About this file

This is Amendment 0005 to Solicitation 140G0226R0001, issued by the USGS OAG Denver Acquisition Branch on February 5, 2026. The amendment addresses contractor requests for information (RFI) regarding a solar backup power installation project with a firm fixed price award type. The period of performance is April 1, 2026 through July 30, 2026.

The amendment provides detailed responses to 10 contractor questions about the existing facility and equipment specifications. Key responses include confirmation that the standby generator is an Olympian Power System Model GEP50SP3 (55 kW, 55 kVA, 120/240 volts single phase) with Perkins engine, routed through two ASCO Series 165 automatic transfer switches. The shop/garage facility is approximately 1,394 square feet with a structural concrete roof deck featuring low slope and elastomeric waterproofing. Site information regarding existing wiring, underground conduit routing, equipment dimensions, and ground-mounted array locations will be provided prior to project start. The amendment clarifies that there is no current internet connection at the site but cellular modem installation may be possible, with fault and outage alerts to be determined during project commencement. Technical Point of Contact is Kristen Lewis (klewis@usgs.gov), Administrative Point of Contact is Robin Davis (rdavis07@usgs.gov), and Contract Specialist is Philip Robinson (probinson@usgs.gov).

The purpose of this amendment is to address contractor requests for information (RFI) from the solicitation.

a. Q13: Make/model, kW/kVA, voltage/phase, number of hours on the set, fuel type. A nameplate photo is preferred.

A13: The Generator is as described below;

however, it is up to the contractor to verify all site conditions, equipment, etc.

Standby Generator G-1:

Olympian Power System Model GEP50SP3.

Serial OLY00000PRPF07522.

Manufactured 2004.

Standby duty. Delta connected.

120/240 volts, 229 amperes, single phase, 55 kW, 55 kVA, 1.0 power factor.

Perkins England engine, TPL No.

2326/1500. Serial AH51042*U621620L*

b. Q14: Existing transfer topology: Transfer switch make/model, where it sits in the distribution, what it serves today.

A14: The Generator feed is routed through two ASCO Series 165 automatic transfer switches and supplies the entire site when operating. It is up to the contractor to verify all site conditions, equipment, etc.

c. Q15: Existing wiring and underground conduit routing.

A15: All available site information will be provided prior to the start of the project.

d: Q16: Generator control interface: confirm

2-wire start or alternate method for remote start/stop.

A16: This information is not currently available. It is up to the contractor to verify all site conditions, equipment, etc.

e. Q17: Confirm exact dimensions and physical constraints of the proposed equipment area. We are assuming at least an 8 ft x 8 ft area where

(C) the equipment can be housed.

A17: The Shop/Garage is approximately 1,394 square feet on a single level. The dimensions of the shop/garage are shown in Figure 5 of the

Statement of Objectives.

f. Q18: It is the opinion of NewGrid that energy storage systems and power electronics be housed in an environment that is temperature-controlled and sealed from ingress of dust and pestilence. We can provide our internal engineering bulletins on equipment room best practices and participate in elevating the state of the current equipment area to meet those standards. These standards are in place to ensure longevity of equipment and satisfaction of all manufacturer warranty requirements.

A19: This is a statement, not a question.

Bulletins are not required.

g. Q20: We have proposed a 45kW array and can confidently say that amount of PV will not fit on available roof space. We distribute the PV on ground and roof but need to know the dimensions and roofing system of the shop.

A20: The dimensions of the shop/garage are shown in Figure 5 of the Statement of

Objectives. The existing roof and overhang system consists of a structural concrete roof deck with exposed concrete beams on the roof surface, waterproofed with an elastomeric coating system. The concrete roof deck has a low slope and slightly pitches to the roof edges.

h. Q21: For the ground-mounted array, we will want to sight that location and review any documentation that shows underground water, gas, or electrical infrastructure. Again, this can be achieved during a site visit, as well.

A21: All available site information will be provided prior to the start of the project.

i. Q22: Confirm what internet connection is available onsite and where USGS would want fault and outage alerts routed.

A22: There currently is not an internet connection at the proposed location of the solar backup power installation; however, installation of a cellular modem may be a possibility. Fault and outage alerts will need to be determined in consultation with the facility manager and/or onsite representative once the project commences.

j. All other terms and conditions remain unchanged.
