About this file
This is a Questions and Answers document addressing bidder inquiries regarding material procurement and delivery specifications for a dike improvement project.
The project involves procuring and delivering materials (Rip Rap and gravel) to a 0.5 linear mile dike with an average road surface width of 15 feet. Rip Rap will be stock-piled while gravel will be tail gate spread. Bidders are advised that a site visit is highly recommended to assess dike conditions and access constraints. For pricing purposes, bidders should quote both spread and pile options if pricing differs. Regarding tonnage estimates, the government acknowledges that exact tonnage cannot be provided at bid time but will be finalized during the project delivery phase. Bidders are directed to bid at 25 tons per quad axle load as the standard capacity assumption. Alternatively, bidders may submit scaled bids for 15, 20, and 25 tons per load to accommodate different truck capacities. The government will work with local quarries to refine tonnage estimates after contract award. This approach ensures adequate material supply while allowing flexibility in the actual quantities delivered based on site conditions and final project requirements.

Q1: As for the solicitation statement of 'procurement and delivery of tailgate spread or pile (as appropriate)' should I expect spread?
Quote both if there is a difference in price. Rip Rap will likely be stock-piled, gravel will be tail gate spread. A site visit is highly recommended to understand the dike conditions and access.
If so what would be the rough square footage of spread so I can request a quote from my subcontractor?
The Dike is .5 linear miles, the road surface is on average about 15 feet wide.
Q2: Once we are handling the contract they can give us accurate numbers? Or for the bid the quarry knows the tonnage?
Bid at the maximum amount and work with the local quarries on tonnage estimates. Yes, there will be opportunities to fine tune amounts during the project/delivery phase.
If I quote this based on 15 tons per quad axle, when in reality you are needing 25 tons per quad axle it will cause a shortage. I just want to be upfront from the get so we can be sure we are providing exactly what is needed.
Bid at 25 tons per quad axle.
Q3: For this one, are you able to provide estimated tonnage for each material? Our quad axle tonnage ranges from 15-25 tons per load, which in turn can dramatically increase or decrease my pricing per load/per material.
Bid at 25 tons per quad axle, or provide a scaled bid for 15, 20 and 25 tons per load
