Shipyard Labor: The Contractor’s fully loaded man-hour rate will be used for negotiating change orders, if necessary. The contractor agrees that the number of man hours included in its price proposal for such modifications shall include only direct production man-hours. For these purposes, direct production man-hours are for skilled labor at the journeyman level expended in direct production, inspection, repair, or installation as exemplified by the following functions:
