About this file
This is a Questions and Answers document containing six questions (#8-13) related to laboratory decommissioning services at the Missouri Water Science Center in Rolla, MO (solicitation 140G0225R0008).
The Q&A addresses specific details about cabinet and countertop removal, including guidance on separating countertops from base cabinets when needed for doorway clearance and permission to cut the center island countertop if necessary. It confirms that cabinets have been emptied of laboratory chemicals, though some normal office materials remain. The document clarifies that USGS should be listed as the generator on waste manifests, noting their status as a Very Small Quantity Generator without an EPA ID. It provides contact information for the building owner (Joe Brazil) regarding roof repairs, indicates that waste container staging areas will be determined during project execution, and confirms that the ice machine in room 221 should be disposed of rather than stored.

140G0225R0008 Amendment 0003 Attachment 6 Questions and Answers 08-13
08. The scope of work calls for removal of base and wall cabinets and countertops and moving them to an onsite storage area. Do we need to separate the countertops from the cabinet bases on all units or only when needed due to door size limitations? (doing so may imply damaging the base, the countertops or both) Some of the countertop/base cabinet assemblies will not fit through doorways, such as the center island in the main Water quality lab (room 221 see photo on page 9 of the solicitation) which is back to back base cabinets with a wide countertop across both sets of cabinets.
If the countertops can be removed without damage to either the countertop or the base, then remove the countertops. The center island countertop as well as all others in that room appear to be screwed in from the underneath and removable. If it cannot be removed then it may be cut in half to match up with the bases. In other words, make the cut lengthwise so that when reassembled, the cut can be sealed with glue and a silicone-based top sealer to prevent liquid intrusion.
09. Can we assume that all cabinets will be free of chemical containers and reagents?
Cabinets have been emptied of contents. There are a few loose items of normal trash (boxes packing material, hand soap) plastic containers that are NOT associated with chemical use remaining on the counters/rooms that are normal office materials. All laboratory chemicals have been removed.
10. For all waste generated (e.g. rinse water, P-traps, etc.) do you need the waste manifest naming USGS as the generator? If so, would you be able to provide an EPA ID number or is this location exempt based on generation status? Please indicate if waste should be disposed of under our name as generators.
Yes, the waste manifest should identify USGS as the generator. We do not have an EPA ID because we are a Very Small Quantity Generator.
11. Could you provide the contact information for the roofing contractor of the building owner that we would need to use for roof repairs?
The following is the contact information for the building owner.
Joe Brazil1-636-482-4040 JBrazil@tremcoinc.com
12. Would you have an area where we can leave closed and labeled waste containers (5-gal buckets) onsite with rinsate water and P-traps for later pick up by waste contractor?
The building owner representative has indicated they will work with contractors for materials staging, because the entire building will be reconfigured beginning soon, the specific location of staging will be worked out at the time the work is done.
13. Do you want us to dispose the ice machine on room 221 after cleanup? (the SOW calls for removing it but is not clear if we should place it in storage or just get rid of it).
Yes, the ice machine shall be disposed.
