Amendment 002 to USGS San Juan Magnetic Observatory Solar and Backup Power System Installation

This is Amendment 002 to Solicitation 140G0226R0001, issued by the USGS OAG Denver Acquisition Branch on February 5, 2026. The amendment provides an updated Statement of Work (SOW) and responses to seven contractor questions regarding the solar and backup power system installation project at the USGS San Juan Magnetic Observatory in San Juan, Puerto Rico. The solicitation is not extended, and offers must acknowledge receipt of this amendment prior to the hour and date specified in the original solicitation or as amended. Acknowledgment may be made by completing items 8 and 15 and returning the form, by acknowledging receipt on each copy of the offer submitted, or by separate letter or electronic communication referencing the solicitation and amendment numbers. Failure to acknowledge receipt at the designated place prior to the specified hour and date may result in rejection of the offer.

The amendment confirms critical project parameters, including a pre-proposal site visit scheduled for February 19, 2026 at 1:30 PM AST, and clarifies that the solar system shall operate as a zero export/feed-in metering system without grid-connection, eliminating the need for LUMA approval. The contractor must confirm existing site conditions and electrical power consumption, as the provided 5060 kWh per month figure is an estimate only. The solar plus battery backup power system (S+B-BPS) must provide sufficient power to operate fourteen designated buildings at full normal power usage for a minimum of 72 hours during a utility power failure, with successful completion of a non-interrupted 72-hour test period. A power conditioning system must be installed to protect against under- and over-voltage events. The period of performance is April 1, 2026 to May 16, 2026. The award type is firm-fixed-price with Product/Service Code 6117 (Solar Electric Power Systems). Technical, administrative, and contracting points of contact are Kristen Lewis, Robin Davis, and Philip Robinson, respectively.

The purpose of this amendment is to provide an updated Statement of Work (SOW) and to provide answers to contractor questions and replaces the previous SOW.

a) Q1. What is the date for the pre-proposal site visit?

A1: February 19, 2026 at 1:30 PM AST.

b) Q2: Puerto Rico regulations require that photovoltaic systems larger than 25 kW that will be grid-connected require LUMA approval before project implementation. This process takes between 30 and 60 days. The documents sent require that the project be completed within 45 days of the notice to proceed. Will this system be grid-connected?

If yes, 45 days is likely not enough time.

A2: As stated on pages 2 & 3 of the

Statement of Work (SOW), the solar system shall not feed power back to the electric utility grid that is, the system shall be a zero export/feed-in metering system.

c) Q3: Will the photovoltaic system be built to cover 100% of the energy consumption based on the provided information of 5060 kWh per month?

A3: As stated on page 6 of the SOW, the contractor shall confirm existing site conditions and measurements including analysis of electrical power consumption. And on page 3 of the SOO, contractor shall list any power usage or other quantities listed in this document and are estimates only.

d) Q4: Do you plan to participate in the net metering program with this system?

A4: As stated on pages 2 & 3 of the updated

Statement of Work (SOW), the solar system shall not feed power back to the electric utility grid that is, the system shall be a zero export/feed-in metering system.

e) Q5: How many days of autonomy are you requiring for the batteries? (How long will the facility be powered in a power outage using only the batteries, assuming there is no solar or grid power?)

A5: As stated on page 8 of the updated SOW, contractor shall ensure that the S+B-BPS provides sufficient power to operate the fourteen (14) designated buildings at full normal power usage for a minimum of 72 hours from the time the utility power fails. Also on page 8, contractor shall successfully provide power equivalent to utility power over a non-interrupted 72-hour period test of the

S+B-BPS system. S+B-BPS is solar power plus lithium iron phosphate (LiFePO) battery storage backup power system (S+B-BPS).

f) Q6: Will all the site's electrical loads be supplied by the batteries in a power outage?

A6: As stated on page 8 of the updated SOW, contractor shall ensure that the S+B-BPS provides sufficient power to operate the fourteen (14) designated buildings at full normal power usage for a minimum of 72 hours from the time the utility power fails. Also on page 8, contractor shall successfully provide power equivalent to utility power over a non-interrupted 72-hour period test of the

S+B-BPS system. S+B-BPS is solar power plus lithium iron phosphate (LiFePO) battery storage backup power system (S+B-BPS).

g) Q7: Will the power conditioning unit protect the entire facility?

A7: As stated on page 3 of the updated SOW, contractor shall install a power conditioning system to ensure that under- or over-voltage events are handled properly before reaching any of the buildings.
