About this file

This document is a Questions and Answers file for RFQ 140FS126Q0178, a janitorial services requirement for the Red Bluff Fish and Wildlife Office and Anderson Field Office in California. The acquisition is a Total Small Business Set-Aside (an administrative error in the original SF 1449 marked it as "Unrestricted" and will be corrected by amendment). The requirement covers eight structures totaling approximately 11,625 square feet at two locations, with twice-weekly cleaning services preferred after normal business hours and spaced two to three days apart. Weekend cleaning is permitted with advance approval. The Anderson Field Office, located approximately 30 to 40 minutes from Red Bluff, may be serviced on a different day if needed.

This is a firm-fixed-price contract with offerors responsible for verifying all site conditions and determining equipment, means, and methods necessary for quotation. An optional pre-quotation site visit is available on September 3rd at 2 PM local time, coordinated through Jacqueline Gonzalez, Technical Coordinator, at (530) 536-0016 or Jacqueline_Gonzalez@fws.gov. The solicitation will be amended to incorporate the applicable Service Contract Labor Standards wage determination for Shasta County, with wage rate changes during option periods administered under FAR 52.222-43. The current contract is FS125P0256. Subcontracting is permitted with the prime contractor remaining responsible for full performance. Contractor personnel requiring unescorted facility access must complete a Tier 1 background investigation with employee information provided after award but prior to facility access. Floor waxing is required as necessary and included in the firm-fixed price, with no formal inventory reporting requirement for Government-furnished consumable supplies.

Questions and Answers

Janitorial Services - Red Bluff Fish and Wildlife Office / Anderson Field Office

1. Is this acquisition unrestricted or a Total Small Business Set-Aside?

This requirement is a Total Small Business Set-Aside. The "Unrestricted" marking in Block 10 of the SF 1449 was an administrative error and will be corrected by amendment.

2. Will the Government provide the applicable SCLS wage determination for the Anderson Field Office in Shasta County?

The Anderson Field Office is located in Shasta County. The solicitation will be amended to incorporate the applicable Service Contract Labor Standards wage determination for Shasta County.

3. Please confirm the facilities and approximate square footage, and whether the Government will provide exact facility counts, floor plans, window heights, or similar site details.

The SOW identifies seven buildings at the Red Bluff Fish and Wildlife Office and one Anderson Field Office, for eight structures total and approximately 11,625 square feet. All dimensions and quantities provided by the Government are approximate. The Government will not provide separate fixture counts, floor plans, window-height estimates, or similar detailed quantities for quotation purposes. This is a firm-fixed-price requirement, and offerors are responsible for verifying site conditions and determining the equipment, means, methods, and other information necessary to prepare their quotations. A site visit is available on September 3rd @ 2 PM local for this purpose.

4. Is a pre-quotation site visit available, and how should offerors coordinate one?

Yes. An optional pre-quotation site visit is available on September 3rd @ 2 PM local time. Offerors wishing to conduct a site visit must coordinate the visit in advance with Jacqueline Gonzalez, Technical Coordinator, at

(530) 536-0016 or Jacqueline_Gonzalez@fws.gov. Offerors remain responsible for verifying site conditions and information necessary to develop their firm-fixed-price quotations.

5. What contractor insurance coverage is required, and must evidence of insurance be submitted with the quotation?

The solicitation does not establish separate contractor insurance coverage limits or require evidence of insurance with the quotation. Offerors shall comply with the terms and conditions of the solicitation and resulting contract.

6. Is subcontracting permitted, and are there any additional self-performance or limitations-on-subcontracting requirements?

Subcontracting is permitted. The prime contractor remains responsible for full performance of all contract requirements, including work performed by subcontractors.

7. Is there a current contract for these services, and can the Government provide the contract number, value, staffing level, or historical labor hours?

The current contract is FS125P0256. Historical contract value is available on SAM.gov.

8. Is floor waxing required on a defined annual or semi-annual schedule, or should it be performed as needed?

The Government has not established a separate annual or semi-annual floor waxing schedule. SOW Section

3.1 requires waxing as necessary, and this work shall be included in the contractor's firm-fixed price. The SOW does not establish a separate requirement for floor stripping and sealing.

9. Is the contractor required to track Government-furnished consumables, and how should low inventory be reported?

No formal inventory reporting requirement is established. The contractor shall notify the Technical Coordinator when Government-furnished consumable supplies are observed to be running low.

10. Will SCLS wage rate changes during option periods be handled under FAR 52.222-43?

Yes. Applicable wage determination changes associated with the exercise of option periods will be administered in accordance with FAR 52.222-43.

11. What post-award employee information or other submittals are required?

The contractor shall provide the employee information necessary to initiate or verify Tier 1 background investigations for personnel requiring unescorted facility access. Tier 1 requirements must be satisfied before personnel are provided unescorted access.

12. What days and hours are authorized for the twice-weekly cleaning services, including after-hours or weekend work?

After normal business hours is preferred. The Government is flexible on the specific twice-weekly cleaning days, but cleanings should generally be spaced two to three days apart. Weekend cleaning is permitted if needed and approved in advance. The Anderson Field Office is approximately 30 to 40 minutes from the Red Bluff location and may be serviced on a different day if needed.

13. What background-check standard applies to contractor employees requiring facility access?

Contractor personnel requiring unescorted facility access shall complete a Tier 1 background investigation.

Required employee information shall be provided after award and prior to unescorted facility access.
