About this file
This is a site visit attendance record and Q&A document for a laboratory decommissioning project at the USGS facility in Rolla, MO. The site visit occurred on February 20, 2025, from 10:05-11:05 AM, with representatives from three companies attending: Northwind Engineering LLC, Triangle Environmental Science and Engineering, and Tri Cat LLC.
The Q&A portion revealed key project details including: work must be completed by July 31, 2025; the lab areas will be unoccupied but other building areas will remain occupied during work; cabinets must be removed, cleaned, and stored nearby for future government use; the facility was first occupied in 1976 with lab renovations done in the mid-1990s; and contractors raised questions about potential asbestos-containing materials in floor tiles and countertops. The work involves decommissioning both a sediment lab and water quality lab, with specific requirements for handling equipment including DI machines, ice machines, chillers, and fume hoods.

USGS Participants were:
John Schumacher (Central Midwest Water Science Center Robert Barth Property Mgt specialist, USGS Rolla Operations Center, U S Geological Survey Bldg Dan Howard, Building Owner representative (howard.dan33@yahoo.com )
Tour began at 10:05. Participants were shown facilities in the following order: sediment lab, the nearby loading dock, nearby restrooms and water fountain, the main water quality lab and two adjacent rooms, and the roof access ladder from the interior of the building. From some of the questions, it seemed some participants had not carefully read the solicitation and on several occasions, they were referred to the solicitation. John informed the group that most questions regarding the specific scope of work should be directed to Contracting officer so that answers will be available to all potential bidders.
The following is a summary of questions directed to USGS or building representative.
Questions while touring the Sediment lab and adjacent two rooms.
Q1. Is the requested work to be done while the building is occupied? (I ask because we will be testing example to see if any materials will might disturb are ACM (asbestos containing materials) such as floor tiles that may come up removing cabinets or wall board or we find mold behind cabinets etc.)
Response 1 (Barth) As far as we know the building will be occupied in some areas but the lab areas were operated by the Water Science Center and their staff will be out of the building by the end of the month. But other areas of the building as far as we know will be occupied unless there is some concern expressed by the contractor doing the work of a hazard such as you mentioned.
Response 2 (Schumacher) correct, the lab areas as you can see are no longer occupied and our staff will not be in these areas after this week. It is assumed other parts of the building will remaining occupied.
Q2. Do the cabinets stay?
Response (Schumacher) please refer carefully to the solicitation text as that question in spelled out (I provided a hard copy upon which the question seemed answered). Discussion among Triangle participates that it looks like the cabinets are to be removed, cleaned, and stored… Q3. Where will the cabinets be stored and are they to be reused in this facility.
Response (Schumacher) The solicitation makes mention of a room where the cabinets and other items specified as being retains for reuse by the gov’t are to staged. Because we are not fully aware of the new owners schedule, that particular location may change, but there will be a location nearby in the building as convenient and close to the work areas as possible for them to be located.
Response (Dan) Cabinets and items to be cleaned for reuse from the sediment lab probably can be stored just down the hall on the loading dock or in area close by. We will work with the contractor at the time to ensure there is a place close by.
Q4. Is there access to the loading dock?
Response 1 (Schumacher) Once you all are finished here will walk the short hallway to the south from here to the loading dock which is only about 75 ft from here. There is an wide (~8x12 ft) overhead door to the outside and double doors in the hallway to facilitate movement of larger objects.
Questions asked while touring the primary Water Quality Lab
Q5. When are you looking to have the work done?
Response (Barth) I assume much of that is determined by the contractor’s ability to mobilize but I believe I read the solicitation indicates that work must be done by July 31, 2025 and I assume it would be done well in advance of that.
Q6. Are the countertops (on the metal cabinets) original? (I ask because some of these could be ACM depending on age) Response (Schumacher) The countertops of these cabinets original to the cabinets themselves. This lab was redone (all new cabinets, counters, and floor covering) in the mid-late 1990s and the cabinets came from thermos-Fisher Scientific and were installed by one of their contractors. I do not know if the floor covering was installed over the original tile floors if tiles removed. Please see details in the solicitation.
Response (Dan) the building was first occupied in ~1976.
Q7. Do all the cabinets in this and the other rooms stay?
Response (Schumacher) again, please check the specific text of the solicitation and verify all cabinets and countertops, fume hood here, and dish washers are to be removed and cleaned (protocol specified) and saved for later USGS/other agency use. Equipment you see remaining in here, the DI machine, ice machine, large 3 door chiller and adjacent flammable cabinet and contents all are part of the remediation as mentioned in the solicitation.
After viewing the main Water quality lab and adjacent rooms they were shown the access ladder to the roof in the buildings mechanical room by Dan.
