven to a depth of 5 ft, what if this is not possible given the soil conditions?
Answer: Post location can be moved to avoid large rocks if necessary. Other areas may require drilling to reach the 5-foot depth.
10. Will the contractor be allowed to adjust the price of the options after award?
Answer: Option prices are binding at time of award and cannot be changed.
11. Will the contractor be expected to coordinate with utility companies?
Answer: Yes. The contractor is responsible for contacting the utility companies. Daily coordination may be necessary especially around gas pipelines. A gas company requires a representative be present for work near the pipeline. Equipment may not drive over a pipeline.
12. When will BLM decide to exercise options?
Answer: The optional items may be awarded at time of award or within 90 days after contract award in accordance with H8 Special Requirement 1: Option for Additional Services – Separately Priced Line Items.
13. Will H braces that can be bolted together be allowed in cases that fire restrictions do not allow field welding or steep/rocky terrain does allow access to equipment to drive posts?
Answer: Alternate methods proposed may be considered by management in extreme circumstances. Any requested changes must be approved by the Contracting Officer before proceeding.
14. The DBW rate used for this project is Heavy and General Laborer. This rate is $26.15 wages and $8.37 fringes. This is not the normal rate used for a fence laborer in Arizona.
The wage rate acceptable on the previous SPRNC contract is from Highway and Fence Laborer $12.20 wages and $3.84 fringes. Would this be acceptable?
Answer: The Wage Determination selected remains unchanged. Upon examination of guidance from the Department of Labor, the Contracting Officer finds that the “Heavy” selection is the best fit for the project.
15. The narrative for the project states 28.21 miles but when calculated its 28.57.
Answer: The distance in the narrative is the best estimate available and is within a 1.3% error rate. Elevation and other factors may affect the total distance.
