About this file

This is a Questions and Answers document for Request for Quotations (RFQ) 140G0125Q0001 regarding NYC Water Sample Disinfection Byproduct Analysis services. The document clarifies five key points: 1) Each sample requires both THM and HAA analyses in separate vials but counts as one sample, 2) The period of performance is one year with four one-year option periods (corrected from the original 1825 days stated in the SOW), 3) Proposal requirements are limited to documentation specified in 52.212-1 and sections E.1.4 through E.1.6 covering Price, Past Performance, and Technical Capability, 4) Pages 21-43 only need to be submitted if not already completed in SAM.gov Reps & Certs, and 5) USGS will not notify vendors of missing documents for early submissions, though they may seek clarifications after solicitation closing.

The document provides important procedural guidance for vendors preparing responses to this USGS solicitation for laboratory testing services. It emphasizes that vendors are responsible for ensuring complete submissions, as the agency will not proactively notify them of missing documents before the closing date. While additional documentation beyond the required elements will be accepted, it is not mandatory and will not affect proposal consideration.

Questions and Answers

Request for Quotations 140G0125Q0001

1) Does each sample require both the THM and HAA analysis or will each sample need need either one.

a) Each sample needs both analyses. They will be filled in separate vials for the different analysis, but it will be considered the same sample.

2) The statement of work states the period of performance is 1825 days (five years) from the date of award but elsewhere in the solicitation the period of performance is stated as one year-from the date of award with four one-year option periods. Which is correct.

a) The latter is correct. The statement of work has been corrected as part of Amendment Two (0002) of the solicitation.

3) Should the information from E.1.4 through E.1.6. (Price, Past Performance, and Technical Capability) of the solicitation comprise the entirety of proposals? Is any other documentation required? If something is missing will the proposal be rejected?

a) The documentation required by 52.212-1 and E.1.4. is all that is required to be submitted.

Anything else is at each vendor’s discretion.

All proposals will be considered. Anything not expressly asked for in the solicitation is not required and you won't be removed from consideration for not including it. However, if something is required and not submitted yes, it can potentially mean the proposal will be removed from further consideration or receive a lower rating for the evaluation.

4) Does the information on pages 21-43 of the solicitation need to be submitted with proposals?

a) These provision only need to be filled in and returned with proposals if they’re not already completed in the Reps & Certs section of the vendor’s https://sam.gov profile.

5) If a proposal is submitted early and something is missing will the USGS notify the vendor and allow them to submit the missing documents?

a) No, this is something we can’t do so it’s incumbent on each vendor to review the solicitation carefully and submit everything required. After the solicitation closes, during the technical evaluation, the USGS may seek clarification or additional information from vendors however this is not required.
