About this file

This is an Amendment 2 to a Questions and Answers document for federal contract 140G0126Q0177 regarding hazardous waste disposal services, specifically PFAS bio-waste removal and soil sampling.

The Q&A document clarifies key contract requirements across seven questions. For waste volume verification (Line Item 00010), the Government directs contractors to attend a site visit on July 30, 2026, at 9:00 am eastern time to assess PFAS bio-waste stored in trash bags; additional site visits can be scheduled upon request. For optional soil removal (CLIN 00020), contractors must similarly attend the site visit to establish pricing basis, as excavation scope depends on analysis results. The Government clarifies that contractors bear responsibility for generating and completing all waste manifest documents. For soil sampling (CLIN 00030), the quantity has been updated from 75 to 80 samples, and contractors must include laboratory analytical fees in their lump sum quote rather than limiting responsibility to sample collection and delivery. A 48-hour response requirement mentioned in Section 3.c of the Statement of Work has been removed; contractors should reference the updated SOW in Attachment 5. Regarding soil sampling results, the Technical Liaison reviews results and relays findings to the Contracting Officer, who then contacts the contractor to initiate soil-removal work without requiring a formal modification. Finally, contractors must provide all soil sampling equipment, including hand augers, stainless steel probes, and sample jars, as the Government will not furnish any equipment.

140G0126Q0177 Amendment 2 Q&A

Question# 1: Waste Volume Verification (Exhibit B): The SOW states that PFAS bio-waste is currently stored in large trash bags. To ensure accurate transportation and disposal for pricing for Line Item 00010, could the Government provide a total bag count and an estimated aggregate weight or volume (e.g., cubic yards) for the waste pictured in Exhibit B?

Answer: Please come to the site visit on July 30, 2026, at 9:00 am eastern time. Another site visit can be conducted if requested.

Question #2: Pricing Basis for Option Soil Removal (CLIN 00020): This line item is requested as a Lump Sum. However, the scope of excavation is “based on the results of the analyses”.

Could the Government provide an estimated quantity of soil (in tons or cubic yards) to be used as a common basis for all offerors to price the lump sum option:?

Answer: Please come to the site visit on July 30, 2026, at 9:00 am eastern time. Another site visit can be conducted if requested.

Question #3: Mainfest Responsibility Contradiction: Section 3.a.1 of the SOW states that shipping and disposal mainifest will be “provided at the time of pickup by the Government”.

Conversely, Section 3.b.2 lists “completed waste mainfests” as a Contractor deliverable, and Section 3.c requires the Contractor to prepare the original mainifest. Please clarifiy which party is responsible for generating the initial mainfest documents?

Answer: The contractors are responsible for the mainfest documents.

Question #4: Soil Sampling Laboratory Fees: For CLIN 00030 (75 Samples), should the Contractor include the costs for laboratory analytical fees in their lump sum quote, or is the Contractor’s responsibility limited to the collection and delivery of samples to a USGS-designated laboratory?

Answer: For the samples the quantity is now 80. The contractor would include the costs for laboratory analytical fees in their lump sum quote.

Question #5: Performance Trigger for 48-Hour Response: Section 3.c requires a 48-hour response time to begin procedures "upon written notification". Please clarify if this notification is expected immediately upon contract award or if it will be issued as a separate "Notice to Proceed" based on facility needs?

Answer: This paragraph has been removed from the statement of work. Please refer to B09 Attachment 5 SOW Updated Hazardouw Waste Disposal document.

Question #6: Technical Liaison Authority: Section B.5 defines the Technical Liaison’s (TL) role as providing "technical clarification" but notes they cannot modify requirements. Will the results of the soil sampling be interpreted by the TL to trigger the optional soil removal, or will this require a formal modification from the Contracting Officer?

140G0126Q0177 Amendment 2 Q&A Answer: The Technical Liaison will review the soil-sampling results and relay the findings to the Contracting Officer. Based on this information, the Contracting Officer will then contact the contractor to initiate the soil-removal work. No modification is necessary.

Question #7: Equipment Provision: Please confirm if the Contractor is expected to provide all soil sampling equipment (e.g., hand augers, stainless steel probes, sample jars) or if any of this equipment is Government-furnished?

Answer: The government will not furnish any equipment. Contractors should provide there own equipment.
