About this file

This is a Questions and Answers (Q&A) document for federal solicitation 140G0126Q0284, PR 0044013748, addressing inquiries regarding retention pond maintenance and restoration work.

The project involves excavating and restoring a retention pond to original design capacity, with an estimated center depth of approximately 9 feet below grade. Contractor responsibilities include sediment and material removal, disposal at a pre-selected on-campus location, tree and vegetation removal from embankments and riprap areas, dewatering operations, and landscape restoration. All work must comply with Virginia Department of Environmental Quality (VADEQ), Virginia Erosion and Sediment Control Plan (VESMP), and Virginia Stormwater Management Program (VSMP) regulations. The contractor is responsible for determining permit requirements, which may include a Fairfax County land disturbance permit with erosion and sediment control/stormwater plan and a VSMP permit through VADEQ. Dewatering may be conducted through existing outfall structures using sediment filter bags or dewatering basins. Silt fencing and perimeter sediment controls are required at the disposal area per applicable regulatory requirements. Ground protection matting is advised but not mandatory. Any tree limb clearance for haul routes must be included in the proposal, with the exception of two Chinese Redwood trees near the pond that are protected from trimming. Access to the project and disposal site will remain available during potential government shutdowns, and work may continue. This is a new contract requirement with no incumbent contractor.

Q&A Solicitation 140G0126Q0284

PR 0044013748

1. Can you please provide the as-built drawing or specifications showing the depth of the Retention pond?

Answer: Send an email request to Contracting Officer for a PDF copy.

2. Will the owner allow discharge of water or effluent from the pond onto the wooded areas to the north and/or to the south of the pond?

Answer: This is permitted in accordance with any applicable regulatory requirements. This method shall not impede pedestrian walkways in the pond area.

3. Will the contractor be responsible for protection and/or any measures to mitigate run-off once the sediment and material has been dumped at the designated holding area on the east side of the campus?

Answer: Yes, as per any applicable regulatory requirements.

4. Can the owner confirm that there is a control valve inside the structure at the west end to open the drainpipe at the bottom of the pond?

Answer: Unable to confirm, but as-built drawing shows there should be one there.

5. Permits & Regulatory Approvals: SOW Section 2.1 cites compliance with VADEQ, VESMP, and VSMP regulations, while Section 3.3 references providing copies of permits "if necessary". Will the contractor be required to obtain any VADEQ, Fairfax County, or other environmental/land disturbance permits, or is this work covered under USGS’s existing facility-wide MS4 permit?

Answer: This project may require a Fairfax County land disturbance permit and associated ESC/stormwater plan (with a Responsible Land Disturber) before starting work. This project also may require a VSMP permit through VADEQ.

Contractor is responsible for determining if permits are required prior to work.

6. Dewatering Discharge: Would the Government allow the contractor to dewater the pond by pumping water directly to the existing outfall structure through an approved sediment filter bag/dewatering basin?

Answer: Yes, as per any applicable regulatory requirements.

7. Excavation Depth / Design Profile: SOW Section 2.1 requires restoring the pond to original design capacity while protecting the underlying clay/silt base, and Section

1.1 notes rebuild plans from 1992 are available upon request. If existing design drawings cannot be provided prior to the quote submission deadline, can the Government provide an anticipated average sediment excavation depth or baseline bathymetric data so offerors can reliably estimate sludge volume (CY) and nutrient removal calculations?

Answer: Estimated depth at center of pond is about 9 feet below grade at center of pond.

8. Tree & Vegetation Removal Scope: SOW Section 2.1 specifies the removal of "woody vegetation and trees from the pond embankment". Are trees within the top-of-bank to be cut flush and treated with herbicide, or are they required to be grubbed entirely, including the root system?

Answer: Removal is preferred, if herbicide is used there shall be nothing visible above surface. Note, all trees to be removed in riprap, spillways, and ornamentally planted areas as well as inside the pond itself.

9. Access Route & Site Protection: SOW Section 2.1 requires the contractor to repair infrastructure and restore disturbed landscape. Will construction/ground protection matting be mandatory between the access road and the pond area to protect turf and existing tree root zones from equipment ingress/egress?

Answer: See Solicitation. Ground protection is not mandatory but advised.

10. Overhead Clearance: Will the Government trim tree limbs overhanging the intended haul route between the pond and the staging/disposal area, or must that clearance work be included in the contractor's scope?

Answer: Any clearance should be included in the proposal. Note-2 Chinese Redwood trees near pond area are not permitted to be trimmed.

11. Disposal / Staging Area Erosion Controls: SOW Section 3.2 requires a sediment disposal and dewatering plan. Will silt fencing and perimeter sediment controls be required around the disposal area prior to hauling?

12. Will contractor be responsible for installing perimeter controls at the dump area, e.g., SF, SSF or filter logs?

13. Please confirm no permits are required to perform the scoped maintenance work.

Answer: Contractor is responsible for determining if permits are required prior to work.

14. Please provide a copy of original plan set.

Answer: Send an email request to Contracting Officer for a PDF copy.

15. Please confirm disposal site for dredge material, vegetation and woody debris will be provided on campus, per site walk and discussion.

Answer: Yes, a designated area has been pre-selected.

16. Please confirm access to project and dump site will be open through government shut down, should it occur, and work can continue on campus outside the building.

Answer: Yes, work should continue through a shutdown. Contractor will have access to project and dump site.

17. We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services.

Answer: This is a new requirement. There is no incumbent.

18. If not brand new, could you please provide the current / previous contract number?

Answer: This is a new requirement. There is no incumbent.
