140G0121R0030 Amendment 006 Questions & Answers

1. Could you please provide the attendee’s list from all previous site visits?

a. Reference Attachment 14. This list provides all previous site visit attendees.

2. What percentage of the work needs to be self-performed by small businesses?

a. FAR 52.219-14 was erroneously left from the solicitation. This Amendment adds this clause and can be referenced: (e) Limitations on subcontracting. By submission of an offer and execution of a contract, the Contractor agrees that in performance of a contract assigned a North American Industry Classification System (NAICS) code for— (3) General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor 's 85 percent subcontract amount that cannot be exceeded;

b. Also reference the SBA website (https://www.sba.gov/federal-contracting/contracting-guide/governing-rules-responsibilities). General construction contracts: The small business prime contractor must perform at least 15% of the cost of the contract with its own employees, not including the cost of materials. Under SBA rules, the small business prime contractor can utilize similarly situated subcontractors to meet these performance requirements. A similarly situated subcontractor is a subcontractor that has the same required size and small business program status as the prime contractor.

3. Are you able to provide the names of the trade contractors who have worked on the complex previously?

a. This facility has not had any contractors perform work for this specific requirement or work that is similar to this requirement. The only contractors that have “worked on the complex” would be specific to HVAC, Wells, Parking Lots and would not be related to or helpful for this requirement.
