The contractor must provide comprehensive waste management services including analyses, fate determination, manifesting, documentation, excavation, pick-up, transportation, labeling, and disposal of hazardous and universal wastes. Additionally, the contractor must conduct PFAS testing of substrate from 16 bird pens (approximately 8 ft. x 50 ft. each) by collecting approximately 80 soil samples (5 samples per pen) to a depth of 6 inches below ground surface using a staggered grid pattern, with excavation and disposal of contaminated soil required if testing reveals above-acceptable contamination levels.

The contractor must obtain all necessary permits, licenses, and certifications for hazardous waste transport and disposal, maintain EPA, DOT, and state registries, and employ trained and certified disposal technicians knowledgeable in DOT requirements and safe handling procedures. All waste must be transported and disposed of at EPA-approved facilities approved by USGS in accordance with federal and state regulations. Key deliverables include packaging supplies, waste manifests, permits, waste characterization records, and certificates of disposal or destruction. The contractor must submit one copy of all documentation including the original manifest at the time of each pick-up for government signature, and disposal tickets detailing quantities, fees, and facility information as part of the invoicing process. Invoices must include the Purchase Order Number, item descriptions, quantities, and costs for each service. The period of performance is 84 days from the award date, and all coordinated pick-ups must occur during normal center business hours (Monday through Friday, 7:30 a.m. to 4:00 p.m.).
