About this file

This Statement of Work outlines the USGS New York Water Science Center's requirements for analyzing disinfection byproduct formation in New York City drinking water supply samples. The contractor must determine regulated trihalomethanes (THM) and haloacetic acids (HAA) using EPA methods 524.2 and 552.2, with an estimated volume of 500-1,000 samples per year over a five-year period.

The contractor must maintain NYSDOH or NELAP certification, provide sampling containers and preservatives, follow chain of custody procedures, and deliver results electronically in both municipal water supplier format and tab/comma-separated format. USGS will collect and filter samples at their Troy, NY facility, with delivery handled by USGS personnel for contractors within 30 miles or shipping arranged by the contractor beyond that radius. The period of performance is one year with four one-year options. Contractors must register on the NYC PASSPort platform after award. The opportunity is a small business set-aside under NAICS 541380 with quotes due around February 6, 2025.

Statement of Work

General Information

Introduction/Background – The United States Geological Survey (USGS) New York Water Science Center

(NYWSC) is conducting a study of disinfection byproduct formation potential within the source waters of the New York City drinking water supply. As part of that work the NYWSC Laboratory in Troy, NY analyzes the water chemistry of untreated, natural water samples. The disinfection byproduct formation potential is required to be determined for a portion of water samples.

Scope

The NYWSC requests quotes (cost per sample) for the determination of regulated trihalomethanes

(THM) and haloacetic acids (HAA) according to certified EPA methods (524.2 and 552.2, USEPA, 1992;

USEPA, 1995).

Work Requirements

All samples will be collected by the USGS and filtered at the NYWSC Laboratory in Troy, NY. Samples will be previously disinfected at the NYWSC according to Standard Method 5710B (APHA, 2023). For contractor laboratories within a 30-mile radius of the NYWSC, USGS personnel will be responsible for delivering the samples to the Contractor laboratory, otherwise the Contractor shall be responsible for arranging shipping to its laboratory at no additional expense to the Government.

The NYWSC will make all reasonable efforts to communicate to the Contractor the anticipated sample batch numbers at least five (5) business days prior to delivery. In cases where the Contractor is responsible for arranging shipping, the samples must be be picked up within five (5) business days of the sample batch numbers being communicated by the USGS to the Contractor.

Contractor Requirements:

A. The Contractor shall have and provide proof of its lab’s, as well as any subcontractor lab’s, certification for water chemistry by New York State Department of Health (NYSDOH) or the

National Environmental Laboratory Program (NELAP) for the parameters associated with EPA methods 524.2 and 552.2. The Contractor and any subcontractors shall be equipped with the necessary instrumentation, chemicals and reagents and other accessories, along with technically qualified personnel to perform the analyses as per the methods. The Contractor shall notify the

USGS of any changes to certification status.

B. The Contractor shall respond to USGS communications regarding the coordination of sample delivery within 24 hours. USGS communications on Fridays or the day before holidays shall be returned the next business day. Laboratories within 30 miles of the NYWSC shall allow delivery of samples by USGS personnel during normal business hours.

C. The Contractor shall have and maintain the capacity to analyze approximately 1,000 samples per year. The USGS estimates requiring analysis of 500-1000 samples per year, for five years.

D. The Contractor shall provide appropriate sampling containers with preservatives, as necessary.

E. The Contractor shall complete standard Chain of Custody procedures and implement sampling storage requirements consistent with the certified methods.

F. The Contractor shall perform analysis for each sample for THMs and HAAs using EPA methods

524.2 and 552.2.

G. The Contractor shall deliver analysis results electronically in a format typical of all municipal water suppliers. In addition, results shall be delivered electronically using a consistent structure in tab-separated or comma-separated format.

H. The Contractor shall provide documentation of quality assurance procedures upon request and provide technical support necessary for the interpretation of quality assurance procedures, upon request.

I. After award, the Contractor will be required to register at the New York City PASSPort online platform. More information available here: https://www.nyc.gov/site/mocs/passport/about-passport.page.
