GS2320 EVALUATION FACTORS (AUGUST 2001)
(a) The Contracting Officer will screen proposals to identify and eliminate any proposals that are so incomplete as to preclude a meaningful evaluation of technical and past performance issues.
(b) The remaining proposals will be evaluated based upon price and the non-price factors as follows:
PRICE
Price information submitted on Attachment D will be evaluated to determine whether it is reasonable and whether it reflects the Offeror’s understanding of the work and ability to perform the contract. A price or rate proposed that is found to be unrealistic, unreasonable, or unbalanced may be precluded from further consideration for award.
The labor and markup rates proposed on Attachment D will be used during contract performance in the event of a change order.
NON-PRICE FACTOR 1: TECHNICAL APPROACH (submit one file for TECHNICAL APPROACH) Narrative for this Factor shall address the following:
The Offeror shall provide a detailed technical approach, clearly demonstrating an efficient timeline and methodology for successfully completing all work from arrival to departure. The approach shall include:
a) Schedule – page limitation is 2 pages for general schedule approach and information, no page limit for charted schedule
1) Proposed dates for start and completion of all work while the vessel is onsite, including
a. All work items (Attachment D) that are designated as BASE
b. OPTION items designated as PRIORITY 1
c. As many OPTION items designated as PRIORITY 2 as possible within the prescribed period of performance
i. DO NOT include any OPTION items designated as PRIORITY 3 unless all PRIORITY 2 items are attainable within the prescribed period of performance
d. Sea trials
e. Quality control – punchlist item completion;
2) Must demonstrate a logical flow of the work, including interdependency of tasks
3) Identify any schedule risks and contractor’s approach to mitigate each risk
b) Management approach to successful performance of KAHO project – max 10 pages; individual page limitation provided with each sub-element
1) Management structure demonstrating responsibility for project management and quality control (max 1 page)
2) Management plan for effective oversight and superintendence of work (max 3 pages)
3) Quality control plan (max 3 pages)
4) Communication plan demonstrating effective communication between project management personnel, laborers, subcontractors, government representatives (max 3 pages)
c) The Contractor’s specific facilities to be used for the vessel throughout contract performance, manpower availability, and specific equipment to be utilized to ensure quality completion in accordance with the project schedule (max 3 pages) NON-PRICE FACTOR 2: EXPERIENCE (submit one file for EXPERIENCE)
a) Shipyard Experience (max 5 pages) - Demonstrate the level of experience commensurate with the requirements of this contract that the offeror has performed within the previous five (5) years. Provide details of 3-5 (minimum of 3 projects, maximum of 5 projects) former projects to demonstrate similarity to this project in type of vessel, type of work performed and dollar magnitude.
b) Project Manager Experience (max 3 pages) - Demonstrate the level of experience commensurate with the requirements of this contract that the proposed Project Manager (from clause GS1330 at H.1) has performed within the previous five (5) years. Provide details of 2-3 former projects to demonstrate similarity to this project in type of vessel, type of work performed and dollar magnitude.
NON-PRICE FACTOR 3: PAST PERFORMANCE (max 3 pages) (submit one file for PAST PERFORMANCE) Past performance is a measure of the degree to which an offeror satisfied its customers in the past and complied with the PWS, contract schedule, and contract terms and conditions. Past performance is also a measure of the risk of performance associated with the offeror. The Government will assess the offeror’s record of past performance on similar contracts as an indicator of success under this requirement.
Offerors are requested to provide completed references from between three (3) and five (5) previous contracts that are recent (performed within the previous 5 years) and relevant (scope, magnitude, and complexity) compared to the effort required by this solicitation. Reference information must include:
a) Contract number
b) Dollar value of contract
c) Description of work performed
d) Contract performance dates
e) Client point of contact (organization name, client contact name, email address or phone number)
The Government will treat all past performance information as Source Selection Sensitive in accordance with FAR 3.104. An Offeror will have the opportunity to respond to negative past performance information if the Offeror has not previously had an opportunity to respond to it.
The Government reserves the right to use past performance information obtained from sources other than those identified by the offeror, including but not limited to past performance information located in the Contractor Performance Assessment Reporting System (CPARS).
Offerors with no record of relevant past performance must submit a signed and dated statement to that effect.
