About this file
This document is a Blanket Purchase Agreement (BPA) for maintenance and monitoring of fire alarm systems at the Colorado Front Range National Wildlife Refuge Complex, specifically the Rocky Mountain Arsenal National Wildlife Refuge in Commerce City, Colorado. The BPA requires a contractor to provide three key services: (1) critical 24/7 monitoring of fire alarm systems that triggers emergency response agencies and designated refuge contacts, (2) annual fire alarm system inspections consistent with NFPA 25 Standards, and (3) general maintenance including unscheduled service calls.
The contract covers multiple buildings with detailed fire alarm system inventories, including the Headquarters, Visitor Center, Communications Building, Maintenance Building, and Fire Building. The contractor must be fully certified in NFPA Codes & Standards and ASSE 15010 for water-based fire protection systems, with proof of certification required. The systems include control panels, indicators, heat/smoke/pull/dust detectors, and sprinkler system components. The contractor will create a comprehensive computer inventory of all fire alarm systems and provide itemized testing reports noting any equipment failures. Maintenance work requires pre-approval quotes from the contractor to U.S. Fish and Wildlife Service staff.

U.S. Fish and Wildlife Service Rocky Mountain Arsenal NWR 6550 Gateway Road, Headquarters Commerce City, CO 80022 303-289-0232
Scope of Agreement:
The intent of this agreement is to obtain three services: (1) critical monitoring of systems in the event of a fire; (2) required inspection and testing of fire alarm systems; and (3) general maintenance of fire alarm systems at the wildlife refuges of the Colorado Front Range Complex.
The Contractor is responsible for all equipment, materials, supplies, transportation and personnel necessary to meet or exceed the agreement specifications.
Critical Monitoring: The fire alarm systems of all buildings are required to be monitored 24 hours a day, seven days a week, and year-round. Monitoring will trigger emergency response agencies (South Adams County Fire Department and Adams County Dispatch) and designated contacts at the wildlife refuge. Contractor must have the ability to monitor alarms 24/7 via CLSS (cloud-based internet) and AES (mesh radio).
Annual inspections: To meet local fire requirements, all fire alarm systems must be inspected and tested annually. The annual inspection will be completed consistent with NFPA 25 Standards and ensure all systems are code compliant and operate as designed. Annual inspection reports will be transmitted to the wildlife refuge and to South Adams County Fire Department. Individuals providing inspection, repair, and maintenance of fire alarm systems must be fully certified in NFPA Codes & Standards. Proof of certification from the NFPA and/or NICET is required.
We have three buildings with water sprinkler systems. The ASCET provides the certification program for the inspection, testing and maintenance of water-based fire protection systems — it is called ASSE 15010 and is offered by several organizations including the American Fire Sprinkler Association (AFSA). Consistent with NFPA 25, the inspection, repair and maintenance of several complex water-based fire protection systems are included in this contract. Proof of ASSE 15010 Certification for water-based fire protection systems is required.
Maintenance: Maintenance is generally associated with inspections but may also include unscheduled service calls. The Contractor will provide a quote for all maintenance work including the cost of materials and labor to repair the issue to USFWS Staff prior to any work be done.
Contractor shall use a computer system to create an inventory of all buildings and fire alarm systems (device type, location, model, quantities, installation date, etc). Annual inspections will include itemized testing of all required equipment and note any failures.
