About this file

This is a Questions and Answers document for RFQ 140G0125Q0001, containing clarifications across three amendments regarding water sample analysis services for the USGS New York Water Science Center.

Key clarifications include: each sample requires both THM and HAA analysis; the period of performance is one year with four one-year options (correcting the SOW's reference to 1825 days); proposal requirements must include all documentation listed in E.1 (not just E.1.4); the minimum sample quantity is 100 per year (corrected from 200) with a maximum of 1,000; and sample analysis frequency is approximately monthly with 5-business day notification requirements. The Q&A also confirms that SAM.gov representations and certifications are only needed if not already completed in vendors' SAM profiles, and that the government will not notify vendors of missing documentation for early submissions, though they may seek clarifications during technical evaluation.

Questions and Answers

Request for Quotations 140G0125Q0001

AMENDMENT 0002

1) Does each sample require both the THM and HAA analysis or will each sample need either one.

a) Each sample needs both analyses. They will be filled in separate vials for the different analysis, but it will be considered the same sample.

2) The statement of work states the period of performance is 1825 days (five years) from the date of award but elsewhere in the solicitation the period of performance is stated as one year-from the date of award with four one-year option periods. Which is correct.

a) The latter is correct. The statement of work has been corrected as part of Amendment Two (0002) of the solicitation.

3) Should the information from E.1.4 through E.1.6. (Price, Past Performance, and Technical Capability) of the solicitation comprise the entirety of proposals? Is any other documentation required? If something is missing will the proposal be rejected?

a) The documentation required by 52.212-1 and E.1 is all that is required to be submitted.

Anything else is at each vendor’s discretion.

All proposals will be considered. Anything not expressly asked for in the solicitation is not required and you won't be removed from consideration for not including it. However, if something is required and not submitted yes, it can potentially mean the proposal will be removed from further consideration or receive a lower rating for the evaluation.

4) Does the information on pages 21-43 of the solicitation need to be submitted with proposals?

a) These provisions only need to be filled in and returned with proposals if they’re not already completed in the Reps & Certs section of the vendor’s https://sam.gov profile.

5) If a proposal is submitted early and something is missing will the USGS notify the vendor and allow them to submit the missing documents?

a) No, this is something we can’t do so it’s incumbent on each vendor to review the solicitation carefully and submit everything required. After the solicitation closes, during the technical evaluation, the USGS may seek clarification or additional information from vendors however this is not required.

AMENDMENT 0003

6) Please confirm that the answer to Question 3) is correct and only 52.212-1 and E.1.4 are required submissions. This appears inconsistent with the instructions in the solicitation which state all sections of E.1 are required.

https://sam.gov/

a) All the documentation listed in E.1. is required, not just E.1.4. The answer to Question 3) has been corrected as part of this amendment.

7) In E.1.5., please confirm “Point of Contract Name, Address, and Telephone number” pertain to the individual/bureau that would be writing the reference?

a) Correct, this information pertains to the contact information for the reference.

8) In Amendment 1, did the Government mean to say 200 to 1,000 samples per contract year?

a) No. The amendment changed the minimum sample quantity in the sam.gov notice from 200 to 100 per year. The solicitation and SOW stated the minimum quantity as 100, but the sam.gov notice incorrectly said 200. 1000 samples is the estimated maximum quantity per year and has not been changed.

9) What is the estimated frequency i.e. once per month, once per quarter OR is this more like a BPA and the 5-business day alert is the frequency of record?

a) The estimated frequency is approximately once per month. The number of samples to be collected for each order isn't known beforehand because it depends on field conditions. We therefore cannot notify the contractor until after the samples have been collected. The five-business day requirement is included because the samples need to be processed within a certain timeframe to meet the EPA standards set forth in the SOW and it's important contractors are responsive when they’re notified samples are ready.
